The City received three responses to a Request for Proposals for a consultant to
provide architectural design and construction administration services for the Kephart
Building Improvement Project. The selection committee evaluated the proposals and
determined to interview two consultants -The Durrant Group and Shive-Hattery.
Project Manager Steve Brown and the Selection Committee recommend City Council
approval of the selection of The Durrant Group for the following reasons:
• Demonstrated ability to understand the City's goals for success of the project.
• Proposed a complete project team approach that would address all aspects of
the project.
• Showed a strong enthusiasm for the project by investing considerable time
investigating the existing condition of the building and researching the needs of
the Multi-Cultural Center.
• Demonstrated the best professionalism and competence during the interviews.
City Council authority is requested to negotiate an agreement and execute a contract
with the Durrant Group for approximately $51,597 to provide architectural and
construction administration services associated with the Kephart Building Improvement
Project.

INTRODUCTION
This memorandum provides the recommendation of the consultant selection committee
for a consultant to provide architectural design and construction administration services
for the Kephart Building Improvement Project.
BACKGROUND
The Kephart Building is a two-story building with approximately 6,200 square feet on the
first floor and approximately 2,800 square feet on the second floor. The building also
has a shallow, unfinished basement (ceiling height of 6 feet) that is primarily suitable for
the building's utility services.
DISCUSSION
The City Council approved the release of the Request for Proposals (RFP) for this
project on May 19, 2008. Three proposals were received by the July 14, 2008 deadline.
The fee proposals for the project are as follows:
The Durrant Group (Dubuque) $ 51,597
Shive Hattery (Moline, IL) $ 45,120
Matthew Lundh Architect (Dubuque) $ 34,000
On July 25, 2008, the selection committee evaluated these proposals and determined to
interview two consultants--The Durrant Group and Shive-Hattery.
The following City staff served on the RFP Review committee:
• David Harris, Housing & Community Development Director
• Jennifer Larson, Budget Director
• Kelly Larson, Human Rights Director
• Jerelyn O'Connor, Neighborhood Development Specialist
• Rich Russell, Building Services Manager
• Steve Sampson Brown, Project Manager
Interviews were conducted by the consultant selection committee on August 18 and 19,
2008. Following the interviews, the committee recommends The Durrant Group be
retained for the following reasons:
• Demonstrated the ability to understand the City's goals for success of the project.
• Proposed a complete project team approach that would address all aspects of the
project.
• Showed a strong enthusiasm for the project by investing considerable time
investigating the existing condition of the building and researching the needs of the
Multi-Cultural Center.
• Demonstrated the best professionalism and competence during the interviews.
It is anticipated that the timeframe for the architectural design contract will be three
months following the signing of a professional services contract, with construction work
to be completed in approximately four months. The selected consultant will be
expected to complete the scope of work within the specified timeframe, under the
general direction and coordination of the City's Engineering Department as authorized
by the City Council.
RECOMMENDATION
Based on review of the proposals, presentations, and interviews, the consultant
selection committee recommends that the City negotiate an agreement and execute a
contract with The Durrant Group for architectural and construction administration
services associated with the Kephart Building Improvement Project.
BUDGET IMPACT
The original project estimate was as follows:
Architectural Design & Construction Administration $ 51,597
Building Purchase 185,000
Base Construction Costs 386,204
10% Contingency 38,400
City Engineering Costs 4,000
Total Estimated Cost $665,201*
* Additional funding in the amount of $170,000 is pending Community Development Advisory Commission approval
and City Council approval.
The project will be funded from CIP 3601976, with a current balance of $519,565.
ACTION TO BE TAKEN
I respectfully request that you recommend The Durrant Group to the City Council for the
Kephart Building Renovation Project and that you request City Council authority to
negotiate an agreement and execute a contract for approximately $51,597 with The
Durrant Group for architectural and construction administration services.
