On behalf of the Iowa Chapter of the American Planning Association, I am pleased to inform you that the City of Dubuque
and MSA Professional Services have been selected to receive the Iowa APA Planning Excellence Award for Grassroots
Initiative for the Washington Neighborhood Revitalize Visioning Project! While the application was for Best Practice, the
nominating committee felt the project was best suited in the Grassroots Initiative category.
The awards will be presented as part of the APA Iowa fall conference being held on Wednesday thru Friday, October 29tH
thru 31St, in Sioux City, Iowa. The awards ceremony will be at the Sioux City Convention Center at 7:00 p.m. on
Thursday, October 30th. This will be part of the conference opening reception which will run from 6:30 to 8:30 p.m.
Attached you will find the conference program (please note that you do not need to register for the conference to attend
the awards ceremony). At the ceremony I will briefly introduce the award and then you will have the opportunity to make a
short presentation or remarks (2-5 minutes). PowerPoint will be available, if you provide me with a copy of the slides you'd
like to show by no later than Friday, October 24, 2008, so I can incorporate them into the awards presentation. I would
note that conference sponsorships are still available if you'd like to showcase this project and/or your company to all of the
conference attendees, if you are interested in sponsorship, just let me know and I can provide additional information.
If you plan to attend the ceremony, please let me know who will be attending as soon as possible. Should you have any
questions or concerns, please let me know.

Blown the Roof off the Stockyards. During the City of Sioux City's Vision 2020 Comprehensive Plan process
in 1994, the old stockyards was identified as an area that was in desperate need of redevelopment. In the 1970's
these were the largest stockyards in the United States but due to changes in the industry many businesses closed
and much of the area was abandoned and underutilized. The City developed a Stockyards Plan and began the
process of redeveloping the area tapping into local, state and federal funding and partnering with various groups
to accomplish its goals. Funding sources include EPA Brownfields funds, HUD Special Purpose grants and state
funds. The City has invested fn new infrastructure to promote the Yards for commercial and light manufacturing
industries. The area has been reborn with new construction and future plans. A mobile tour of the area will allow
participants to gain a first hand look at the challenges and successes of the Yards area.

Gary Taylor, 7.D., AICP, joined Iowa State University in October 2004 as
an Assistant Professor and Extension Specialist in the Department of Com-
munity & Regional Planning. Mr. Taylor has been involved in municipal
government throughout his career: as a State & Local Government Special-
ist with Michigan State University Extension; a regional planner in Wiscon-
sin; and an attorney and planning consultant for communities in Oregon
and Washington. He publishes, conducts workshops and provides technical
assistance to citizens and government officials in a variety of subject areas,
including land use and local government law, land use planning and inter-
governmental contracting. Mr. Taylor is a member of the American Insti-
tute of Certified Planners (AICP), and serves as the Professional Develop-
ment Officer for the Iowa Chapter of the American Planning Associa-
tion. He holds a law degree from the University of Nebraska and a Masters
in Community and Regional Planning from Iowa State University.
Lee Brown, FAICP, President, Principal Planner, Teska Associates, Inc.
Lee Brown has been a practicing planner for more than 30 years. Prior to
entering private practice with Teska Associates, Lee was a community
planner for municipalities in Illinois, Minnesota and Wisconsin. His focus
has been on municipal urban planning, development regulations and real
estate economics. As President of Teska Associates, Inc., Mr. Brown serves
as project manager on both comprehensive community planning and on
business district and neighborhood revitalization. He is a past president of
the Illinois Chapter, and now serves as AICP Commissioner, elected from
Region IV which includes the Iowa Chapter.
Fred P. Schnook. After serving for nearly fifteen years in executive ca-
pacities as an economist and economic developer, Fred Schnook was
elected Mayor of the City of Ashland, Wisconsin, in 2002. Mayor Schnook
established the City of Ashland as one of the first Eco-Municipalities in the
nation as designated by Sustainable Sweden, a consortium of 70 munici-
palities in Sweden and throughout Europe, bringing international recogni-
tion to his community. These efforts helped Mayor Schnook to increase
federal and state funding to the Ashland community by over 350% from
the previous administration. Most importantly, these efforts mobilized a
group of community residents, which provided a volunteer workforce in
accomplishing City goals and community support for much needed policy
changes and infrastructure development.
Fred Schnook has a Master's Degree in Public Administration from the Uni-
versity of Wisconsin, and is a Project Manager with Foth Infrastructure &
Environment, LLC, which is listed in the top 200 professional engineering
companies in the US according to Engineering-News Record Magazine.

comprehensive planning, community development, transportation, storm-
water management, water and wastewater treatment, and municipal con-
