Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited
request. The application, staff report and related materials are attached for your review.
Discussion
Dave Schneider, Schneider Land Surveying, spoke in favor of the request on behalf of
the applicant. He explained this plat is in the County. He reviewed the owner's intent is
to clean up the platting to facilitate transfer of various lots to family members.
Staff reviewed this plat is subject to both city and County review because it is within 2
miles of the City of Dubuque. Staff recommended the plat be approved subject to
waiving certain subdivision design standards.
There were no public comments.
Recommendation
By a vote of 7 to 0 the Zoning Advisory Commission recommends that the City Council
approve the request subject to waiving Article IV Design Improvement Standards of the
Subdivision Regulations, except Section 42-19 Blocks & Lots.
A simple majority vote is needed for the City Council to approve the request.

Introduction
The submitted minor final plat resubdivides property located on either side of Humke
Road immediately west of Seippel Road in Dubuque County. The subject property is
located within the City of Dubuque corporate limits and the plat is being reviewed jointly
between the City of Dubuque and Dubuque County.
Discussion
The submitted Final Plat Graf Farm Subdivision resubdivides 57.92 acres of land into 5
lots. The lots all have sufficient lot area and sufficient frontage to meet the City of
Dubuque Subdivision Regulations. Three of the five lots already have residential
structures constructed on them while Lot 1 and Lot 4 would be made available for future
development.
Recommendation
Planning Services staff recommend that the submitted Final Plat Graf Farm Subdivision
be approved subject to waiving Article IV Design Improvement Standards for the City of
Dubuque Subdivision Regulations, except for Section 42-19 Blocks & Lots.

Whereas, there has been filed with the City Clerk a Final Plat of Graf Farm
Subdivision in Dubuque County, Iowa; and
Whereas, the Final Plat has been examined by the Zoning Advisory Commission
and had its approval endorsed thereon; and
Whereas, said Final Plat has been examined by the City Council and they find that it
conforms to the statues and ordinances relating thereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the City Council hereby waives Article IV, Design and Improvement
Standards of the Subdivision Regulations, except Section 42-19, Blocks and Lots.
Section 2. That the Final Plat of Graf Farm Subdivision is hereby approved and the
Mayor and City Clerk are hereby authorized and directed to endorse the approval of the
City of Dubuque, Iowa upon said Final Plat.
