Mayor Welu stated that this is
the regular monthly meeting of
the City Council for the purpose
of acting upon such business as
may properly come before the
meeting,
Proof of publication, certified to
by the publishers, of notice of
public hearing upon the Budget Es
timate of Expenditures for the
year beginning April 1, 1951, pres-
ented and read. No written ob
jections filed and objectors present
in the Council Chamber at the
time set for said hearing. Coun-
cilman Kolb moved that the proof
of publication be received and fil-

Whereas, a budget of proposed
expenditures far the fiscal year
beginning April 1, 1951 and ending
March 31, 1952 has been duly pre-
pared by the City Manager, pub-
lishd as required by law and sub-
mitted to this Council for approv
al, and,
Whereas, This Council has exam-
ined this budget, wherein estimates
of the expenses of the various de-
partments and purposes are shovin,
including the estimates for which
the consolidated tax levy and all
other levies, receipts from moneys
and credits, and miscellaneous
sources are to be usued and said
buduget shows all of the proposed
expenditures for the ensuing fiscal
year, and the same vvas published
as provided by law, and an oppor-
tunity was given all who might
wish to file objections or protest
to the same, and the time for ac-
tion thereon having been fixed as
the 7th day of August, 1950 at
7:30 p.m.; and
Whereas, no objections have
been filed or made to said budget;

Dubuque for the improving of
Cannon Street hereinafter describ-
ed, has been completed and said
improvement has been accepted by
the City Council of said City and
the City Engineer has computed
the cost and expense thereof to
be $2,179.31
AND WHEREAS, public notice
as provided by law, has been pub-
lished by the City Clerk stating
the intention of the City Council
to issue bonds to pay the cost
of said improvement and a public
hearing has been held pursuant
thereto, and all objections filed
thereto have been considered and
determined:
NOW, THEREFORE, BE IT

and providing a penalty thereof.
BE IT ORDAINED BY THE CITY
COUNCIL OF THE CITY OF DU-

Section 1. It shall be unlawful to
park any vehicle at any time for a
distance of fifty feet along the north
and south mirb lines of West Fourth
Street, at the extreme west end of
Nest Fourth Street, immediately east-
erly of the elevator lift, provided that
such spaces above designated shall
first be marked by proper signs erect-
ed at intervals urzth the words thereon,
"No Parking At Any Time."
Section 2. It shall be unlawful for
any person to park any vehicle for
a period of time longer than two hours
between the hours of 9 a. m. and 6
p. m. on any clay except Sunday and

in compliance with your instruc-
tions the following report is re-
spectfully submitted:
1. The original plat of Graml-
view Park Addition, filed for rec-
ord February 12, 1891, does not
specify the width of the alley in
question. This plat does, however,
specify the width of one alley in
the subdivision as 20 feet.
2. A survey has been made of
subject alley by the Engineering
Dept, with the following results:
(a) The recorded depth of the
property in black 6 of Grand-
view Park Addition lying between
Grandview Avenue and subject
alley is 115 feet.
(b) A frame shed or garage and
a small picket fence occupy the
rear of the property at 785 South
Grandview Avenue adjacent to
and south of the property owned
by the petitioner. This frame
structure and fence project four
feet beyond the rear line limits
of said property in the direction
of subject alley.
3. The owner of the property at
785 South Grandview Avenue has
had a survey made of his lot by a
professional surveyor following
the sut-vey of the alley made by
the Engineering Department and
the findings of the two surveys
are substantially in agreement.
In view of the facts as outlined
above, therefore, it is recommenei-
ed that the owner of the propert,~
at 785 South Grandview Avenue
be darected to remove that portion
of the frame garage and picket
fence that projects beyond t h e
limits of his property.

cilmen Russo and Austin.
Mayor Welu read the call and
stated that service thereof had
been duly made and that this meet
ing is called for the purpose of
canvassing the vote cast at the
Special Election held August 14th,
1950 and acting on any other busi-
ness as may properly come before
a regular meeting of the City Coun
cil.
A solemn tribute was paid to
Richard L. Wynes, fellow Council-
man, who lost his life 1tlonday,
August 14th, 1950, in an airplane
crash near Newton, Iowa. Partici-
pating in the solenm tribute were
delegations far the Police and
Fire Bepartments, the American
Legion, the Kiwanis Club, t h e
Elks Lodge and City Officials.

The tragic death of Richard L.
Wynes, a member of the govern-
ing body of the City of Dubuque,
which occurred on August 14, 1950
lies stunned his associates and the
entire citizenry of this commun-
ity. This Council has met in special
session for the purpose of giving
expression of our sincere sorrow
cn his passing and to voice not
only cur individual expression of
his public service, but also the ex-
pression of all of our citizens.
Richard L. Wynes was a good
public official wholeheartedly in-
terested in the progress of the
city he had adapted and loved.
He sought altvays to act for the
betterment of the community, He
appreciated the full responsibility
of his position and never hesitated
to perform his duties sincerely and
conscientiously.
Richard L. Wynes was elected
to this Council in March 1950 and
was serving his first term at the
time of his death, In the expres-
sion of confidence by the electors
of this city and their approval
and endorse?Went of his service
we recognize a high tribute to his
character, his integrity and his
ability. Now that the hand of Al-
mighty God has been laid upon
him he has been called away
from these earthly responsibilities
and endowed with his eternal re-
ward.
Individually and as his associat•
es upon this Council we take this
occasion to express the great loss
which we of this community have
suffered by his sudden demise
and to extend our sincere sym•
pathy to his bereaved relatives:

At a session of the City Council
of the City of Dubuque, Iowa,
held July 27, 1950 the following
motions were adopted.
That the petition of K. J. Page
and others requesting that the fol-
lowing streets be changed from
unrestricted parking areas to re-
stricted parking areas, or t w o

