CITY COUNCIL PROCEEDINGS

The Dubuque City Council met in special session at 5:00 p.m. on November 21, 2008
in Conference Room B at City Hall.
Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Voetberg,
Assistant City Manager Steinhauser, Assistant City Attorney O’Brien
Absent: Council Member Resnick
Mayor Buol read the call and stated that this was a special meeting of the City Council
called for the purpose of acting upon such business that may properly come before the
City Council.
Fiscal Year 2009 Annual Action Plan - Amendment #3: City Manager recommending
approval of an Amended and Restated Fiscal Year 2009 (Program Year 2008) Annual
Action Plan - Amendment #3 for the City's Community Development Block Grant (CDBG)
program. Motion by Jones to receive and file the documents and adopt Resolution No.
409-08 Approving an Amended and Restated Fiscal Year 2009 (Program Year 2008)
Annual Action Plan - Amendment #3 for Community Development Block Grant Funds.
Seconded by Braig. Motion carried 6-0.
RESOLUTION NO. 409-08
RESOLUTION APPROVING AN AMENDED AND RESTATED FISCAL YEAR 2009
(PROGRAM YEAR 2008) ANNUAL ACTION PLAN-AMENDMENT 3 FOR COMMUNITY
DEVELOPMENT BLOCK GRANT FUNDS.
Whereas, the City of Dubuque prepared and filed Annual Action Plans for Fiscal Years
2008 and 2009; and
Whereas, the City of Dubuque now desires to amend said Annual Plans by
incorporating them into one amended and restated plan as per the attached Exhibit A;
and
Whereas, said amendment is a substantial amendment as provided in the City's Citizen
Participation Plan and must therefore be approved by resolution of the City Council after a
public hearing by the Community Development Advisory Commission; and
Whereas, the City advertised a public comment period beginning October 17, 2008;
and
Whereas, the Community Development Advisory Commission reviewed the proposed
amendment at a public hearing on November 20, 2008, and has voted to approve said
amendment and to recommend approval by the City Council.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the Annual Action Plans for Fiscal Years 2007 and 2008 are hereby
rescinded and the balance of funds from these plans are incorporated into an Amended
and Restated Fiscal Year 2009 (Program Year 2008) Annual Action Plan- Amendment 3,
attached hereto as Exhibit A.
Section 2. That said Amended and Restated Fiscal Year 2009 (Program Year 2008)
Annual Action Plan- Amendment 3 attached hereto as Exhibit A is hereby approved.
Section 3. That the City Manager is hereby authorized and directed to submit a copy of
this resolution and Plan to the U. S. Department of Housing and Urban Development.

Antique Ladder Truck Donation: City Manager recommending acceptance of the
Seagraves Ladder Truck donation from the Antique Fire Club. Motion by Connors to
receive and file the documents and adopt Resolution No. 410-08 Accepting the donation
of a 1948 Seagrave Tiller Fire Truck from the Antique Fire Club and approving an
agreement between the City of Dubuque, Iowa, and the Antique Fire Club. Seconded by
Braig. Dan Sullivan, 1525 Fairview Place, presented Mayor Buol with the title to the
vehicle. Motion carried 6-0.
RESOLUTION NO. 410-08
ACCEPTING THE DONATION OF A 1948 SEAGRAVE TILLER FIRE TRUCK FROM
THE ANTIQUE FIRE CLUB AND APPROVING AN AGREEMENT BETWEEN THE CITY
OF DUBUQUE, IOWA AND THE ANTIQUE FIRE CLUB
Whereas, the Antique Fire Club (Club) is the owner of a 1948 Seagrave Tiller Fire
Truck (Fire Truck); and
Whereas, Club has offered to restore the Fire Truck and donate it to the City of
Dubuque; and
Whereas, the City Council of the City of Dubuque, Iowa is willing to accept the donation
of the Fire Truck subject to the terms of the Agreement between the City of Dubuque,
Iowa and Club, a copy of which is attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The Agreement between the City of Dubuque, Iowa and the Antique Fire
Club, attached hereto, is hereby approved.
Section 2. The City Council accepts the donation of the Fire Truck on behalf of the City
of Dubuque, Iowa, subject to the terms and conditions of the Agreement.
