Created; Composition: There is hereby created an Environmental Stewardship Advisory Commission, which shall consist of seven (7) members, who shall all be residents of the City, and shall include a member representing those who will inherit the environment (a person between the ages of 16 and 20 at time of appointment), and six (6) members who shall include representation from diverse segments of the City's population. It is desirable to select some members who may have helpful backgrounds with environmental/biological science, health care, business/industry, and environmental/civic groups. (Ord. 64-93, § 1, 12-6-1993; Ord. 93-95, § 1, 12-18-1995, eff. 1-1-1996) Sec. 18.5-22. Application and Appointment Process: The appointment process to the Commission by the City Council shall include at least the following: (1) An application form requesting basic information on the education, training, experience, expectations and other qualifications of the applicant; (2) Notice to and an opportunity for the general public to comment in writing on the qualifications of each applicant; and (3) A formal interview by the City Council to determine the applicant's qualifications and ability to effectively serve on the Commission. (Ord. 64-93, § 1, 12-6-1993) Sec. 18.5-24. Duties: The duties of the Commission shall be as follows: (1) To develop, articulate and propose goals, objectives and policies for the stewardship of the City's environment and its ecological systems for present and future generations. An initial report to City Council should be completed within a year and thenceforth periodically. It shall also include sections on the current condition of the City's natural environments and on the progress being made in achieving the City's environmental quality goals. (2) To advise and inform the City Council on environmental stewardship issues, including the implementation of and compliance with, legislation, regulations and policies. (3) To hold public forums on specific issues at the direction of the City Council. (4) To provide, upon request, to other boards, commissions and City departments information for environmental educational programs, educational materials, and environmental volunteer opportunities. (5) To provide input to the Long-Range Planning Advisory Commission regarding environmental stewardship issues in the Comprehensive Plan. Created: There is hereby created a human rights commission. (1976 Code, ? 21-16) Sec. 27-17. Composition: The commission created by this article shall consist of nine (9) members. Appointment; Terms; Filling of Vacancies: Human rights commission members shall be appointed by the city council for terms of three (3) years each and shall serve thereafter until a successor has been appointed. Vacancies shall be filled for the remainder of the unexpired term. Appointments shall take into consideration the various racial, religious, cultural and social groups of the city. Powers and Duties: The commission created by this article shall have the following powers and duties: (1) To receive, investigate and finally determine the merits of complaints alleging unfair or discriminatory practices. (2) To investigate and study the existence, character, causes and extent of discrimination in public accommodations, employment, apprenticeship programs, on the job training programs, vocational schools, other educational institutions and housing in this city and to attempt the elimination of such discrimination by education and conciliation. (3) To hold hearings upon any complaint made against a person, an employer, an employment agency or a labor organization, or the employees or members thereof, to subpoena witnesses and compel their attendance at such hearings, to administer oaths and take the testimony of any person under oath and to compel such person, employer, employment agency or labor organization, or employees or members thereof, to produce for examination any books and papers relating to any matter involved in such complaint. The commission shall issue subpoenas for witnesses in the same manner and for the same purpose on behalf of the respondent upon the respondent's request. Such hearings may be held by the commission, by any commissioner or by any hearing examiner appointed by the commission. If a witness either fails or refuses to obey a subpoena issued by the commission, the commission may petition the district court having jurisdiction for issuance of a subpoena and the court shall, in a proper case, issue the subpoena. Refusal to obey such subpoena shall be subject to punishment for contempt. (4) To issue such publication and reports of investigations and research as in the judgment of the commission shall promote civil and respectful behavior which shall tend to eliminate discrimination. (5) To prepare and transmit to the mayor and city council, from time to time, but not less often than once each year, reports describing its proceedings, investigations, hearings conducted and the outcome thereof, decisions rendered and the other work performed by the commission. (6) To make recommendations to the city council legislation concerning discrimination (7) To cooperate, within the limits of any appropriations made for its operation, with other agencies or organizations, both public and private, whose purposes are consistent with those of this chapter, in the planning and conducting of programs designed to eliminate discrimination or cultural and intergroup tensions. (8) To adopt, publish, amend and rescind regulations consistent with and necessary for the enforcement of this chapter. (9) The commission may delegate any of its functions, duties and powers to its staff including functions, duties and powers with respect to investigating, conciliating, determining, certifying, reporting or otherwise acting as to any work, business or matter under this chapter. (10) To receive, administer, dispense and account for any restricted funds that may be voluntarily contributed to the commission and any grants that may be awarded the commission for furthering the purposes of this chapter. Miller Attachment to Ubrary Board of Trustees Application September 22, 2008 Reasons for applying: I began using the library around age 7 and I consider it almost a sacred resource. At present, I use the library often, and am involved with several programs there. I have friends and acquaintances among the library staff and management, and