CITY COUNCIL PROCEEDINGS
SPECIAL SESSION

Council met in special session at 6:00 p.m. on February 13, 2017 in the Historic Federal
Building.
Present: Mayor Buol, Council Members Connors, Del Toro, Jones, Lynch, Resnick,
Rios; City Manager Michael Van Milligen
Mayor Buol read the call and stated this is a special session of the City Council called
for the purpose of discussing various city departmental fiscal year 2018 budgets.
CONSENT ITEMS
1. Ratification of Collective Bargaining Agreements: City Manager recommending
approval of three collective bargaining agreements that have already been ratified by the
unions. This includes Teamsters Local Union No. 120, Teamsters Local Union No. 120 -
Bus Operators, and the International Union of Operating Engineers, Local #234. Motion
by Jones to receive and file the documents and adopt Resolution No. 50-17 Approving
the Agreement Between the City of Dubuque, Iowa, and the International Union of
Operating Engineers, Local #234 and Authorizing the Mayor to Sign the Agreement;
Resolution No. 51-17 Approving the Agreement Between the City of Dubuque, Iowa, and
the Teamsters Local Union No. 120 (Bus Operators) and Authorizing the Mayor to Sign
the Agreement; and Resolution No. 52-17 Approving the Agreement Between the City of
Dubuque, Iowa, and the Teamsters Local Union No. 120 and Authorizing the Mayor to
Sign the Agreement. Seconded by Resnick. Motion carried 7-0.
RESOLUTION NO. 50-17
APPROVING THE AGREEMENT BETWEEN THE CITY OF DUBUQUE, IOWA, AND
THE INTERNATIONAL UNION OF OPERATING ENGINEERS, LOCAL #234 AND
AUTHORIZING THE MAYOR TO SIGN THE AGREEMENT
Whereas, the Sixty -Fifth General Assembly adopted the Public Employment Relations
Act, Chapter 20, Code of Iowa; and
Whereas, the City of Dubuque is public employer within the meaning of Section 3 (1)
of the Public Employment Relations Act; and
Whereas, the International Union of Operating Engineers, Local #234 is an employee
organization within the meaning of Section 3 (4) of the Public Employment Relations Act;
and
Whereas, the International Union of Operating Engineers, Local #234 submitted a
request to bargain collectively on behalf of the employees within its representation; and
Whereas, bargaining between the parties has occurred and an agreement has been
concluded.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the terms of the agreement be approved and the Mayor authorized and
directed to sign the collective bargaining agreement.
Passed, approved and adopted this 13th day of February, 2017.

RESOLUTION NO. 51-17
APPROVING THE AGREEMENT BETWEEN THE CITY OF DUBUQUE, IOWA, AND
THE TEAMSTERS LOCAL UNION NO. 120 (BUS OPERATORS) AND AUTHORIZING
THE MAYOR TO SIGN THE AGREEMENT

RESOLUTION NO. 52-17
APPROVING THE AGREEMENT BETWEEN THE CITY OF DUBUQUE, IOWA, AND

FISCAL YEAR 2018 DEPARTMENTAL BUDGET REVIEW
Fiscal Year 2018 City departmental budgets were presented by staff from the following
departments:
Library: Susan Henricks, Library Director
Planning Services: Laura Carstens, Planning Services Manager
Finance Department: Jean Nachtman, Finance Director
Human Rights Department: Kelly Larson, Human Rights Director
Airport: Robert Gierson, Airport Manager
Health Services: Mary Rose Corrigan, Public Health Specialist
The City Council had discussion with the representative of each department following
their respective presentations.
Speaking during the Planning Services public hearing were commissioners David
Klavitter, 1090 West 3rd St. and Leslie Terry, 390 Hill St., who spoke in favor of an
interpretive sign project and an economic impact study for historic preservation to be
considered for the fiscal year 2018 budget. Commissioners provided Council with
handouts.
Connors requested to have Planning Services Improvement Package 2 of 3 — Funding
for Planning Technician to attend ESRI GeoDesign Summit, pulled for reconsideration at
a later meeting.
Rios requested to revisit the Library budget and have Improvement Package 5 of 11 —
Replacement of seven exterior canopy lights; Improvement Package 9 of 11 — Funding
for a third Friday, Children's Summer Reading Program; and Improvement Package 10
of 11 — Funding to host an early -readers book group pulled for reconsideration at a later
meeting.
Del Toro requested to have the Airport Department Improvement Package 1 of 3
Funding for additional marketing pulled for reconsideration at a later meeting.
There being no further business, the City Council adjourned at 9:13 p.m.
