Van Milligen, City Manager SUBJECT:Recommendation on Contracting with Consultant for EPA Brownfield Pilot Grant The City received a $200,000 grant from the Environmental Protection Agency for Phase 1 and Phase I1 Environmental Assessments and clean-up planning in the Port of Dubuque. Upon EPA's recommendation, in order to carry out this grant, the City solicited a Request for Qualifications from interested consultants. A response to the RFQ was received from 11 consultants. A selection committee, made up of Economic Development Planner Pam Myhre, Planning Services Manager Laura Carstens, Civil Engineer Bob Schiesl, Building Services Manager Rich Russell, Finance Director Ken TeKippe, Assistant City Manager Cindy Steinhauser and Economic Development Director Bill Baum interviewed five of the consultants. Economic Development Director Bill Baum and the Selection Committee recommend City Council approval of Terracon to implement the EPA Brownfields Demonstration Pilot Program. Green · Terraoon · Preston Engineering · MSA · HDR The selection committee, made up of Pam Myhre, Laura Carstens, Bob Schiesl, Rich Russell, Ken Tekippe, Cindy Steinhauser, and me reached the conclusion that two of the firms, Howard R. Green and Terracon were the most qualified firms. Of those two, Terracon was chosen as the firm to assist us in implementing the grant. The reason this company was chosen includes: · The company's staff extensive EPA experience in the EPA Brownfields Pilot program, and their experience and knowledge of the regulations of this and other EPA/DNR programs. · The fact that the company does not need to subcontract for drilling and geotech testing for the Phase I and Phase II assessments, since it has the equipment to perform the tests internally. · The company's knowledge of how to immediately initiate the work we need to do in the Port of Dubuque. I recommend the City Council approve the selection of Terracon to implement the EPA Brownfields Demonstration Pilot program. EPA pays all costs associated with the contract. Terracon conducted preparatory assessment included electronic and physical searches of regulatory and public files at City, Sate and Federal locations, a primary reconnaissance with digital photographic documentation was conducted from public access and roadways and evaluated for level of ASTM effort as E-1527 or E-1528 protocols. In this 6 month period Terracon; · Enrolled sites were negotiated for legal access, often requiring multiple contacts. · Owners were delivered pre-assessment information. · On-site reconnaissance and interviews scheduled consistent with level of ASTM protocol. · Information evaluated, drafted, and reviewed consistent with Project Plan. · Interim meetings on progress and findings with City. · Secondary reconnaissance to resolve project-specific issues and conduct follow-up interviews. · Final information was evaluated and reported consistent with project Plan. · Last of written reports delivered to City on or about November 5th, 1999. · Meeting with City to review findings was held November 17th, 1999. · Phase I ESA reports and regulatory file summaries were linked to the Electronic Planning Portfolio. Interim measures of success were noted as, and led to application and receipt of Supplemental Pilot Assistance grant from USEPA to expand the Phase II assessment and evaluation; · No enrolled property owners withdrew from the Phase I activity. · Only I refusal to allow access occurred as a result of communication breakdown from the absentee property owner to tenant, later resolved in a second visit. · Completed assessment and reporting for 46 enrolled parcels, or 34% of all parcels as 26 individual reports. The property was used by an agricultural implement manufacturer to dispose of miscellaneous post- World War II facility residues and fills. The resulting 10 to 15 feet of industrial fill produced chemical impacts in all areas of the preliminary 12 acres of the development fronting on the dver. Impacts included high levels of arsenic, lead and polynuclear aromatic hydrocarbons (PAHs). In December 1998 Terracon entered into a letter of commitment to provide environmental services to a redevelopment team consisting of the City of East Moline, Revitalize and Develop East Moline (REDEEM), John Deere Harvester Works, a Milwaukee planner and a local developer. With this support, East Moline applied for grant funding to be used with local tax increment financing. The Quarter is an hourglass-shaped zone, mixed-use development to be built along the waterfront. Following environmental risk-based restoration, the project's initial construction phase will include a Proposal No. 0702426 20,000-square foot restaurant, office buildings and $200,000 to $250,000 loft-style condominiums with private docks. The facility will connect later phases of to a sports complex and River Interpretive Center. Wetlands will be preserved as a public education facility. The Quarter is designed as a city revenue-neutral project. Studies predict at least $40 million in private sector investment over the life of tax increment financing. The public sector will contribute approximately $15 million. The project will create 440 jobs in the first phase and an estimated 400 future jobs. In late 2001 Terracon was selected on the basis of qualifications and prior service under the state Brownflelds Grant to conduct all Brownfields engineering service of the EPA Brownfields Supplemental on all areas of the project. 