Narrative Description: This property is located in the West Eleventh Street Historic District. StyleNear: c.1896, two-story gable front square vernacular frame duplex plan. Physical Description: centered paired entrances, elongated lower front windows, elongated shed roof dormer on east roof plane. Stone foundation. Full width narrow hip roof porch might be of early date (is present 1891, 5x30). There are west side stairs and a northwest rear porch. Each half measures 46x15. 493 has a 16x5 recessed rear porch set into its plan and a 9x5'6" side wing. Alterations: resided with asbestos siding, some second floor (center) and attic windows sealed completely off. Enclosed west side external stairway added (triplex?), dormer added. Porch (present 1891) with metal posts might be added. Permits note a re-roofing in 2000,an addition to outside stairs in 1948, half re-sided 1957. Landscaping/Setting: ground level drops to the north, fronts south, wire fence. Three-car parking area to the east. 8. Narrative Statement of Significance: Original Owner/Builder: M. Clem and Millie Mathews lived here 1896-99. He was county attorney as of 1896, and a district judge four years later. Building History: Assessor treats as separate properties 1971, each unit a triplex. Skemp Brothers built a large double two-story frame house on 13th west of Bluff in 1870 for $4,000. This is the only surviving Arlington Street example that fits this description but the date is too early (Herald, December 18, 1870). As of 1878 the brothers resided at 129-31 Arlington which translates to this address. Charles W. Skemp built a frame house and barn for $1,300 in 1883 (Herald, December 20, 1883). He then lived at 131 Arlington. M. C. Mathews owned the parcel when it was sewered in 1897, the tap was made c.1906 9.
