Request for Proposals for Professional Consultant Services

INTRODUCTION
The purpose of this memorandum is to request City Council approval to initiate the
Request for Proposals process for professional consultant services to complete the final
engineering design and to develop construction documents for the Iowa Highway 32
(Southwest Arterial) Project.
BACKGROUND
The Dubuque City Council, the Dubuque County Board of Supervisors, the Dubuque
Metropolitan Area Transportation Study (DMATS), the Dubuque Area Chamber of
Commerce and the Greater Dubuque Development Corporation have all identified the
completion of the Iowa Highway 32 (Southwest Arterial) project as the No. 1 surface
transportation priority in the Dubuque area. The proposed Iowa Highway 32 (Southwest
Arterial) project will be a 6.1-mile, four-lane divided freeway with priority 1-access
control between U.S. Highway 61/151 and U.S. Highway 20.
DISCUSSION
The preliminary design phase was completed in March, 2008 by Earth Tech, Inc. and
now the project is ready to proceed with the final engineering design phase. The City
will develop a Request for Proposals and solicit qualified consulting engineering firms or
project teams to determine interest and capabilities providing major highway design
services for the final design for the improvement of Iowa Highway 32 (Southwest
Arterial). The final design contract will be for a proposed four-lane highway on alignment
between U.S. Highway 61/151 and U.S. Highway 20.
Based on project funding, the scope of the project will include the development of plans
and specifications of this multi-phase project. These phases may include, but are not
limited to: bridges and culverts; construction of interchanges at U.S. Highway 20 and
U.S. Highway 151/61; mass grading; and paving.
It is anticipated that by the end of calendar year 2009, the final plans for those initial
phases on a critical completion path will be completed.
CONSULTANT SELECTION PROCESS
Because the professional consultant services contract to complete the final engineering
design phase will use federal funding, the consultant selection process will be done in
accordance with the Iowa Department of Transportation (Iowa DOT) consultant
selection process. The consultant selection will be based upon the consultant's
qualifications and experience, and the Selection Committee's determination of the
consultant best suited for this specific design project.

PROJECT SCHEDULE
The preliminary schedule for the Iowa Highway 32 (Southwest Arterial) Project Final
Engineering Design is as follows:
• RFP Released to Consultants: October, 2008
• Response Proposals Due: November, 2008
• Committee Review & Interview: November, 2008
• Recommendation to City Council: December, 2008
The final engineering design phase is anticipated to take approximately 18 months to
two (2) years to complete.
BUDGET IMPACT
The estimate of probable cost for final engineering design phase for the Iowa Highway
32 (Southwest Arterial) Project is as follows:

Staff is proposing to use DMATS STP funding on eligible local street construction
projects which will allow local funds to be transferred to the Southwest Arterial Project
and used as matching cost for the federal funds. Staff has identified approximately $3.8
million in local project funds that could be shifted using DMATS STP funds which would
allow the leveraging of approximately $15.2 million in federal dollars.
ACTION TO BE TAKEN
I respectfully request City Council approval to authorize the initiation of the Request for
Proposals process for professional consultant services to complete the final design and
to develop construction documents for the Iowa Highway 32 (Southwest Arterial)
Project.