3'his includes other properties of the original EPA Brownflelds Assessment Demonstration Pilot Grant previously managed by another consultant but which ran out of funding and exceeded the grant schedule. The EPA Cedar Rapids Brownfields Assessment Demonstration Pilot study is part of a larger area known as the Oak Hill Neighborhood. The Oak Hill area was first developed by Czecho-Slovak immigrants in the late nineteenth century. The area encompassed by this project included former industries such as Iowa Steel and Iron and Farmstead foods, which once provided jobs for the neighborhood, and the City of Cedar Rapids. In an effort to formulate a framework for Brownfields revitalization, a neighborhood plan was prepared by the City of Cedar Rapids with the assistance of Oak Hill residents and other stakeholders and was included as an "area plan" in the City's Comprehensive Plan. Oak Hill citizens, property owners, and business owners, along with an "expert panel," participated in an Image Preference Survey and a fall 1999 workshop to formulate neighborhood goals, objectives and vision. The primary goals of the neighborhood plan are to conduct activities that attempt to correct public misconceptions about Oak Hill, improve the physical appearance of the neighborhood, stimulate investment, encourage neighborhood compatible-styled single family construction on vacant lots, prevent further demolition of homes, re-open the neighborhood elementary school, encourage mixed use development in the 3rd Street corridor, and to improve municipal services. With the foundry and former Iowa Steel Works facilities razed, the Supplemental Study goes on in 2001/2002 to continue the work of sustaining the project by further assembling commercial properties, surgically cleaning them up to allow the City to market these opportunities to developers and to seek new Brownfields property for inventory. Where once stood defunct factories dating to 1837 now stands a $55,000,000 civic center serving the bi-state Illinois and Iowa area. The first stage, it determined the economic feasibility of considering future projects and launched $175,000,000 in private/public capitalization in the succeeding 4 years. Expansion continues today. In 1990, a mile of heavy industrial ground came available in 1990 on Mississippi River frontage. It was home to 3 industrial "generations' of manufacturing facilities dating to 1837. With preliminary environmental assessment and demolition of structures, Illinois EPA allowed site preparation to begin if cleanup of other impacts exposed by construction occurred. The project faced cancellation on 2 occasions; when metal and semi-volatile hydrocarbons were identified, organized labor worried by perceived health risks. Terracon provided; · 200 locations for foundation and environmental testing with 5 in-house drill platforms to preserve accelerated construction schedules. · Assessment to negotiate alternative cleanup objectives (CUOs). · Fast-track delineation, design, construction and abatement of free oils within contractor areas by "surgical" removal to cleanup objectives. · Negotiated construction worker monitoring programs with national safety and health leaders of organized labor. The civic center was completed on time and within budget in 1994. The Project findings and redevelopment process have been used to since secure redevelopment and construction of a 5- Proposal No, 0702426 star hotel, transit building, retail and restaurant facilities and museum. The center provides approximately $7 million annually to the local economy paid off redevelopment bonds in 2 years operation, 2 years ahead of schedule. The facility is the top revenue producer of its size in the United States. Formerly an industrial wasteland, it is truly now an area of opportunity. During secondary brownfields restoration Terracon also provided to other areas of John Deere Commons; · Phase I and II assessment and evaluation of structures for closure and property transfer, including chemical risk evaluation for factory equipment salvage. · Demonstrations to local contractors of safety and health issues regarding historical fills using former project data, reducing cost of worker monitoring an estimated relative 90% for secondary development projects. · Soil/Spoil Management; preliminary assessment of fills for impairment, developed criteria for in- progress identification and segregation of construction spoils for disposal. · On-site services to sample, field screen, segregate, analyze and arrange disposal of construction spoils pursuant to regulatory criteria. · Prepared interim and final reports to client, contracting parties and EPA. · Evaluated 5 year EPA-approved post-construction monitoring program for The MARK and approached Illinois EPA for closure under new voluntary cleanup program which conflicted with original EPA 1991 Cleanup Objectives set by state agencies. · Modified an EPA protocol for Iow-flow sampling to address suspended sediment from industrial fills. · Enrolled The MARK in new Illinois risk-based voluntary cleanup program to bring about final statutory closure, expected final in 2001. The Center, a 20,000-seat arena, is the centerpiece of the Victory Development that includes a complex of office buildings, shops, entertainment areas, and residences. Page B-9 'lr~rracon Proposal No, 0702426 An Environmental Site Assessment (ESA) identified the site is located on a former industrial area including an electrical power generating plant that has