Planning Services Manager Laura Carstens recommends City Council approval of
federal funding requests submitted for Phases 2 and 3 of the Iowa 32 Bike/Hike Trail.
Phase 2 will extend approximately 1.5 miles along Iowa 32. The trail will begin at the
intersection of John F. Kennedy Road, and then extend westerly as a 10-foot paved trail
to the intersection of Asbury Road. Phase 2 will cost approximately $360,000.
Phase 3 will extend approximately 1 mile along Iowa 32 from the intersection of Asbury
Road and then extend westerly as a 10-foot paved trail to the intersection of
Pennsylvania Avenue. Phase 3 will cost approximately $200,000.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This memorandum transmits for City Council review and approval, federal funding requests
submitted for Phases 2 and 3 of the Iowa 32 Bike/Hike Trail. A map is enclosed.
DISCUSSION
These requests were filed on October 27, 2008 in response to a request from Jeffrey Miller,
President /CEO of the Thunderhead Alliance for Biking and Hiking in Washington DC.
Thunderhead Alliance for Biking and Walking is working with America Bikes and T4
America on the economic stimulus bill which may be considered in a lame duck session
right after the election. The House Ways and Means Committee is meeting to discuss this
bill on October 29, 2008. Mr. Miller indicated that it is very likely they will be including
infrastructure projects in the stimulus bill. The Alliance wants to make certain that bicycle
and pedestrian projects are included. The Alliance is looking for bike / ped projects that are
ready to be built beginning anytime in 2009. The idea is to fund projects that can be
translated immediately into construction jobs.
The submittal for the City of Dubuque and Dubuque County was coordinated by Chandra
Ravada, Transportation & Planning Director at ECIA. The City's proposals were prepared
with assistance from Gil Spence, Leisure Services Manager, and Jon Dienst, Civil Engineer.
The City's two projects are Phases 2 and 3 of the Iowa 32 Bike/Hike Trail. The County's two
projects are Heritage Trail-Highway 52 Pedestrian Overpass and Heritage Trail Bridge
Replacement.
Below are the descriptions for the City of Dubuque's trail proposals.
Iowa 32 Bike/Hike Trail (Phase 2)
Phase 2 of the Iowa 32 Bike/Hike Trail will extend approximately 1.5 miles along Iowa 32
(locally known as the Northwest Arterial) on the northwest side of Dubuque. The trail will
begin at the intersection of John F. Kennedy Road, and then extend westerly as a 10-foot
paved trail along Iowa 32 to the intersection of Asbury Road.

Phase 2 will link to Phase 1 of the Iowa 32 Bike/Hike Trail, which was constructed in 2006.
Phase 1 is a 10-foot paved trail that extends 2 miles between John F. Kennedy Road and
the City of Dubuque Heritage Trail just east of the U.S. 52 intersection.
At its eastern terminus, Phase 2 of the Iowa 32 Bike/Hike Trail also will link to Marshall Park
and the Dubuque Arboretum and Botanical Gardens via on-street signed routes along West
32"d Street and Arboretum Drive. Along its route, Phase 2 will connect with access roads
into Asbury Plaza, a regional shopping center with restaurants, supermarket, movie theater,
and other retail/service uses available to trail users.
Phase 2 of the Iowa 32 Bike/Hike Trail from Kennedy Road to Asbury Road will cost
approximately $360,000. The City has received a REAP grant of $200,000 from the Iowa
Department of Natural Resources that will partially fund the Phase 2 extension 1 mile from
Kennedy Road to Plaza Drive. The Engineering Department has budgeted $10,000 in City
sidewalk funds for crosswalks and pedestrian-activated signal crossings at the major
intersections. An additional $150,000 in federal funding will enable the City to extend the
trail another'/2 mile trail to Asbury Road in 2009.
Iowa 32 Bike/Hike Trail (Phase 3)
Phase 3 of the Iowa 32 Bike/Hike Trail will extend approximately 1 mile along Iowa 32
(locally known as the Northwest Arterial) on the northwest side of Dubuque. The trail will
begin at the intersection of Asbury Road, and then extend westerly as a 10-foot paved trail
along Iowa 32 to the intersection of Pennsylvania Avenue. Phase 3 will link to Phase 2 of
the Iowa 32 Bike/Hike Trail, which is scheduled for construction in 2009.
At Pennsylvania Avenue, Phase 3 of the Iowa 32 Bike/Hike Trail will link to Hempstead High
School on east west via sidewalks and an on-street signed route along Pennsylvania
Avenue. At Pennsylvania Avenue, Phase 3 also will link to Roosevelt Middle School and
Carver Elementary School on the west via sidewalks and an on-street signed route along
Pennsylvania Avenue and Radford Road.
Phase 3 of the Iowa 32 Bike/Hike Trail will cost approximately $200,000. This includes
crosswalks and pedestrian-activated signal crossings at the major intersections. The City is
prepared to construct this trail segment in 2009 with $200,000 in federal funding assistance.
BUDGET IMPACT
The City has planned for the extension of the Iowa 32 Bike/Hike Trail using State grants. If
approved, these federal requests will allow the City to extend the trail sooner than planned.