I have made an investigation and
fallowing is my report and recom-
mendations:
In the case of the petition of
K. J. Page and others it is here-
with recommended that parking
be restricted to two hours, be-
tween the hours of 9:00 A.M, and
6:00 P.M. Sundays and holidays
excepted, on the following streets:
White Street from East Fourth
Street to East Sixth Street; Fourth
Street from Central Avenue t o
White Street; and Central Avenue
from Fourth Street to Third Street
It is further recommended that
parking be restricted at all times
on White Street northerly for a
distance of 47 feet from the catch
basin in front of the Page Hotel
' on East fourth Street (this i s
' around a curve in the street lead-
ing into White Street from East
Fourth Street.)
Relative to the additions in the
area mentioned in the Page peti-
tion please be advised that repre-
sentative group of the employees
of the Adams Company called to
my attention the haaards involved
in crossing the railroad tracks on
East Fourth Street and the use
made of White Street in clearing
the track of vehicles rather than
interfere with the heavy arterial
traffic using the intersection of
Central Avenue and Fourth Street,
therefore the restriction of park-
ing at all times for a short dis-
tance Northerly from East Fourth
on White Street, to facilitate a
North turn onto White Street from
the. East over the tracks, which is
sharper than at right angles. The
restriction on White Street be-
tween 5th and 6th will facilitate
curb parking for persons having
business with the C. M. & St. Paul
and P. freight house and in gener-
al relieve the congestion.
In the case of the petition of
E, J. Schemmel and others, I have
made an investigation of the en-
tire alley between Loras Boulevard
and 17th Street. The alley is 21
feet in width. It is considerably
narrowed in places by poles, Be-
tween 16th and 17th there are 10
garages (Doors which indicate
garages; between 15th and 16th
there are 15 garages; and between
14th and 15th there are 14 gar-
ages. It is my recommendation
that parking be restricted at all
times in the alley between Cen-
tral Avenue and Iowa Street from
Loras Boulevard to 17th Street.
In the case of the conditions
existing on Robinson Avenue, I

find that this street is plotted to
be 20 feet wide. On its westerly
end for a distance of more than a
city block it narrows down to just
a car track, It is used very ex-
tensively by long term porkers,
and at most times this street is
closed off so that it cannot be
used. It is my recommendation
the parking be restricted at all
times on Robinson Street.
Relative to the conditions ex-
istant on 7th and Locust Streets,
It can be concluded that this in-
tersection will always be congest-
ed due to the particular types of
business establishments thereat.
There is, when man power is
available, an officer stationed at
this intersection. I find that many
people innocently find themselves
involved in this congestion who
would otherwise probably u s e
some other means of traversing
Locust Street. They travel west-
erly on Seventh Street because of
the traffic light at 7th and Main
Street and when reaching Locust
Street there is no like facilities to
get traffic across Locust Street. I
would suggest that the recommen-
dation of Richard Holcolm rela-
tive to Main Street be put into ef-
fect or at least that part of it
which suggests that the traffic
light at 7th and Main Streets be
moved to 6th and Main Streets,
This light moved to 6th and Main
Streets and the light at 6th and
Locust Streets would greatly facil-
itate traffic crossing bath Main
and Locust Streets under auto-
matic control. It is my recom-
mendation that the traffic light at
Main and 7th Streets be moved
to Main at 6th Street. We will
continue to work the intersection
of 7th and Locust Streets with
uniform officer when at all feasi-
ble.
Following are the results of a
survey at the intersection of 20th
Street, Elm Street, Rhomberg Ave-
nue and Garfield Avenue:
A total of 5,796 vehicles were
checked through this intersection
during the eight hour period, an
average of 722 vehicles per hour.
The peak hour was between 4:00
and 5:00 P.M. when 1,010 vehicles
passed through the intersection.
The main traffic flows are East
and West on 20th Street and
Rhomberg Avenue; and North on
Elm Street. The Traffic on Elm
Street South and Westerly o n
Garfield Avenue are comparitively
slight. 240 vehicles come out of
Garfield Avenue during the eight
hour period; an average of 30 ve-
hicles per hour. 107 vehicles trav-
eled south bound on Elm, an av-
erage of 16 per hour. 2,802 vehicl-
es using the intersection during
the eight hour period continued
traveling East or West on the
through street. 1,597 vehicles made
right turns at the intersection, and
the balance 1,397 either traveled
North or South on Elm Street or
made left turns. It should be re-
membered that vehicles making
left turns are usually the ones
which hold up traffic or create
a hazard. Vehicles making a right
turn usually do so without much
difficulty.
It was noted that the only de-
lays encountered during the period
of obseruction were caused by+
vehicles North bound on Elm St.
which were trying to make a left
turn to go straight ahead. This
usually blocked traffic behind. Al-
so traffic leaving Garfield Avenue
usually had to wait with compar-
atively short periods of time be-
fore being able to maneuver.
Even at the rush hour North
and South traffic on Elm Street
was not held up too long. It is
doubtful that any vehicle had to
wait longer than 30 seconds, the
normal length of a traffic signal
period. Under present conditions
the installation of a traffic light
would probably be a detriment
rather than an improvement. Ref-
erence to the attached sheets will
show the flow of traffic and the
number.
Four accidents occm•ed at this
intersection in the year 1949 and
four to date this year. Three of
the total 8 accidents were rear
end collisions and three were caus-
ed when a West bound car making
a left turn into Elm Street were
struck by an East bound car.
Recommendations are as follows:
Parking should be restricted on
the South East corner of the in-
tersection, 25 to 30 feet on the
Garfield side anal 1110 feet on the