operated since the late 1800s. Subsequent Environmental Site Investigations (ESIs) identified environmental concerns including historic filling of the area with industrial and municipal solid waste material containing metals and polynuclear aromatic hydrocarbons, leaking petroleum storage tanks affecting soil and groundwater, pesticide impact from a grain elevator, and a railyard area that resulted in petroleum contamination. Terracon and subsidiary HBC Engineering evaluated remedial alternatives with the client and the project team to determine which option was the most economically feasible and the most technically superior. The ultimate remediation plan required the management and tracking of approximately 500,000 cubic yards of matedal that was either disposed off-site or reused on-site. In addition, a recovery system for the air-sparging treatment of impacted groundwater was designed and implemented. Over 25 applications were submitted to the TNRCC Voluntary Cleanup Program (VCP) which will result in the approximately 45 Certificates of Completion (COC) for both residential and commercial land use. Most of the COCs have been issued to-date. The remediation was successfully completed in a time frame and budget to ensure the financial commitments and construction schedule. The site is presently being developed as a multi-sport arena and associated Victory Development consisting of a complex of office buildings, shops, entertainment areas and residences. This project was the recipient of the 2001 EPA Region 6 Phoenix Award and the national EPA Brownfields 2001 People's Choice Phoenix Award. He has undergone EPA Region 7 DQO/QAPP training for Brownfields projects, and has assisted in the development of DQO/QAPPs and Site-Specific Sampling Plans for several Brownfields projects. Mr. Porter routinely directs the activities of Bettendorf field staff to bring about cost-effective and technically sound assessment of industrial and commercial properties. He has conducted well over 100 Phase I environmental assessments, and has managed several Phase II assessments in Terracon's Bettendorf Region. Through this experience, Mr. Porter has directed subcontractors involved in physical ramediation on numerous occasions. Remediation of metals impacted soil and petroleum hydrocarbon impacted groundwater was not required as a result of the instituifional controls. The RFQ requires the Consultant to assist the City to bring about evaluation of Pilot properties for restoration and public reuse. The City has described the tasks of the consultant in their RFP. Terracon knows the elements of Bmwnfields implementation often ovedap with tasks of the City, but will generally fall into 7 categories of effort. Terracon prides itself on expediting every element of the project, something our unique combination of location, size, and in-house resources allows us to do well. Terracon estimates a final negotiated scope of services similar to those described hereafter could be accomplished in 12 months following final award of contract. Many of the unique methods we have evolved over the past 6 EPA Brownfields Pilots are difficult to convey in this abbreviated format. Terracon would appreciate the opportunity to better convey them in personal interview with the City. The Brownfields project approach must be flexible. Terracon would meet with the City prior to final award to refine the scope of services and fees. Terracon and other Team members will negotiate final Subcontractor Agreements in support of this Brownfields Assessment Demonstration Pilot after award to conduct the following tasks. Experience shows actual efforts will vary depending on in-progress determinations and demonstrated findings of the Pilot assessment as described below. However, Terracon will manage activities to attain necessary measures of success required of the Consultant within the available Brownfields funding. SUMMARY OF APPROACH Terracon believes it will accomplish the following consistent with the City's intent, the Cooperative Agreement Work Plan, current EPA expectations, and available project funding; Expedited Phase I assessment within the funding strictures of EPA. The ASTM E-50 Committee voted 42 changes to the E-1527-97 and 35 changes to the related ASTM E- 1528-96 Environmental Site Assessment standards in 2000. "Business Environmental Risk" for purposes of commercial real estate transactions are now addressed. Terracon will conduct Port of Dubuque Brownfields services consistent with the scope and intent of the new standard as grant strictures allow. Proposal No. 0702426 Improved communication in support of City staff and efforts to convey, communicate, and educate diverse parties with regard to the technical assessments as part of critical outreach necessary with involved parties and the public under the Brewnfields process. Development of integrated Project, Data Quality Objectives (DQO) and Quality Assurance Project (QAP) plans by Terracon project staff with 199912000 experience "in the trenches" and documented training with Region 7 Quality Assurance Office in Brownflelds systematic planning. Plans will develop an advanced level of EPA protocol and measurement that will expedite the project and EPA review process by weeks or months, will position Phase II assessments for extended funding, and increase the confidence level of decision-making by parties. A more flexible and innovative Phase II process that delivers real information that has allowed Terracon