SUBJECT: Traffic Control Along Queen Street

City Engineer Gus Psihoyos recommends City Council approval of an ordinance
providing for the designation of Queen Street between East 24th Street and its terminus
at Burden Avenue as a "through street." If approved and adopted, stop signs will be
placed at all side street intersections along Queen Street between East 24th Street and
its terminus at Burden Avenue, including Edwards Street, Henry Street, Marquette
Street, Pfotzer Street, Sutter Street and Clinton Street.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

The purpose of this memo is to present to the City Council a recommendation by
City staff to designate portions of Queen Street as a "through street".
DISCUSSION
Queen Street extends from East 22"d Street north to Burden Avenue. Vehicles
traveling on Queen Street are currently required to YIELD at Regent Street and
STOP at East 24th Street. Three of the five intersections between East 24th Street
and Burden Avenue are T-intersections. Since traffic controls currently exist at the
intersections of East 22"d Street, Regent Street and East 24th Street, this
recommendation relates to the section of Queen Street between East 24th and its
terminus at Burden Avenue.
Based on observations and motorists' contacts with the Police Department and
Legal Staff, Queen Street is viewed as a "through street" having priority over the side
streets.
RECOMMENDATION
Based primarily upon the need to clarify and assign right-of-way, I would recommend
that stop signs be placed at all the side street intersections along Queen Street
between East 24th Street and its terminus at Burden Avenue including Edwards
Street, Henry Street, Marquette Street, Pfotzer Street, Sutter Street, and Clinton
Street.
The enclosed ordinance provides for the designation of a "through street" for Queen
Street. Designation of a particular route as a "through street" gives priority to traffic
along that route, and automatically provides authority for the installation of stop signs
on all side streets. With this designation, individual stop sign ordinances are not
required at each of the intersecting side streets.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached ordinance providing for the
designation of Queen Street between East 24th Street and its terminus at Burden
Avenue as a "through street". If approved and adopted stop signs will then be placed
at the intersections of Edwards Street and Queen Street, Henry Street and Queen
Street, Marquette Street and Queen Street, Pfotzer Street and Queen Street, Sutter
Street and Queen Street, and Clinton Street and Queen Street.

AMENDING CITY OF DUBUQUE CODE OF ORDINANCES SECTION 32-321.321
ENTERING THROUGH STREETS BY ADDING QUEEN STREET, FROM THE NORTH
RIGHT-OF-WAY LINE OF EAST TWENTY-FOURTH STREET TO ITS NORTHERLY
TERMINUS AT BURDEN AVENUE AS A THROUGH STREET.
Section 1. City of Dubuque Code of Ordinances § 32-321.321 is amended to
read as follows:
Sec. 32-321.321. Entering Through Streets.
(b) The following streets are designated as through streets:
Queen Street, from the north right-of-way line of East Twenty-Fourth Street to its
northerly terminus at Burden Avenue.
Section 2. This Ordinance shall take effect on publication.
