Impacts: Increases capacity by 34% Success: Continued perfect Part 139 Inspection record (17 years). Success: Hired ADA Inspector, began local program Impacts: Will increase accessibility of public accommodations city-wide. Success: Continued use of the Historic Building Code downtown Impacts: More vibrant city center, sustainable development. Success:Effective Enforcement of Storage Container ordinance. Reduced the number of containers from 300 containers at the onset of the program to 87 today. Impacts: Increased safety of adjoining businesses. Success: Instituted a Fire Alarm plan review program. Under “Impacts” please explain what the benefits to the city and to a citizen were as a result of each achievement. Success:Completed the FY 2009 Operating and Capital Budget. Recommended a budget that had a low property tax increase to the average homeowner and kept utility rates at a low level. Also, ended FY08 year within State budget threshold requirements. Impacts:Benefits the City and citizens by providing a fiscally responsible spending plan for the upcoming year, which maintains the valuable services to the citizens and infrastructure enhancements within the City. Revised the FY 2009 budget documents to conform to GFOA’s standards and Success: increased mandatory budget reporting. Submitted budget for GFOA Distinguished Budget Presentation award. Benefits the City and citizens by enhancing the budget document to GFOA Impacts: standards that is effective as a policy document, operation guide, financial plan, and communication device. The GFOA standards provide citizens with a document that is clear, understandable, and gives complete information on all funds subject to appropriation. Success: Transitioned in a new Budget Director. Impacts:Benefits the City and citizens by having a Budget Director who has received proper training to accurately prepare budget amendments, budget documents, and carryout the overall duties of the Budget Office without a decline in the level of service provided. Began implementation of scanning documents into Laser Fiche in the Budget Success: Office. Benefits the City and citizens by increasing the efficiency of storing and finding Impacts: documents within the Budget Office. Success: Achieved initial State funding for TIME-21, surface transportation initiative Impacts:$4.8 million for continued work on SW Arterial – City of Dubuque’s #1 transportation priority Success: Secured a Dubuque position on the IDOT Commission Impacts: Ensured greater communication of City of Dubuque’s transportation priorities Successfully transferred $5.5 million in federal funding for the Julien Dubuque Success: Bridge project to the SW Arterial project $5.5 million additional dollars available for continued work on SW Arterial Impacts: specifically advancing property acquisition and final design phase Successfully partnered with the DBQ Area Chamber of Commerce in hosting the Success: annual trip to Washington DC with community leaders Enhanced communication of the City of Dubuque’s federal priorities with Impacts: Congressional delegation and staff, community building Success: Successfully hosted the annual Congressional Staff Visit in August 07 Review federal priorities and introduced Dubuque’s vision of Sustainability to Impacts: Congressional staff, focusing on the Warehouse District and green model. The events were properly promoted, well-attended, and Dubuque residents were Impacts: given the opportunity to attend all the events that were open to the public. PIO: Assisted with coordination the Iowa League of Cities Annual Meeting and Success: “Growing Sustainable Communities Event” in Dubuque in September 2007. Rush Street Reconstruction Project Success: Design complete and Construction Complete. This project is anticipated to be completed under budget. Impacts:This project will improve the roadway and accessibility in this neighborhood. This project also updates all of the storm, sanitary and water infrastructure in this area. Cleveland Avenue Reconstruction Project Success: Design complete and Construction underway. This project is anticipated to be complete in November 2008. Continued implementation of the Annual Street Program. Impacts:This project will improve the roadway and accessibility in this neighborhood. This project also updates all of the storm, sanitary and water infrastructure in this area. Historic Old Main Street - Lighting and Sidewalk Replacement Project Success: Design complete and Construction complete. This project was completed in September 2007 prior to the Iowa League of Cities Conference in Dubuque. The roadway was also resurfaced as part of the Annual Street Program. The project improved the street lighting and sidewalk accessibility in the historic Impacts: downtown area. Pedestrian access ramps were installed with detectable warnings to improve accessibility for individuals with disabilities. The