clients to move from Phase 1/11 assessment through to closure and planning to contracts for reconstruction on other Brownfields in months, not years. The Phase II program will develop field screening technology, broad- and focused- laboratory analyses of an elevated data quality, and more continuous vertical measurements to better render comparisons under the Land Recycling Program soils criteria. Take Phase II data and evaluate corrective action of affected areas in seeking to evaluate a risk-based corrective action consistent with both the preferred and alternative potential land uses consistent with the intent of the City to restore the areas for public reuse. This will involve an extensive treatment of conditions of impairment relative to evaluation, risk management, selective risk-based corrective action, and/or possible enrollment in Iowa's Land Recycling Program. Use of WebBRIMS to enhance multi-party communication and better assist the City staff in their efforts to integrate technical assessments and findings for presentation, overall planning and actual redevelopment with internal staff, property owners, and the lay public. Provide financial and information services in support of the City and Planning Consultant efforts to identify and sustain the project beyond the preliminary Brownfields funding, integrating findings and recommendations to match supplementary funding and identify additional funding to move the project forward. TERRACON COMMITMENT AS PRE-CONTRACT COMMUNITY SERVICE Terracon understands the Consultant becomes a working partner and not just a service provider within the execution of today's successful EPA Brownfields Pilot. Terracon experience shows this involvement actually begins before the final contract is awarded. Consistent with Terracon's commitment to public service on other Brownfield Pilot projects, Terracon will donate 10 hours of professional service by the Project Manager. These are to assist the City prior to final contract negotiations. These are available for questions and answers, planning, educational meetings or other activity designated by the City to assist in launching the Port of Dubuque Brewnfields Project. Page D-2 Proposal No. 0702426 TASKI:PROJECT MANAGEMENT Terracon Brewnfields experience shows our firm will be required to provide, coordinate, and report on a regular basis project activity, including the strict technical components of the Brewnfield project that are essential to implementation. This will include development and distribution of electronic status reports on a weekly to bi-weekly cycle, depending on project activity. Assistance with annual and quarterly EPA reports will be provided to the City. External to Brownfields activities, Terracon staff can support the City in identifying and securing additional funding to sustain and accomplish the Brownfields activities. If requested, Terracon can assist the City in contacts with agencies that have programs in place that provide financial assistance to be used to further assess, characterize, and cleanup properties within the pilot area. TASK 2: EPA-REQUIRED PLANS The Regional EPA must have data quality and data management consistent with specific Super~und criteria. Phase II sample determination and collection cannot proceed without an EPA-approved Data Quality Objectives Plan and Data Quality Assurance Project Plan that meets federal requirements. EPA Region 7 must, and will by federal law, demand of the City of Dubuque an extensive structured process to meet the federal requirements to provide data of a specific quality. Very few consultants are trained or have real experience with this process for EPA Brownfields Pilots ... Terracon staff are. Failure to properly meet these requirements will result in extensive delays in the project. Each return to EPA for modification can result in a delay of 30 - 90 days. If the traditional linear approach described in the baseline RFP is used, any site-specific adjustments must undergo 3 administrative and technical EPA review levels. Experience shows that EPA must now require greater than the general Iowa industry level of control by the laboratory for making other than preliminary screening decisions. EPA Region 7 will require structured development of plans and methods specific to the Port of Dubuque Brownfields Project. Terracon will develop a Project Plan to guide and maintain the quality of project data to support the decision process. Terracon staff has trained with EPA Region 7 in classroom and project-specific sessions to evolve a unique and streamlined approach that has resulted in approval by USEPA on the first submittal in the last two Iowa Brownfields Pilot projects. Terracon will provide an organized process to direct project assessment work suitable to City needs and achieving EPA Region 7 data requirements in a practical and straightforward manner. This process will be documented in a Project Work Plan of three parts; · Part 1: General Project and Phase I Management Plans, suitable for immediate implementation P. O_3 lrerracan Proposal No. 0702426 · Part 2: Generic Phase II Data Quality Objectives and Quality Assurance Project Plan (DQO/QAPP) · Part 3: Site-Specific Sampling and Analysis Checklists to produce the sampling design, either judgmental or statistical, to provide an accelerated approval by EPA Region 7 TASK 3: GENERAL ASSESSMENT OF PILOT STUDY AREA Prior to conducting Phase I assessments of selected subject sites, Terracon will conduct a