INTRODUCTION
The enclosed resolutions provide for the acceptance of the construction contract and
improvements associated with the Windsor Avenue Storm Sewer Extension Project.
BACKGROUND
The Windsor Avenue Storm Sewer Extension Project involved the installation of 815 feet of
42-inch storm sewer along Windsor Avenue to link the storm sewer of Burden Avenue with
the existing 48-inch storm sewer at Sutter Street. This project improves the storm drainage
along Windsor, 22"d Street and the intersection of 22"d, Elm, and Kniest Street.
DISCUSSION
The Windsor Avenue Storm Sewer Extension Project was completed by Connolly
Construction, Inc. of Peosta, Iowa, in the final contract amount of $166,262.61, which is a
4.2% increase from the original contract in the amount of $159,605.65.
There are two reasons for the additional cost. A brick sanitary sewer manhole very near the
excavation of the storm sewer was replaced. While the purpose of the storm sewer project
was to convey stormwater from Burden Street to Sutter Street, it was prudent to add the
construction of five (5) intakes to further improve the drainage of Windsor Avenue between
Burden and Sutter Street.
RECOMMENDATION
I recommend that the contract be awarded to Connolly Construction, Inc. in the amount of
$166,262.61.

RESOLUTION NO. 403-08
ACCEPTING THE WINDSOR AVENUE STORM SEWER EXTENSION PROJECT
AND AUTHORIZING THE PAYMENT OF THE CONTRACT AMOUNT TO THE
CONTRACTOR
Whereas, the Public Improvement Contract for the Windsor Avenue Storm Sewer
Extension Project (the Project) has been completed and the City Engineer has
examined the work and filed a certificate stating that the Project has been completed
according to the terms of the Public Improvement Contract and that the City Engineer
recommends that the Project be accepted; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the Project
is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor from
the Windsor Avenue Storm Sewer Extension Capital Improvement Project (FY2005)
appropriations for the contract amount of $166,262.61 less any retained percentage
provided for therein as provided in Iowa Code chapter 573, and to pay such retainage
only in accordance with the provisions of Iowa Code chapter 573.

This undersigned City Engineer of the City of Dubuque, Iowa, hereby certifies that
he has inspected the Windsor Avenue Storm Sewer Extension Project, that the Project
has been performed in compliance with the terms of the Public Improvement Contract,
and tha the total cost of the completed work is $175,574.59.