work also involved coordinating with adjoining property owners to install access ramps to businesses. The roadway was resurfaced to improve the street drainage and vehicle ride on the pavement. This project was completed in September 2007 prior to the Iowa League of Cities Conference held in Dubuque. This project replaced the existing deteriorating pavement of the parking lot. It also Impacts: replaced aging sanitary sewer manholes. New water hydrants and electrical services were installed to provide for Farmer’s Market use. New decorative fencing and vegetation also enhances the area adjacent to City Hall. US52 North Storm Sewer Project Success: Construction of the first phase of the project was completed. The final phase is scheduled to be constructed in 2008. The project will alleviate the localized street flooding at the low spot (sump) in Impacts: US52 north of Olympic Heights and south of the Shooting Club drive. Implementation of the Drainage Basin Master Plan (DBMP) Success: nd W. 32 Street Detention Basin Project The design of the improvements was completed and all permits were obtained for the project. Construction will start and be substantially complete in 2008. North Fork Catfish Creek Stormwater Management Improvements An engineering consultant was hired and began designing the improvements at Pennsylvania/JFK and from Key Way to IA32 (NW Arterial). Bee Branch Creek Restoration Project Over half of the required properties have been acquired for the project. Acquisition of all residential properties should be complete by the end of 2008. Once implemented, the DBMP improvements will eliminate the risk of flooding to Impacts: over 1,100 home in the north end of the Bee Branch watershed and the northwest end of the North Fork Catfish Creek watershed. Farley & High Bluff Drainage Improvements Success: The construction project was completed in 2007. Impacts:The project eliminated the reoccurring flood damage to Bethany Home due to moderate rains. Improved stormwater drainage was realized on both Ellis Street and Almond Impacts: Street as a result of the project. Rush Street Storm Sewer Project Success: The re-designed storm sewer system for Rush Street was constructed in conjunction with the street reconstruction project resulting in a new storm sewer along with a new street. Impacts:As a result of the project, the newly reconstructed Rush Street benefits from a new and improved storm sewer system. Kaufmann & JFK Storm Sewer Improvements Success: The construction project was completed in the spring of 2008. The improvements to the storm sewer system will eliminate the periodic flooding Impacts: that would occur on Kaufmann just west of JFK. It also resulted in the replacement of the deteriorated storm sewer along JFK from Kaufmann to Rosewood. York & Curtis Storm Sewer Improvements Success: The construction project was completed in 2007. Impacts:The project will alleviate the periodic flooding that occurred on State and Curtis Streets during moderate rains. Hawthorne & Kerper Storm Sewer Improvements Success: The construction project was completed in 2007. The project will alleviate the reoccurring street flooding at the Hawthorne & Impacts: Kerper Boulevard intersection. Windsor Avenue Storm Sewer Improvements Success: The design was completed in 2007. Construction will be completed in 2008. The project will improve the drainage of Windsor Avenue and in turn improve the Impacts: thnd drainage of 24 Street and 22 Street as the sewer system will capture more stormwater. As a result of the City’s quarterly inspection of both public and private Impacts: construction sites that disturb an acre or more of soil, surrounding properties as well as area creeks, streams, and rivers will benefit from more effective erosion and sediment controls. Moreover, they insure compliance with the City’s National Pollution Discharge Elimination System (NPDES) permit for municipal stormwater discharge. Stormwater Utility Billing System Audit Success: An audit was completed of the 23,000+ utility billing accounts to ensure that accounts were being billed according to City code. Impacts:As a result of the audit, citizens can be confident that the fee billed for each property is in accordance with City code. Sanitary Sewer Lining Program Success: The rehabilitation (lining) of 3,760 feet of sanitary sewer was completed in 2007. The rehabilitation results in a pseudo “new” pipe inside the existing pipe reducing Impacts: infiltration of groundwater into the sewer and improving the pipe’s ability to convey wastewater. nd Queen and 22 Street Sanitary Sewer Reconstruction Success: The reconstruction of five hundred fifty feet of sanitary sewer and several manholes was completed in 2007. Impacts:Replacing the existing sewer eliminated a sewer that was cracked and broken and low spots that required routine maintenance. Rush Street Sanitary Sewer Reconstruction