City Manage r Rhomberg. , Mayor Wharton stated that this is the regular monthly meeting of the City Council, and also the first meeting of the fiscal year, for the transaction of such business as may properly come before the meeting. City Cleric J. J. Shea swore in Messrs. Ruben V. Austin, Ray- mmid F. Kalb and Richard L. Wynes to serve as Couucihnen for the terms commencing the first Monday in April, 1950, Councilman Russo moved that Councilman Wehi be elected May- or for the ensuing fiscal year, Sec- onded by Cotmcilman Wynes. Car- ried by the followhig vote: Yeas-Councih-aen Austin, Kolb, Russo, Wynes. Nays-i`tone. Councilman Welu naC voting, City Clerk J. J. Shea then swore in the new Mayor, whereupon May- or Wehi took the Mayor's chair, Connnunication of John C. Ober- hausen submitting application for appointment to the position of Judge of the Police Court of the City of Dubuque, Iowa. Also the connuunicatian of John J. Heffer- nan submitting application for appointment to the position of Judge of Police Covet of the City of Dubuque for the coming year, presetrted and read. Councilman Wynes placed in nomination the name of Johar C. 6bcrhausen far appointment to the position of Police Judge. Nomina- tion seconded by Councilman Kolb. Cotmcilman Russo placed in nonu- nation the name of John J. Heffer- nan for appointmont to the posi- tion of Police Judge. Councilman Wynes moved that nominations far appointment to the position of Police Judge be closed. Seconded by Councilman Kolb. Councilman Russo stated fm' the record that in connection with the appointment of an Assistant City Solicitor that he did not want it to appear that PJIr. Kintzinger is getting a reduction in salary far any other reason than that ltis worle will be reduced and further that the office of the City Solicitor has in the past been deluged with work and that it was necessary to appoint temporary assistants from time to time and that with the appointment of an Assistant City Solicitor that it will offer the City of Dubuque greater efficiency and more economical service. RE5OLUYIAN Mb. 110.50. A resolution providing for the appointment of a Police Judge for the City of Dubuque; prescribing his salary and fixing his bond. Mr. Vance addressed the Council requesting that the law be enforc- ed with reference to the proper lighting of taverns. Mr. Ben Bogue addressed the Council requesting the installation of a street light at the intersection of Mineral Street and O'Hagen Street instead of being installed halfway in the block. Councilman Russo moved that the verbal re- quest of Mr. Ren Bogue be referred to the Council to view the grounds. Seconded by Cotmcilman Wynes. March 30, 1950 Honorable Mayor and Members of the City Council City of Dubuque, Iowa Gentlemen: With reference to the claim of Hugo P. Ansel which has been referred to me for investigation and report, on February 17th, 1950 claimant, after stopping for the stop sign and 19th and Central Avenue, started to make a turn to the left on Central Avenue and in so doing had to cross ruts in the street which were six to eight inches high, and as his car was crossing the ruts, the battery came down on top of the ruts, causing the battery to be pushed up against the floor boards, breaking the battery and the carrier for the battery, This was shortly after 16~ Regular Session, Aln~il 3rd, 1950 the heavy snow and occurred while the street department was in the e=,~ork of. cloaning the streets.
