Hazard Mitigation Grant FEMAMEMORANDUM December 30, 2002 TO:The Honorable Mayor and City Council Members FROM: Michael C. Van Milligen, City Manager SUBJECT: Hazard Mitigation Grant Program The June 2002 flooding resulted in presidentially declared Disaster 1420 covering twenty eastern Iowa counties including Dubuque and resulted in federal Hazard Mitigation Grant Program (HMGP) funds being provided to the State of Iowa to address damaged properties. The City applied to the Iowa Emergency Management Division (IEMD) for HMGP funds to acquire six properties; five residential and one commercial, all located in the 100-year floodplain. Three of the residential properties and the commercial property were substantially damaged. The IEMD submitted their prioritized list for funding to FEMA for approval on December 12, 2002 to proceed with the acquisition and removal of substantially damaged residential properties. The IEMD request would provide the City of Dubuque with $200,692 in HMGP funds toward the $267,589 project to acquire the three substantially damaged residential properties. However due to the state's priority to acquire residential properties and a lack of adequate funds for all requested projects, the substantially damaged commemial property will not be addressed despite its location between the three residential properties to be acquired. The City of Dubuque is requesting of our Federal Legislators that $46,225 in FEMA funding be provided to acquire one commercial property that was substantially damaged as a result of June 2002 flooding. Due to the fact that this is a commercial property, despite the damage it will fall to the bottom of the unfunded list. I respectfully request Mayor and City Council approval of this funding request. Due to the fact that this is a commercial property, despite the damage it will fall to the bottom of the unfunded list.