Project Success: The sanitary sewer was reconstructed in conjunction with the street reconstruction project resulting in a new sanitary sewer under the new street. As a result of the project, the newly reconstructed Rush Street benefits from a new Impacts: and improved sanitary sewer system. Success: US20 Signalization and Intersection Improvements Impacts:Motorists can travel the east/west corridor in a more efficient manner due to the roadway and traffic signal improvements. The transfer of building ownership to the City has ensured that the Historic Impacts: Federal Building will remain a viable and highly utilized component of the Washington Park area for years to come. Port of Dubuque Outdoor Plaza Success: Construction completed on creation of curbside retail vending locations with th landscaped park area along 5 Street and a concrete plaza area in front of the McGraw-Hill building main entrance. The facility is a downtown anchor that not only will contribute to economic development, but will continue to meet the informational and recreational needs of residents. th Success:Parking increased with the purchase of a lot located at the SW corner of 12 and Bluff Street. More parking close to the building for Library visitors. Staff no longer parks in Impacts: the public lot, but rents space at this new location. Success:Introduced new products: Playaways, an mP3 format light-weight device containing one book; funded by the Library Foundation and four new online databases: ProQuest Historical Newspapers, BookLetters, ancestry.com and the World News Digest from facts.com. Impacts:All products have been very well received and are popular. The Library is able to provide these materials and electronic databases for the entire community at a fraction of the cost it would cost an individual. The database ProQuest Historical Newspapers is by far the most popular. From July - Oct. of FY 2008 there were 16,589 news articles retrieved from 46,402 searches (more than 375 every day). (ProQuest consists of 10 newspapers and two genealogy databases.) Success:Total circulation up 3 percent at 556,916; circulation to Dubuque residents increased 4 percent and total library visits were up 5 percent at 263,721. Success:The Personnel Manager serves on the Intercultural Competency Steering Committee. The Steering Committee has prepared and implemented a number of components of the Strategic Plan, assisted in the design of a training program for all City employees and appointed sub-committees to prepare and present Intercultural Competency tips for the employee newsletter and management team and prepared information on Intercultural Competency for the City’s website. The Steering Committee has also been involved in text translation into Spanish for various brochures, implementing domestic partner benefits and conducting one- on-one interviews with Department Managers and Union leadership regarding input on training, recruitment/retention and performance measures. The City Council has approved a budget request to hire a full-time Training and Workforce Development Coordinator to assist in recruitment and training efforts and has also approved funding to continue training upgrades for the training team. Impacts:The Intercultural Competency initiative is part of the City’s effort to achieve its diversity goals which include promoting community understanding and education, encouraging a more diverse workforce, identifying tools citizens can use to resolve conflicts and supporting a community that values all residents. The Health Care Committee made modifications to the prescription drug plan to Success: help contain the increase in cost for providing this benefit. On January 1, 2008, specialty medications will be dispensed through a specialty pharmacy rather than through a retail pharmacy. Also, all 90-day supplies of maintenance drugs will have to be obtained through a mail order pharmacy. Other changes in the prescription drug program included an increase in the discounts for brand and generic drugs, a reduced retail dispensing fee and an increase in rebates. Success: Police Hires and Promotions Impacts:Currently, the police department has experienced a number of senior management retirements. Since August 2006 there have been 23 new hires and 26 promotions. The department continues to work through these changes. Success: City Council Security Impacts:The police department working in partnership with the City Council and City Manager adopted new security measures and procedures for City Council meetings. Success: Territory Accountability Design (TAD) Impacts:The Territory Accountability Design focuses on up-to-date crime analysis to impact crime. The city is divided into seven territories with a Patrol Lieutenant each assigned to one territory and supervised by a District Patrol Captain. In 2007 there were 28 special projects completed by the Territory