Van Milligen, City Manager SUBJECT: Alley at St. Anthony's School DATE: December 10, 2008 The City Council was approached by Char Eddy with a petition asking that the City plow and de-ice the alley that connects St. Ambrose Street and Grandview Avenue through the St. Anthony's property as a safety precaution. City staff was asked to do further research. City staff believes this is a unique situation. Public Works Director Don Vogt recommends that consideration be given to the winter maintenance of the alley bordered by North Grandview Avenue, Saint Ambrose Street, Rosedale Avenue, and Clarke Drive. Van Milligen, City Manager FROM: Don Vogt, Public Works Director SUBJECT: Citizen Request for Winter Maintenance of School Alleys DATE: December 10, 2008 INTRODUCTION The purposes of this memorandum are to provide information and recommend a course of action regarding the possible winter maintenance of alleys bisecting school properties. BACKGROUND At the November 3, 2008 City Council meeting, Ms. Char Eddy presented a petition requesting that the City of Dubuque plow and deice City alleys bisecting school properties. After discussion, the City Council referred this request to staff for evaluation and recommendation. DISCUSSION Members of the Engineering and Public Works Departments, assisted by GIS Coordinator Nikki Breitsprecker, found that of Dubuque's thirty-five (35) pre- college schools only one, Saint Anthony's, was bisected by a City alley. Street and Sewer Maintenance Supervisor John Klostermann has reported that if the City Council authorized winter maintenance of the noted alley, he would track the cost this winter. Attempting at this time to provide a cost estimate would be very difficult, given the wide variability of winter conditions and resultant snow and ice control costs in recent years. He did note that whatever the cost would eventually be, it would be miniscule when compared to the overall cost of providing snow and ice control maintenance on over eight hundred lane miles of streets and commercial alleys. ACTION STEP Given the fairly unique circumstances of this singular alley serving one of Dubuque's schools and the minimal impact upon the Public Works Department's snow and ice control budget if so authorized, I recommend that consideration be given to the winter maintenance of the alley bordered by North Grandview Avenue, Saint Ambrose Street, Rosedale Avenue, and Clarke Drive.