preliminary assessment of properties within the Port of Dubuque. The preliminary assessment will include a Pilot walkthrough and a seamh of federal and state databases. The services will be conducted in a manner to allow for targeting of properties for subsequent Phase I assessment. A "windshield" survey of the pilot area will be conducted to identify possible environmental concems. Privately held properties will be viewed to the extent possible from adjacent city owned property or from public rights-of-way. Federal and state environmental databases will be searched using the Port of Dubuque boundary as the search perimeter. The purpose of the search will be to identify known environmental concerns within the study area. Results of the preliminary assessment will be used for baseline development of a Web-based Brownfields Remediation Information Management System (WebBRIMS) or GIS-based database. Terracon believes a groat obstacle to communicating information during general public or planning meetings for the Pilot lies in having to shuffle through large stacks of reports and numerous written documents. Terracon has previously developed our own Electronic Planning Portfolio (EPP) on other Pilot projects as a user-friendly tool for the lay public or technical manager. Subsequent to data compilation and ranking of sites, a detailed records review of selected properties defined to the project boundaries will be conducted. The detailed search will be used to further refine the site ranking for selection of Phase I properties. Governmental Records Consistent with ASTM E 1527 and Terracon process, more than 9 federal and state databases will be reviewed for indications of an environmental concern, and within a minimum specified search distance from the nearest property boundary. Terracon will subcontract with a firm that specializes in accessing government records to assist with this portion of the assessment. TASK 4: PHASE I ENVIRONMENTAL SITE ASSESSMENT (ESA) STUDIES Terracon will conduct the Phase I Environmental Site Assessment Study on the target sites represented by the Brownfields Project. The Phase I will be developed using ASTM E-1527 as guidance, including Year 2000 adjustments dealing with environmental business risk. Terracon has already applied the standard changes on EPA Brownfields Projects in Iowa and will bring ..e o_4 l rracon Proposal No. 0702426 the experience and process from that project to the City of Dubuque. The focus of assessment will be collection and reporting of information in evaluating business environmental dsk in a commercial real estate transaction, rather than solely assisting in satisfying base due diligence issues under CERCLA. This Phase I will consist primarily of the following components: · An on-site reconnaissance of each site, including a cursory review of adjacent properties; · Interviews with owners/occupants and local govemment officials to obtain information indicating recognized environmental conditions in connection with the site; · A review of various records obtained under Task 3 to help identify recognized environmental conditions in connection with the subject site and nearby properties; · A preliminary asbestos survey for potential pathways of uncontrolled release from abandoned structures consistent with limited EPA Region 7 cdteria available under Brownfields Pilots; · Preparation of a final report specific to each site which details the assessment findings and includes supporting documentation. Report Two copies of a final wdtten report for each property will be provided to City that present the results of Phase I assessment, based upon the scope of work described herein. Although not required by ASTM E 1527-00, but essential to a Brownfields Pilot and possible Land Recycling Program involvement in the future, Terracon will use the findings to focus the types and locations of sampling and laboratory analyses for the Phase II assessment. TASK 5: PHASE II STUDY & REMEDY EVALUATION Experience shows us that the number/locations of borings and types/levels of chemical analysis becomes dependent on the needs identified by the findings of the Phase I ESA. The sampling designs as to number and locations of samples is determined by the DQO/QAPP plans. Terracon will not subcontract drilling or sampling services, but will make use of our in-house fleet of truck and all-terrain ddlling rigs, Geoprobe® units, field laboratories, and field screening equipment. In general, Terracon's approach is one of "focus-and-fill", be it by either judgmental or statistical design. It first identifies and drills areas of environmental concern having a high probability of environmental impairment based on available documents. Secondly, the approach "fills in" with assessment in undocumented areas over which the City may construct or operate to address potential impact by historical operations unassociated with structures. The exploration must be reasonably comprehensive. However, Terracon proposes to use field screening to maximize the information collected and yet focus laboratory analysis/cost where it may be most useful. Proposal No. 0702426 Property-Specific Sampling and Analysis Checklists Terracon will develop and implement an appropriate Part 3: Site Specific Sampling and Analysis Checklist in a format derived from the Part 2: Generic DQO/QAPP. This format has been previously approved by EPA Region 7 and is designed based on the findings of the Phase I ESA. If selected for interview, Terracon