Lieutenants based upon their review of the crime trends and analysis. Success: Computer-aided Crime Analysis Impacts:To complement the Territory Accountability Design, new pin mapping methods accompany the monthly statistical reporting. We now have both a monthly statistical analysis coupled with individual pin maps showing visually where incidences are occurring in relationship to one another. Success: Community Oriented Policing – T3’s (Personal Mobility Devices) Addition Impacts:The Community Oriented Policing (COP) Unit has added increased visibility through the purchase of two personal mobility devices for use at special events and neighborhood patrol.Expansion of the patrol use will aid patrol officers to patrol downtown taverns and bars allowing increased mobility to increase tavern foot patrols. Success: Community Oriented Policing – Housing Corporal/Library Sub-Station Impacts:Beginning, April 2008, the City Council approved the addition of a Police Corporal to work within City Housing as an investigator to ensure those involved with city housing are giving appropriate and accurate information and obeying all housing rules. Additionally, the community policing concept continues to expand through another community partner, the Carnegie-Stout Library. This partnership resulted in the establishment of a satellite Community Policing office in the library. The purpose of the office is to increase officer presence as they complete various administrative duties. Success: Traffic Safety Impacts:Our efforts to provide an effective traffic safety program were enhanced through the Governor’s Traffic Safety Bureau providing overtime funds for traffic safety initiatives and focus. This effort expands our traffic safety attention on prevention, intervention and enforcement activities. Currently, our efforts have helped to achieve an 89.5% seat belt compliance rate. We continue to partner with other health care providers and auto dealerships to establish a monthly child safety seat inspection station to educate and provide correct child safety seats to motorists. We have achieved a tobacco compliance rate of 92.5% with all cigarette permit holders. Success: Intercultural Competency Training & Recruitment Impacts:As with all city departments, the police department completed the second year of intercultural competency training. Additionally, the department has one supervisor assigned to the steering committee effort. Success: Mental Health Initiative Impacts:The department continues to be a community partner regarding the issue of mental health. As chairperson of the Jail Diversion Project and in partnership with other helping agencies, the project continues to meet monthly to work solutions for those suffering from mental illness and the community wide effect. Success: Computer Forensics Initiative Impacts:With the public wide use of the internet, having a computer forensics investigator has proven to be a great asset. We continue to be successful in retrieving and detecting computer stored material relating to phone logs and numbers, obscene material, and computer chat collaborating other investigative cases associated with child exploitation, illegal drug activities, and pornography. Success: Video Monitoring System Impacts:Working jointly with the Dubuque Sheriff’s Office, Dubuque County Attorney’s Office and the police department, a new video monitoring system was established in each of the criminal investigations interview rooms to record witness and suspect interviews. The system was funded through the Dubuque Drug Task Force forfeiture funds. Success: Citizen Police and Youth Academy Impacts:As part of an ongoing effort to increase public awareness for police th services, the police department held its 12 Citizen Police Academy in February 2008 having now graduated over 290 graduates. Ensures balanced and comprehensive street rehabilitation programs which enhance neighborhood aesthetics and livability. Success:Street Maintenance: Installed ADA-compliant curb ramps where needed in calendar 2007 along the 10.31 miles of streets paved by the Public Works Department. Impacts:The curb ramps ensure City compliance with federal regulations and enhance the mobility of pedestrians. Street Maintenance: Replaced defective concrete sections on 10 streets in calendar Success: 2007. For Dubuque’s citizens, it was business as usual – thanks to the foresight and Impacts: initiative of city political and business leaders in the 60’s, who campaigned tirelessly to secure funding for Dubuque’s floodwall. Success:Floodwall Operations: Auxiliary power generators were purchased and installed at the Hawthorne Street and Maus Lake floodwall pumping stations. Impacts:These pumping stations can now operate without relying on continuity of power supply from Alliant Energy. In turn, this heightens the ability of City crews to maintain the integrity of the City’s 6.4 mile