All three candidates were unsuccessful. Alan Hinderman, Cory Ransom and James Hermsen. Certification of Minutes, June 17, 2008 Jack Papin read into the record the minutes of the June 17, 2008 Board meeting. He moved to accept the minutes as read. Harlan Willenborg seconded. All present in favor. Motion passed. New Business 1. Discussion on Chanter 37,(30.8(d), City Ordinance Homeowner exemption Review of State HF908 plumbing license bill, Sec. 11 below, would disallow a homeowner to work on new construction single family homes, and also require homestead rebate qualification as a further requirement to be exempt from pluming licensure. Move to adopt State of Iowa requirements once State Plumbing license law takes affect. First by Harlan, second by Jack Papin. All in favor. Sec. 11. NEW SECTION. 104C.11 CHAPTER INAPPLICABILITY. 9 18 The provisions of this chapter shall not be construed to do 9 19 any of the following: 9 34 3. Prohibit an owner of property from performing work on 9 35 the owner's principal residence, if such residence is an 10 1 existing dwelling rather than new construction and is not 10 2 larger than asingle=family dwelling, or farm property, 10 3 excluding commercial or industrial installations or 10 4 installations in public use buildings or facilities, or 10 5 require such owner to be licensed under this chapter. In 10 6 order to qualify for inapplicability pursuant to this 10 7 subsection, a residence shall qualify for the homestead tax 10 8 exemption. 2. Discussion of gas pipe electrical bonding. Staff presented draft of pending electrical bonding requirements. Requirements are identical to that of the City Electrical Ordinance requirements. Harlan moved to accept the addition of bonding requirements, seconded by Mike Swift. All in favor. Minutes of Meeting -Plumbing Board October 8, 2008 Page 2 of 2 GAS PIPING SYSTEM BONDING REQUIREMENT. This requirement will apply anytime metal gas piping or CSST, is installed, replaced, or repaired and the structure has one or more metal fuel gas piping systems. The metal gas piping system(s) shall be made electrically and mechanically continuous to the grounding electrode system of the main electrical service by the installation of a bonding connection which meets all of the following: 1. The bonding conductor(s) shall not be smaller than a number six (# 6) copper wire. 2. The bonding conductor(s) shall be bare copper or shall be green insulated wire. 3. All bonding connections on gas pipe system(s) shall be located (inside or out) not more than 1.52 m (5 ft) from the point where the gas pipes enter the structure. 4. No bonding connection on any gas pipe(s) shall be installed before (upstream, ahead) of any gas meter or other gas company equipment. 5. All bonding connections on gas pipe system(s) shall be installed only on a rigid metal portion of the gas pipe, never on a flexible section of gas pipe. 6. All bonding conductor(s) shall be connected to the gas piping system(s) by exothermic welding, listed lugs, listed pressure connectors, listed clamps, or other listed means. 7. Not more than one conductor shall be installed per listed connector or clamp or fitting unless the device is listed for multiple conductors. 8. All bonding connections on the gas piping system(s) shall be accessible when the building is complete. 9. Gas piping system(s) shall never be used as the grounding electrode system. 3. Discussion of state license. Due to limited information from IDPH on subject, Staff will keep Board informed of evolving issues as they become available from the state.
