CITY COUNCIL PROCEEDINGS

The Dubuque City Council met in special session at 4:00 p.m. on October 20, 2008,
in the Historic Federal Building
Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Resnick,
Voetberg, City Manager Van Milligen, City Attorney Lindahl
Mayor Buol read the call and stated that this was a special meeting of the City
Council called for the purpose of discussing the Purchase of Services policy.
Following open discussion of the City’s current Purchase of Service process and its
history, the City Council concurred the following:

The City will provide limited funding for agencies that support the City Council’s
goals and priorities and to those it is required to.
?
Agencies will be made aware of the City Council’s Goals and Priorities for
ensuring compliance for budget requests and to avoid creating a grant program
using taxpayer money.

The City Manager’s Office will make agencies aware of a deadline to submit
budget requests.
?
It is the responsibility of the agency to submit a request for Purchase of Service
funding to the City Manager.
?
The City Manager will submit Purchase of Service requests with his
recommendation to City Council through the City’s annual budget process.
?
Funding amounts would be reviewed annually based upon agency reports.
?
Should the amount of requests increase as to outgrow the budget process, the
City Council may consider other review options such as the creation of an
advisory commission or partnering with an agency suited for reviewing such
requests.
There being no further business, upon motion the meeting adjourned at 5:14 pm.