floodwall system. Success:Port of Dubuque: Overall aesthetics of the City’s Port of Dubuque infrastructure were increased through the purchase and installation of cool-weather flower baskets in September of 2007. Impacts:This new addition to the Port’s landscaping received numerous compliments from visitors and residents alike. Success: Entire City diesel-engine powered fleet converted to use of bio-diesel fuel. Impacts:Demonstrated City’s commitment to sustainability and being a “greener” community. Success: Security Upgrades Impacts:Cameras and monitors have been added to the Eagle Point Water Plant’s security system. Improvements have been made to the perimeter fence at this site. This will improve security and allow staff to monitor the site for safety in the protection of this facility. Success: Rehabilitation of the Eagle Point Water Plant Clear Wells The rehabilitation of these clear wells was due to age and for compliance with the Impacts: Iowa Department of Natural Resources and Federal Environmental Protection Agency Disinfection Detention Time Standards (Log 4 – Removal). Success: Rehabilitation of Eagle Point Water Plant Number 8 Deep Well The rehabilitation of this deep well will improve raw water flows to the treatment Impacts: facility and will ensure dependability in providing water service to the public. Success: Chlorine Analyzer Installation Impacts: The installation of these chlorine analyzers in six pump stations throughout the water distribution system will allow us to balance the level of chlorine for disinfection throughout the water distribution system. Provide and maintain services with the lowest possible rates (lowest in the State of Success: Iowa) This rate comparison is with the seven largest cities in Iowa that provide soft Impacts: water. This establishes trust with the people in the community and to those possibly relocating here that we are being effective and efficient within our operations in providing service and a high quality of water. Success: Water Treatment/Distribution Staff Training Staff will attend training in water treatment and distribution through the Iowa Impacts: AWWA Region I annual workshop in Manchester, Iowa and the Iowa Rural Water Association Fall classes held in Dubuque, IA. These training classes provide staff with knowledge of current and new rules, regulations, treatment and distribution methods in providing a high quality of water to our citizens. Success: Intercultural Competence Training This training was designed to help employees learn to recognize and adapt to Impacts: differences in the workplace and in serving the public. Success: Staff Respiratory Test with Confined Space Training This program evaluates, educates and trains employees to be safe when working in Impacts: areas with chemicals and confined spaces. Success: Insurance Services Office/ISO Class 2 Rating The Insurance Services Office has evaluated the City Water System and gave it a Impacts: Class 2 Rating. The system was scored to be .02% from being Class 1. Success: Star Brewery Drive Water Main Extension Approximately 620 feet of water main consisting of 6, 8 and 12 inch pipe was Impacts: installed to support growth and fire protection within the development of the Port of Dubuque. Success: Rush Street Water Main Replacement This project consisted with the replacement of approximately 4,200 ft of aged Impacts: water main, 7 fire hydrants, 31 valves and 23 lead service lines. Success: Completion of Cedar Street and City Island Pumping Station Cedar Street Pumping station is one of three major pumping stations providing Impacts: critical service to the City of Dubuque. The improvements will increase reliability and lower operating costs. The Cedar Street Station is also the first of three major pumping stations to have emergency power. Success:Completion of engineering and the beginning of construction of the improvements to the Terminal Street Pumping Station. Impacts:The rebuild of this station will greatly improve reliability of this major pumping station. The current pumps, motors and controls are very obsolete. This station will also have standby power capabilities. Success: The completion of the WPCP Facility Plan Improvements to the Water Pollution Control Plant are a high priority issue for the Impacts: City Council. The decisions made by the council to change biosolids treatment processes will have an impact on the City for over forty years. The new facility will be able to greatly reduce energy costs both for fuel oil and electricity. The new direction also supports the City of Dubuque’s goals of a sustainable community. Success: The hiring of new operators Three new well qualified operators were brought onboard during this year. These Impacts: are the first new operators hired in many years and the beginning of a complete operating staff turnover that will take place in the next two to three years.