will demonstrate a most recent example of this format to the City interview committee. Safety and Health A health and safety plan will be developed for each site as part of the Part 3: Site-Specific Sampling and Analysis Checklist prior to mobilization to affirm these assumptions and provide contingency measures of hazard recognition and response based on the Phase I findings. Personnel working on this project will have completed 40 hours of certified hazardous waste worker training consistent with the guidelines of the Office of Safety and Health Administration (OSHA) set forth in 29CFR 1910.120. This training will be inclusive of respiratory training. Field Assessment & Considerations Of Innovation Experience shows the end solutions of the Port of Dubuque Brownfields will eventually reside in the realm of the Iowa Land Recycling Program (LRP) standards or private negotiations to those parameters. The Iowa LRP requires "hard" sampling and laboratory analyses for anything used to make final closure decisions. Experience shows that "hard" Phase II data is necessary for the public or private parties to develop comfort and confidence in the results. As on other of our Iowa Brownfields Pilot projects, Terracon's approach will be to collect and field-screen or field- analyze on the order of 5x to 10x the number of samples tested in the laboratory. The number of "hard" laboratory tests will meet the requisite number required by property-specific sampling designs to be developed for nonpoint- and point-source environmental conditions in the EPA- approved DQO/QAPP. Terracon has in-house, a variety of technology to bring about the collection and field testing of samples. The final technology will be property dependent. Some areas previously tested in the Pilot study area indicate traditional drilling and sampling will likely be necessary on most Phase II properties, but some areas could be amenable to direct push or push-probe technology. Terracon work plans will select and provide the proper technology "in-house" as is most cost- effective to the project. · Laboratory Chemistry The analytic handling, evaluation, analysis and post-measurement data requirements proposed in this alternative proposal are of a higher order than that proposed in the base RFP. They are consistent with expediting EPA Region 70. APP approvals and providing a more definitive base of chemistry for decision-making and Iowa regulatory comparison. Environmental Science Corporation (ESC), Nashville, Tennessee brings to the project National Environmental Laboratory Accreditation Conference certification, Iowa program certifications, and USCOE certifications. Alternatively, another laboratory could be used if the City requires in-state businesses or has an existing relationship with a suitable laboratory. Terracon would consider Proposal No. 0702426 the use of TestAmedca, Cedar Falls, Iowa as an alternative for an in-state business use. Phase II Report Assessment Report The Phase II report will include a discussion of the environmental impairments relative to each site and aggregate combinations of sites for corrective action of Port of Dubuque Bmwnfields areas and chemical risk and worker, occupant, and public exposures associated with the impairment without remedy. Final content will be determined from project-specific findings and evaluation. · Comparison to Iowa statewide and land use-specific response standards for soil and groundwater for determining general degree of environmental impairment · Preliminary national and regionally-adjusted industry methods and costs to physically clean up environmental chemical impairment · Environmental impairment and re-constructability, practical considerations of actual and perceived environmental impairments' effects on workers and project construction planning TASK 6: SUPPLEMENTAL SITE INVESTIGATIONS/REMEDIAL ACTION PLANS Terracon will use the Phase II data to evaluate corrective action of affected areas in seeking to evaluate a risk-based corrective action consistent with both the preferred and for alternative potential land uses. The Phase II report will consider potential remedies for identified impairment and will develop cost-to-remedy scenarios. This will involve an evaluation of impairment relative to evaluation, dsk management, and selective risk-based corrective action, and/or possible enrollment in Iowa's Land Recycling Program. Subject to availability of funding, Terracon will work with the City staff to direct the activity of enrollment that will include forms and supporting documents, exclusive of legal filings, toward receiving a No Further Action (NFA) letter using Iowa risk-based closure in the LRP. Reporting and supplemental site investigation will be conducted consistent with the requirements of the LRP. Possible supplemental services may include: · Assisting the City in preparing LRP enrollment documents for submittal to the IDNR. · Preparation and submittal of Site Assessment Plans and Reports to the IDNR. Property Owner Meetings Terracon can attend meetings with property owners in support of City staff, City attorneys, and other parties. The agenda of the meetings will likely address issues surrounding the due diligence process and results of the Phase I and Phase II/111 environmental site assessments and their effects on acquisition or reconstruction. Public Outreach Field Days Terracon typically conducts one Public Outreach Field Day during the course of EPA Brownfields Phase II activity.
