Fire Chief Dan Brown advises that to avoid price increases on the replacement ladder
truck that is budgeted in Fiscal Year 2010, the City should order the truck before
December 31, 2008.
The Fiscal Year 2010 CIP budget provided $1,183,000 for an aerial ladder truck and a
pumper truck. The Rosenbauer truck cost is $1,060,000 and the pumper truck from
Simon Fire Equipment with a poly propylene body, 1,500 gallon per minute pump and
500 gallon water tank cost would be $170,768 with trade allowance. The chassis for the
pumper truck is estimated at $85,000 from either International or Freightliner. The total
for both trucks is $1,315,768 and that leaves a shortfall of $107,768.
Chief Brown is recommending re-budgeting in Fiscal Year 2012 the replacement
ambulance that is budgeted in Fiscal Year 2011 for $172,500.
Anticipated delivery would be in April 2010.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

In the FY2010 CIP Budget replacement of a 1985 100' aerial ladder truck and 1995
pumper truck is provided.
Over the past 8 months the Fire Department has investigated and demonstrated two
different types of aerial trucks. The two types are straight ladder platform on a truss
type ladder, the other is a telescoping boom with a platform at the end of a jib boom and
a ladder attached alongside the boom. The aerial ladder truck purchased in 2001 and
currently in service at Fire Headquarters is a telescoping boom type truck. This truck
has served well and provides greater diversity and operation perimeters than a straight
ladder platform. The telescoping boom type truck also provides greater safety features
over the other type.
The department worked with two manufacturers of the telescoping boom type platform
aerial trucks. They are E-ONE of Ocala, Florida and Rosenbauer Firefighting
Technology of Wyoming, Minnesota. Costs were obtained from both companies. The
Rosenbauer product was $4,000 less than the E-ONE. The Rosenbauer unit also had
more features and greater side reach. Both companies have experienced large cost
increase in materials and these costs have been passed onto the cost of the trucks. In
addition, it is anticipated a cost increase of $15,000 to $20,000 will come after the 1St of
January 2009 due to new regulations on fire apparatus. Ordering fire apparatus before
January 1, 2009 will avoid this anticipated increase. However, delivery for either the
ladder truck or the pumper truck would not be until after July 2009 when the FY2010
budget starts. Build time is anticipated at 14-18 months from order date. No payments
are made until trucks are delivered and accepted.

I visited with Budget Director Jenny Larson and we looked at the 5 year CIP budget. In
FY2011 there is an ambulance replacement for $172,500. I would recommend that we
re-budget the ambulance into the FY2012 budget and use the funds from FY2011 to
make up the difference for the purchase of the ladder truck and pumper. With the
purchase of a new ambulance in this year's budget and the current condition of the units
in service today the delay will have a minimum impact.
I am also recommending the purchase of the aerial ladder truck from Rosenbauer and
the pumper from Simon Fire Equipment of Farley, Iowa. In addition, purchase of the
chassis from International or Freightliner as soon as allowable for a July 2009 delivery
to Simon Fire for the building of the pumper.
As part of the deal with Rosenbauer they want to take the Dubuque Fire truck to one
national fire department show. They are anticipating the Fire Department Instructor
Conference held in Indianapolis, Indiana in March or April 2010 with delivery to
Dubuque shortly after.
The other option is to purchase a straight ladder platform instead of the telescoping
boom platform with jib boom. The estimated cost of this type of truck is $850,000 to
$900,000. I am not recommending this type because of the operating limits of a straight
ladder platform. The telescoping boom with the jib boom allows the platform to go up
and over parapet walls and work below grade as well. This type of boom provides for a
more stabile platform.
I respectfully request this recommendation be placed on the agenda for Mayor and City
Council consideration.
