1. Approve Minutes from October 23, 2008
Motion by White to approve the minutes of October 23, 2008. Seconded by
Krueger. Motion passed unanimously.
2. Schedule Hearing Date for Appeal of Kyle Cross
Motion by White to schedule the hearing on the appeal of Kyle Cross for 8:00
a.m., Wednesday, December 17, 2008. Seconded by Krueger. Motion carried 2-
0.
3. Request of Ron Gulyash to Address the Commission Regarding the
Foreman's Test
Gulyash stated that the promotional exam for the position of Foreman had been
given on Thursday, November 13t" and on Friday, November 14t" he was
informed that an employee was taking the test that afternoon because he had
not seen the original posting and therefore had not signed up to take the exam.
Gulyash felt this was not fair as in the past employees had been denied the
opportunity to test if they had failed to see the posting. He said the issue came
down to how and where the job postings were and that there seemed to be a
lack of communication with regard to the tests. He commented that it was
necessary that employees were aware of when tests were being given.
Art Hedley stated that the shop he reports to does not receive the job postings
for Civil Service exams and he had not been to any of the offices where the test
was posted. When he did learn of the exam he contacted Leisure Services
Manager Gil Spence immediately and requested to be allowed to take the
examination. Spence commented that these postings are normally in four
locations; however, not in the shop Mr. Hedley would report to and he did not
feel it was Hedley's fault for not signing up for the exam by the deadline.
After discussion the Commission stated that job postings need to be displayed
for the proper amount of time and efforts should be made so employees are
aware of what Civil Service tests are coming up. They also felt it was necessary
for the Commission to consider such requests on a case-by-case basis.
Motion by White to allow Hedley to take the Foreman's examination as soon as it
could be arranged. Seconded by Krueger. Motion carried 2-0.
There being no further business, the meeting adjourned at 9:58 a.m.
