SPECIAL SESSION

Council met in special session at 6:00 p.m. on February 23, 2017 in the Historic Federal
Building.
Present: Mayor Buol, Council Members Connors, Del Toro, Jones, Lynch, Resnick, Rios;
City Manager Michael Van Milligen
Mayor Buol read the call and stated this is a special session of the City Council called for
the purpose of setting a public hearing on the Fiscal Year 2018 recommended budget and for
discussing various City Departmental Fiscal Year 2018 budgets.
ITEM(S) TO BE SET FOR PUBLIC HEARING
Motion by Lynch to receive and file the documents, adopt the resolutions, and dispose of
as indicated. Seconded by Resnick. Motion carried 7-0.
1. Fiscal Year 2018 Operating and Capital Budget: City Manager recommending that the
City Council set a public hearing for March 7, 2017, on the Fiscal Year 2018 City budget,
operating and capital improvement program, for the City of Dubuque. Upon motion the
documents were received and filed and Resolution No. 76-17 Setting the date for the public
hearing on the Fiscal Year 2018 Budget as amended for the City of Dubuque; and Resolution
No. 77-17 Setting the date for the public hearing on the Five -Year Capital Improvement
Program for Fiscal Years 2018 through 2022 for the City of Dubuque were adopted setting a
public hearing to commence at 6:00 p.m. in the Historic Federal Building on March 7, 2017.
RESOLUTION NO. 76-17
SETTING THE DATE FOR THE PUBLIC HEARING ON THE FISCAL YEAR 2018 BUDGET
AS AMENDED FOR THE CITY OF DUBUQUE
Whereas, Iowa Code Section 384.16 provides that the City Council shall set a time and
place for a public hearing on the Fiscal Year 2018 budget before the final budget certification
date and shall publish notice before the hearing as provided in Iowa Code Section 362.3.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the City Council shall conduct a public hearing on the proposed Fiscal
Year 2017 budget as amended for the City of Dubuque in the City Council Chambers at the
Historic Federal Building, 350 West 6th Street, Dubuque, Iowa, on Tuesday, March 7, 2017,
beginning at 6:00 p.m.
Section 2. That the City Clerk be and is hereby authorized and directed to publish notice of
the public hearing, according to law, together with the required budget information.
Passed, approved and adopted this 23rd day of February, 2017.

RESOLUTION NO. 77-17
SETTING THE DATE FOR THE PUBLIC HEARING ON THE FIVE-YEAR CAPITAL
IMPROVEMENT PROGRAM FOR FISCAL YEARS 2018 THROUGH 2022 FOR THE CITY
OF DUBUQUE
Whereas, a proposed Five -Year Capital Improvement Program for the City of Dubuque for
Fiscal Years 2018 through 2022 has been prepared and submitted to the City Council; and
Whereas, the capital projects for the first year of the program are included in the Fiscal
Year 2018 budget for the City of Dubuque; and
Whereas, it is deemed to be in the best interest of the City of Dubuque to conduct a public
hearing and adopt the five-year Capital Improvement Program simultaneously with the public
hearing and adoption of the Fiscal Year 2018 budget for the City of Dubuque.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the City Council shall conduct a public hearing on the five-year Capital
Improvement Program for Fiscal Years 2018 through 2022 in the City Council Chambers at
the Historic Federal Building, 350 West 6th Street, Dubuque, Iowa, on Tuesday, March 7,
2017, beginning at 6:00 p.m.
Section 2. That the City Clerk be and is hereby authorized and directed to publish notice
of the public hearing.

FISCAL YEAR 2018 DEPARTMENTAL BUDGET REVIEW
Fiscal Year 2018 City departmental budgets were presented by staff from the following
departments:
Emergency Management: Tom Berger, Emergency Management Director
Emergency Communications: Mark Murphy, Emergency Communications Manager
Police Department: Mark Dalsing, Police Chief
Fire Department: Rick Steines, Fire Chief
Building Services: Todd Carr, Building Services Manager
City Council had discussion with staff following each presentation. Following the Fire
Department presentation, John Pregler, 1525 Pego Ct., and Long Range Planning Advisory
Commission member, addressed the City Council about his concerns with Fire Department
coverage and response times given population expansion on the south and west ends of the
City and cited a 1969 report that addressed the same including recommendations. Mr.
Pregler requested that the City Council consider recommendations for additional fire house
placement prior to the current 2020 goal.
There being no further business, upon motion the City Council adjourned at 8:08 p.m.
