Dear Mayor and City Council Members:
The City of Dubuque Arts and Cultural Affairs Advisory Commission
wholeheartedly supports the designation of the Warehouse District as a Cultural
& Entertainment District by the Iowa Department of Cultural Affairs.
The mission of the Arts and Cultural Affairs Advisory Commission is to build the
community of Dubuque through arts and cultural programs by developing
visibility, funding, audiences, information and partnerships.
The goals of the commission are:
(1) To promote, educate and create awareness for arts and cultural
activities in the Dubuque community;
(2) To develop and increase the market for arts and cultural activities in
the Dubuque community;
(3) To facilitate and convene partnerships for arts and cultural activities in
the Dubuque community; and
(4) To develop funding options and allocate budgeted funding for arts and
cultural activities in the Dubuque community.
The designation of the Warehouse District as a State Cultural and Entertainment
District will assist the community and the commission in meeting our mission and
goals and we strongly support this designation. Commission members have
been involved in planning for the Warehouse District. We are encouraged by the
enthusiasm and energy evident in the revitalization of this District and are acutely
aware of the important role arts and culture play in this effort.

AUTHORIZING SUPPORT FOR DESIGNATION OF THE WAREHOUSE DISTRICT AS
A CULTURAL d~ ENTERTA,INMENT DISTRICT
Whereas, the Warehouse District has been designated as a Cultural 8t Entertsinnunt
District to assist the district and community to develop apublic-private partnership to support
said district; and
Whereas, the City of Dubuque and the Board of I}irectors of Dubuque Main Street have
signed resolutions of support for said Cultural 8,t Entertainment District; and
Whereas, the Iowa Department of Cultural Affairs well be petitioned to certifjr said
Cultural &c Entertainment District.
NOW, THEREFORE, BE IT RESOLVED By the City of Dubuque Arts & Cultural
Affairs Commission that we:
Article 1. Endorse the submission of this application and agrees to participate in the
development of said Cultural c~L Entertainment District.
Article 2. Endorse the goal of economic development of said Cultural dt Entertainment
District within the context of preservation and rehabilitation of our historic
buildings.
Article 3. Direct staff to actively cooperate with the City of Dubuquc and Dubuque Main
Street to develop and maintain said Cultural & Entertainment District.
Article 4. Request all members of the organization to actively support, promote and help
maintain activities and events in said Cultural & Entertainment district.
Article S. Direct the Chair to sign and submit such resolution on creation of said Cultural
& Entertainment District.

Dear Mayor and City Council Members:
The Dubuque Area Chamber of Commerce supports the designation of the Warehouse District as a Cultural &
Entertainment District by the Iowa Department of Cultural Affairs.
In 2005, the Community Foundation and the Chamber of Commerce embarked a grassroots community visioning
process with funding from the Dubuque Racing Association. The Envision 2010 (Envision: Ten Community Projects
by 2010) process identified 10 high-impact ideas for greater Dubuque.
One of these Top 10 ideas is Warehouse District Revitalization: Identify a warehouse district by converting buildings
into multi-use structures containing businesses, restaurants, shops and residences. Develop a registry of defining
buildings in the district and include information regarding ownership, past usage, present status and structural
integrity. Encourage investment by potential developers.
Envision 2010 has been a successful visioning process because the community was ready to decide what will
happen in the next five years that will define the next 50 for Dubuque. The community welcomed the open and
inclusive process and the 10,000 - 20,00 0 citizens who participated in this process knew they were part of
something big.
Many interested citizens, property owners, and investors are meeting monthly on Warehouse District planning and
see the potential for this area as a "clearinghouse hub" for a myriad of cultural activities and "places." The
Warehouse District is not only "supported by creative entrepreneurs," they are the driving force behind the project
along with support from the community.
The Dubuque Area Chamber of Commerce believes the designation of the Warehouse District as a Cultural &
Entertainment District is an important step in continuing this revitalization effort.

Dear Mayor and City Council Members:
The Dubuque Convention and Visitors Bureau (CVB) supports the designation of the Warehouse District as a
Cultural & Entertainment District by the Iowa Department of Guttural Affairs.
The CVB develops and implements plans to promote the Dubuque area as a convention and tourist destination.
Through regionalized marketing efforts, the CVB helps attract more than 1.5 million visitors to Dubuque annually.
The goals of the CVB are to:
• Increase the number of visitors to the Dubuque Area from 1.6 million to 1.7 million annually.
• Increase travel expenditures to the area from $236 million in 2006 to $250 million by FY2010.
• Promote the Dubuque area as a multi-day group tour destination to generate 3,000 mid-week group tour
room nights annually.
• Promote the Dubuque area as a state of the art meeting and conference destination to generate a
minimum of 70,000 delegates annually.
• Maintain and increase effectiveness of the Sports Marketing Commission by securing up to 12 sport-
tourism events creating an economic impact of $8.2 million.
• Provide one community education program to improve the visitor experience.
• Develop one regionalized plan to promote the Tri-State area with an aggressive marketing program
funded by multiple sources.
The CVB feels the designation of the Warehouse District as a Cultural & Entertainment District will help us to reach
these goals.
