Sealed bids were received for the Fire Headquarters Roof Replacement Project. City
Engineer Gus Psihoyos recommends award of the contract to the low bidder, Giese
Roofing Company, in the amount of $188,920, which is 4.87% under the estimate of
probable cost.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the Fire
Headquarters Roof Replacement Project.
BACKGROUND
The Fire Headquarters Roof Replacement Project will replace the existing roof with a
new white roof membrane and a green roof tray system. The modular tray system will
include a drainage layer, soil layer, and low maintenance plantings. The low growth,
low maintenance plantings will consist of white/red colored sedum album and yellow
colored sedum kamtschaticum. Another sustainable design component of the project
will include the recycling of the existing river rock roof ballast by transferring it to Leisure
Services for reuse in a future landscape project.
BID RESULTS
Sealed bids were received on the project on November 12, 2008. Giese Roofing
Company of Dubuque, Iowa submitted the low bid in the amount of $188,920. This
amount is 4.87% under the estimate of probable cost. A summary of the bid proposals

RECOMMENDATION

RESOLUTION NO. 401-08
AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE FIRE
HEADQUARTERS ROOF REPLACEMENT PROJECT
Whereas, sealed proposals have been submitted by contractors for the Fire
Headquarters Roof Replacement Project (the project) pursuant to Resolution No. ____
and Notice to Bidders published in a newspaper published in the City of Dubuquem Iowa
on the 24th day of October, 2008.
Whereas, said sealed proposals were opened and read on the 12th day of
November, 2008 and it has been determined that Giese Roofing Company of Dubuque,
Iowa, with a bid in the amount of $188,920, is the lowest responsive, responsible bidder
for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Giese
Roofing Company and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
Passed, approved and adopted this 17th day of November, 2008.
