Proclamation_White Cane Safety Day
PROCLAMATION
WHEREAS, Wednesday, October 15, 2008, is designated as White Cane Safety Day in Iowa; and
WHEREAS, the Code of Iowa provides that every blind citizen has the right to carry and use a
white cane or a guide dog, which demonstrates and symbolizes the ability to achieve
the full and independent life and the capacity to work productively in competitive
employment.; and
WHEREAS, Iowa law also provides that every operator of a motor vehicle who encounters a blind
pedestrian is required to exercise appropriate caution to avoid accident or injury; and
WHEREAS, both state and federal law prohibits discrimination based on blindness and supports
equal opportunity and affirmative action programs to encourage employment of blind
persons in the competitive labor force and greater access to buildings in both public
and private sectors through the appropriate raised-letter markings on elevator
control panels and floor numerals outside elevator doors; and
WHEREAS, the Federal Americans with Disabilities Act has been the law of the land for 13 years
and strengthens efforts to achieve equality for blind persons and others with
disabilities.
NOW THEREFORE, I, ROY D. BUOL, MAYOR OF THE CITY OF DUBUQUE, IOWA, ON BEHALF OF
THE CITY COUNCIL, STAFF AND CITIZENS OF DUBUQUE, DO HEREBY PROCLAIM WEDNESDAY,
OCTOBER 15, 2008, AS
“WHITE CANE SAFETY DAY”
IN THE CITY OF DUBUQUE, IOWA, AND CALL UPON ALL OUR CITIZENS TO RECOGNIZE THE
INDIVIDUAL WORTH AND PRODUCTIVE TALENTS OF OUR BLIND NEIGHBORS AND OBSERVE
THE LAWS APPLICABLE TO THE USE OF OUR STREETS, SIDEWALKS, AND PUBLIC FACILITIES.
