CITY COUNCIL PROCEEDINGS

The Dubuque City Council met in special session at 5:00 p.m. on January 5, 2009, in
the Historic Federal Building.
Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Resnick,
Voetberg, City Manager Van Milligen, City Attorney Lindahl
Mayor Buol read the call and stated that this was a special meeting of the City
Council called for the purpose of receiving a City of Dubuque Website Demonstration.
Public Information Officer Randy Gehl provided an overview of the website and
demonstrated the layout and navigation elements via a live internet connection.
Modules highlighted included: Notify Me Subscription, Bids and Requests for Proposals
Postings, Job Postings, On-line Applications/Forms, Contact Us, Code Red Notification,
News Flashes, Events Calendar, Agendas & Minutes, and Online Payments.
Information Services Manager Chris Kohlmann demonstrated the Citizen Support
Center module, which included the How Do I, Service Requests, Frequently Asked
Questions, and searching components of the public side of the website. Kohlmann
demonstrated the administrative side of the website, which illustrated staff’s ability to
manage and update the website, gather data and generate reports. The Public
Documents component, which includes City Council agenda documents and archived
Official Proceedings was also demonstrated.
Cable Franchise Coordinator Craig Nowack demonstrated the video streaming and
Video on Demand components describing how citizens can view Council meetings in
progress via the Internet as well as search past meetings and other City programs.
Nowack noted that agenda items can be queued within the video as well as searched.
Gehl then answered questions from City Council and described the marketing effort
currently underway. Gehl noted that an appointed task force selected several vendors
which provided multiple components to the website. Citizens do get confirmation upon
submission of a service request, and links are provided to connect citizens to partnering
agencies. A staff directory, including names and phone numbers, is also a component
of the site. Gehl stated that some feedback has been received and an opinion poll is in
progress as well as continual updates.
There being no further business, upon motion the City Council adjourned at 6:08 p.m.
