On October 13, 2008, the City Council authorized emergency repairs to the retaining
wall behind 911 High Bluff and associated street improvements along Thomas Place.
Through the competitive quotation process for public improvements, this project was
awarded on October 20, 2008 to Arensdorf Trucking & Excavating, Inc. in the amount of
$103,418.92.
City Engineer Gus Psihoyos states that in accordance with the competitive quotation
requirement of Iowa Code Section 26.14, it is necessary that the award for the 911 High
Bluff Retaining Wall Reconstruction Project be officially recorded in the minutes of the
City Council.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

On October 13, 2008, the City Council authorized (Resolution 359-08) emergency repairs to
the retaining wall behind 911 High Bluff and associated street improvements along Thomas
Place. The project provides for the replacement of approximately 80 feet of an existing
concrete retaining wall with a concrete cantilever retaining wall and reconstruction of Thomas
Place with concrete pavement and integral curb and gutter.
The following is a summary of the bids received:
Arensdorf Excavating & Trucking, Inc. $103,418.92
Portzen Construction, Inc. $129,959.00
Based on Iowa Code § 384.103 and § 364.12(3)(c), and through the competitive quotation
process for public improvements, this project was awarded on October 20, 2008 to ArensdorF
Trucking & Excavating, Inc. of Anamosa, Iowa, in the amount of $103,418.92.
In accordance with the competitive quotation requirements of Iowa Code, Section 26.14, it is
necessary that the award for the 911 High Bluff Retaining Wall Reconstruction Project be
officially recorded in the minutes of the City Council.