regulazly talk to them to keep in touch with what's happening with projects, programs, trends, policies and practices, etc. New, I'm at the stage in life where I wish to take the "tons" of broad work and life experiences I've been blessed with and "pass it on and give something bac1~' to the people and the community where I was born and raised. My goals are to promote usage, to educate and encourage all our citizens people who can learn, grow with, and enjoy this major public resource--to take full advantage of the library. I have great respect for the current Board of Trustees, who have done a good job in leading the growth and facing the challenges that we've seen over recent years, and I feel we can do even better going forward with the kind of progressive spirit and talented leadership that we're currently blessed with (not only on the library Boazd, but moreover in City government and City Council leadership as well). I have met with Diane Gunns and David Hammer to discuss these ideas and my goals, and I'm eager to pitch in (first as a "junior" member) to add value and to represent the people's trust, interests, and sustainability now and in the future. I plan to attend future Board meetings regardless of my status. I also have over ten years volunteer work/experience (awazded my 1,200-hours pin!) at the Rehabilitation Institute of Chicago (RIC the world's leading rehab hospital) in many different roles including child therapy, adaptive sports (skiing, swimming, rock climbing), patient relations, rehabilitated role model, medical school and reseazch subject, accessibility and employment advocate, and board-of- directors positions including Chairman of the RIC Volunteer Advisory Committee for five years. Since moving back to Dubuque about three years ago, I have become heavily involved with lower- income groups and neighborhood associations (with a special focus on reaching youths), and I have a strong interest and belief that involvement at the grass-roots level "face-to-face" works best to help improve our community for all its citizens. The diverse range of my Dubuque friends and acquaintances spans low-income to the wealthy, providing a pretty broad scope on concerns, issues, and positions. (One of my best friends, for example, is a former Mayor and professional azchitect who is a tremendous resource for "wise counsel" regazding history, politics, and expert advice on construction projects and management.) Library Board of Trustees Chapter 30 Sec. 30-1. Board of Trustees-Composition: The Carnegie-Stout free public library of the city shall be under the control and direction of the board of library trustees. Such board shall consist of seven (7) members who shall be appointed by the mayor with the approval of the city council. (1976 Code, § 23-1) Sec. 30-2. Board of Trustees-Eligibility For Membership: Citizens and residents of the city, male or female, over the age of eighteen (18) years, are alone eligible for membership on the board mentioned in section 30-1 of this chapter. Board of Trustees-Terms Of Members; Filling Of Vacancies: Each member of the board described in section 30-1 of this chapter shall hold office for four (4) years and until such member's successor is appointed and qualified. Vacancies occurring on the board through death, resignation or permanent removal from the city shall be filled by the mayor with the approval of the city council, but such appointments shall be made to fill out the unexpired term for which the appointment is made. Board of Trustees-Powers And Duties Generally: (a) The board of library trustees described in section 30-1 of this chapter shall have and exercise the following powers: (1) To meet and organize by the election of one of their number as president of the board, and by the election of a secretary and such other officers as the board may deem necessary; (2) To have charge, control and supervision of the public library, its appurtenances and fixtures, and rooms containing the same, directing and controlling all the affairs of such library; (3) To employ a librarian, such assistants and employees as may be necessary for the proper management of said library, and fix their compensation; but, prior to such employment, the compensation of such librarian, assistants and employees shall be fixed for the term of employment by a majority of the members of said board voting in favor thereof; (4) To remove such librarian by a vote of two-thirds (2/3) of all of the members of the board and to provide procedures for the removal of assistants or employees; (5) To select and make purchases of books, pamphlets, magazines, periodicals, papers, maps, journals, furniture, fixtures, stationery and supplies for such library; (6) To authorize the use of such libraries by nonresidents of the city and to fix charges therefor; (7) To make and adopt, amend, modify or repeal bylaws, rules and regulations, not inconsistent with law, for the care, use, government and management of such library and the business of said board, fixing and enforcing penalties for the violation thereof; (8) To have exclusive control of the expenditures of all taxes levied for library purposes as provided by law, and of the expenditure of all monies available by gift or otherwise, for the erection of library buildings and of all other monies belonging to the library fund; (9) To contract with the trustees of the township or the board of supervisors of the county or of adjacent townships or counties, or with the trustees or governing bodies of neighboring towns or cities not having library facilities for the public, to loan the books of said library, either singly or in groups, upon such terms as may be agreed upon in such contract. The initial term of four (4) of the members shall be for three (3) years and the initial term of three (3) of the members shall be two (2) years. Thereafter, all terms shall be three (3) years. The expiration date for all terms of office shall be June 30 of the appropriate year. (b) Four (4) members of the commission shall have significant knowledge and demonstrated interest in one or more areas of the arts including music, dance, literature, visual arts, theater, folk arts, media arts, design, arts education or be a member of the Dubuque Cultural Alliance. Two (2) members shall be from the business and professional community, one of whom lives or works in the cultural and entertainment district.
