Planning Sea'vices Department 50 West 13th Street Dubuque, Iowa 520014864 Phone (319) 55942,10 Fax (319) 5894221 March 27, 2001 The Honorable Mayor and City Council City of Dubuque City Hall - 50 W. 13TM Street Dubuque, IA 52001 RE: City Council Representation on Joint City/County Planning Committee Dear Mayor and City Council Members: The Joint City/County Planning Committee, a subcommittee of the City's Long Range Planning Advisory Commission, has been directed by the City Council to undertake fringe area planning and develop a 28E intergovernmental agreement with Dubuque County. Background The Joint City/County Planning Committee is comprised of four members of the Long Range Planning Advisory Commission, a representative of the Dubuque County Zoning Commission, the Dubuque County Zoning Administrator, and a representative of ECIA, the County's consultant for creation of a comprehensive plan for the CoUnty. The Committee is chaired by the Chairperson of the Long Range Ptanning Advisory Commission. City staff from the Planning Services Department provide support to the Committee. A list of the Committee members is enclosed. The Committee meets on the fourth Monday of each month from 11:30 a.m. to 1:00 p.m, at City Hall. The meeting includes lunch. The Committee expects to have a 28E agreement signed by both the City and the County by the end of this year. They also expect that there may be an ongoing role for the Committee to monitor implementation of the fringe area agreement, perhaps meeting on a quarterly basis beginning next year. The Committee's work plan is enclosed for your information. Discussion As part of the fringe area planning process, the Committee hosted an educational workshop on January 18, 2001 for elected and appointed officials throughout Dubuque County. This workshop included presentations by staff from Iowa City and Johnson County, which have adopted a 28E fringe area agreement. The Planning Director from Iowa City emphasized the importance of including policy makers (City Service People Integrity Responsibility Innovation Teamwork Membership of Joint City/County Planning Committee Page 2 of 2 Council and County Board members) from the beginning in the fringe area planning process and the development of a 28E agreement. We appreciated the attendance of City Council members Nicholson, Markham, Buol and Michalski at this educational workshop. Recommendation The Committee would like to expand the membership to members of the City Council and the County Board of Supervisors. The Joint City/County Planning Committee believes that the participation of City Council and County Board members in the planning process w~ result in a 28E agreement that is acceptable to both parties, and will facilitate coordination and joint administration of fringe areas. We recommend that City Council members discuss this request at your next meeting, and then designate the Mayor or a member of the C'¢o/Council as your representative. We ask that the Mayor or C'rty Council representative attend our next Committee meeting on Monday, April 23, 200t, from 11:30 a.m, to 1:00 p.m. at City Hal~, Conference Room B.
