City Engineer Gus Psihoyos is recommending acceptance of the Plymouth Court
Sanitary Sewer Extension Project, as completed by Drew Cook & Sons Excavating Co.,
Inc., in the final contract amount of $69,792.34, which is a 55% increase from the
original contract in the amount of $44,892.34.
The cost increase was due to an expansion of the work to be performed above and
beyond the sanitary sewer work. While the street appeared to be in fair condition, the
construction activity associated with the sanitary sewer project (use of heavy
equipment, loaded dump trucks, etc.) accelerated its breakdown. The Engineering
Department determined that additional repairs to the existing pavement, as well as the
curb and gutter were needed.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution provides for the acceptance of the construction contract for the
Plymouth Court Sanitary Sewer Extension Project.
BACKGROUND
The Plymouth Court Sanitary Sewer Extension Project involved the replacement of
approximately 525 feet of 6-inch clay pipe with 8-inch PVC from the intersection of
Logan and Victoria Streets north 250 feet and then west on Plymouth Court 280 feet.
The original 6-inch sanitary clay pipe had many offset and broken joints that proved to
be a maintenance problem.
The project was awarded based on a competitive quotation process for public
improvements in accordance with Iowa Code, Section 26.14.
DISCUSSION
The Plymouth Court Sanitary Sewer Extension Project was completed by Drew Cook &
Sons Excavating Co., Inc., in the final contract amount of $69,792.34, which is a 55%
increase from the original contract in the amount of $44,892.34.
The cost increase was due to an expansion of the work to be performed above and
beyond the sanitary sewer work. While the street appeared to be in fair condition, the
construction activity associated with the sanitary sewer project (use of heavy
equipment, loaded dump trucks, etc.) accelerated its breakdown. Engineering
determined that additional repairs to the existing pavement as well as the curb and
gutter were needed. This resulted in an increased quantity of graded stone base,
pavement replacement, and 6-inch PCC and additional 3-inch breaker run, 6-inch drain
tile, and a catch basin. Only 8 percent (8%) of the overage was related to the sanitary
sewer work.
RECOMMENDATION
I recommend that the City Council accept the improvements and authorize the payment
of the contract amount of $69,792.34 to Drew Cook & Sons Excavating Co., Inc., for the
Plymouth Court Sanitary Sewer Extension Project.

Extension Project.

ACCEPTING THE PLYMOUTH COURT SANITARY SEWER EXTENSION PROJECT
AND AUTHORIZING THE PAYMENT OF THE CONTRACT AMOUNT TO THE
CONTRACTOR
Whereas, the Public Improvement Contract for the Plymouth Court Sanitary
Sewer Extension Project (the Project) has been completed and the City Engineer has
examined the work and filed a certificate stating that the Project has been completed
according to the terms of the Public Improvement Contract and that the City Engineer
recommends that the Project be accepted; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the Project
is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor from
the Plymouth Court Sanitary Sewer Capital Improvement Project, the General Storm
Sewer Repairs Capital Improvement Project appropriations and savings from the
Cleveland Avenue Reconstruction Project for the contract amount of $69,792.34 less
any retained percentage provided for therein as provided in Iowa Code chapter 573,
and to pay such retainage only in accordance with the provisions of Iowa Code chapter
573.
