Present; Mayor Buol, Council Members, Braig, Connors, Jones, Lynch, Resnick, City Manager Van Milligen, City Attorney Lindahl Mayor Buol read the call and stated this is a special session of the City Council called for the purpose of discussing such matters which may properly come before the City Council. Loras College -Planned Unit Development (PUD) Amendment (First Reading on September 15, 2008): Proposed Ordinance Amending Appendix A (the Zoning Ordinance) of the City of Dubuque Code of Ordinances by providing for the amendment of Or- dinances No. 18-00, 01-02 and 11-06, and approving an amended Campus De- velopment Plan for the new Oaks Housing Project for the Loras College ID In- stitutional District. Connors moved to re- ceive and file the docu- ment and that the require- ment that a proposed ordi- nance be considered and voted on for passage at two Council meetings prior to the meeting at which it is to be passed be sus- pended and further moved final consideration and adoption of the Ordinance. Seconded by Jones. Mo- tion carried 6-0. Text Amendment -Rural Residential Overlay District (RROD) (First Reading on September 15, 2008): Or- dinance Amending Section 2.1 and Section 3-5.7 of the City of Dubuque Zon- ing Ordinance to establish a Rural Residential Overlay Jones moved to receive id file the document and at the requirement that a oposed ordinance be msidered and voted on r passage at two Council eetings prior to the Meeting at which it is to be 3ssed be suspended and ~rther moved final consid- ation and adoption of the rdinance.
