The Dubuque City Council met in special session at 6:00 p.m. on May 8, 2017 in the
Historic Federal Building, 350 W. 6th Street.
Present: Mayor Buol; Council Members Connors (joined at 6:02 p.m.), Del Toro, Jones,
Lynch, Resnick, Rios (joined at 6:01 p.m.); City Manager Van Milligen, City Attorney
Brumwell
Mayor Buol read the call and stated this is a special session of the City Council called
for the purpose of conducting the Sustainable Dubuque Quarterly Work Session and
closed session on real estate transfer negotiations.
WORK SESSION
1. Sustainable Dubuque Quarterly Work Session: Sustainable Community Coordinator
Cori Burbach introduced the work session and presenters, Workforce Coordinator for
GDDC Kristin Dietzel and Economic Development Director Maurice Jones. Topics
included:
Laborshed analysis:
• Availability of workers, characteristics of workers and commuting patterns
• Zip code of existing workers + census population data = estimates of workforce
• Who is our workforce/laborshed: phone surveys results and data; wage
requirements, job satisfaction; benefits offered/desired
• Where job seekers find employment
• Executive summary available at GDDC web page
Human resources action update:
• Met HR professionals and employees, allows for real-time data; workforce needs
assistance provided to employers
• Percent hired
• Compare HR professional with CEO responses: availability, quality, stability,
productivity
• Employee engagement
• Employee benefits
• Employee challenges: turnover, personal barriers, Top skills gaps
• Recruitment efforts, top recruitment tactics, pre -hiring practices, internships,
• Training and development budgets increased
• Emphasis on college outreach, assist with recruiting special populations, personal
barriers, need for leadership training at all levels
College outreach:
• Career & job fairs, class presentations, leaders luncheon events
• Expectations upon graduation
• Summer college roadshows, takeaways and internships

CLOSED SESSION
Motion by Jones to convene in closed session at 6:59 p.m. to discuss real estate
transfer negotiations pursuant to Chapter 21.5(1)(j) Code of Iowa. Seconded by Lynch.
Mayor Buol stated for the record that the attorney who will consult with City Council on
the issues to be discussed in the closed session is City Attorney Crenna Brumwell. Motion
carried 7-0.
Upon motion the City Council reconvened in open session at 7:23 p.m. stating that
staff had been given proper direction.
There being no further business, upon motion the City Council adjourned at 7:24 p.m.
