The Dubuque City Council met in special session at 6:00 p.m. on July 10, 2017 in the
Historic Federal Building, 350 W. 6th Street.
Present: Mayor Buol; Council Members Connors, Del Toro, Lynch, Rios; City Manager
Van Milligen, City Attorney Brumwell
Absent: Council Members Jones and Resnick
Mayor Buol read the call and stated this is a special session of the City Council called
for the purpose of conducting a work session regarding Imagine Dubuque Comprehen-
sive Plan Update and Southwest Arterial Update.
WORK SESSIONS
Imagine Dubuque Comprehensive Plan
Mike Hoffman, Project Manager from the consulting firm Teska Associates, Inc. and
Assistant Planner Dave Johnson presented an overview of the process and conceptual
outline, format, themes and content for the new Dubuque Comprehensive Plan. The Com-
munity engagement process for this plan centered on Sustainable Dubuque, Equity, and
sought public input in traditional, innovative and inclusive ways. More than 12,500 ideas
from all demographics of the community have shared ideas which in turn serve as the foun-
dation in developing a community vision, themes, and a draft outline.
Southwest Arterial (US Highway 52) Project Status Update
A status update on the development, advancement, and construction progress for the
Southwest Arterial (U.S. 52) Project was presented by Civil Engineer Bob Schiesl. Topics
included:
• Transfer of Jurisdiction
• Property Acquisitions
• Final Engineering Design
• Construction
• Current Funding
• Additional Funding Requested
There being no further business, upon motion the City Council adjourned at 7:08 p.m.
