1. Swearing-In of Commissioner James Schilling
Chairperson Otto Krueger swore in Commissioner James Schilling.
2. Approve Minutes from November 17, 2008
Motion by White to approve the minutes of November 17, 2008. Seconded by
Schilling. Motion carried 3-0.
3. Request to Schedule Entrance Examination for the Position of
Maintenanceworker
Personnel Manager Randy Peck explained that the test for the position of
Maintenanceworker had been a promotional examination in the past, but due to
changes in the nature of the job, he felt the position had lost its promotional
aspect and he was therefore recommending that the test be an entrance
examination open to the general public and all City employees. He explained
that with an entrance examination the Commission could certify a list of up to
forty (with ties) and a promotional exam limited the number on the certified list to
ten (with ties).
Dave Baker, representing the Teamster's Union, stated that since at least 2001,
he had made a joint recommendation to the Commission with the City that the
test should be a promotional examination. He argued that the job description for
the position had not changed substantially and that the Maintenanceworker
position was a very desirable one as the majority of the openings were in the
Leisure Services Department. He also felt that this did not need to be an
entrance examination as there was a competitive pool of internal candidates. He
also commented that he felt that general public applicants should be hired at
entry level positions and that there were lower classifications in the City. Union
Steward Ron Gulyash stated there were numerous part-time and seasonal
employees who would be interested in the position as well as employees in the
Public Works Department who would be interested in obtaining a position in the
Leisure Services Department.
After discussion, Krueger moved to receive and file the documents and to
schedule a promotional examination for the position of Maintenanceworker, that
the exam be limited to current City employees and that the certified list be good
for two years. It was further moved that the application deadline be 5:00 p.m. on
December 17, 2008 and the examination be held on January 8, 2009 at 6:30
p.m. at a place to be determined. Seconded by White. Motion carried 3-0.
Krueger urged that the City make an effort to get the notice out to seasonal and
part-time workers who may not have the opportunity to see it.
4. Firefighter Recruitment Process and Schedule Entrance Examination for
the Position of Firefighter
Fire Chief Dan Brown explained that they were proposing to use McCann
Associates as the source for the written examination and that the physical agility
test be the Candidate Physical Ability Test (CPAT). White moved to receive and
file the documents and to approve the Firefighter recruitment process, to
schedule the written examination and physical agility test for the position of
Firefighter for Saturday, January 31, 2009, that the application deadline be 5:00
p.m. on January 9th and that the certified list be valid for one year.
There being no further business, the meeting adjourned at 8:45 a.m.
