8. Narrative Statement of Significance:
Original Owner/Builder: The house was built on one of three “High” streets and post-1883 was
addressed as 111 Highland Place. George R. and C. W. Foster owned the house 1881-85 (and owned
it when it was sewered, [no 1886 entry found) 1890, he first is listed here in the directories that year,
was at 1003 Locust in 1880), George R. Foster, book keeper for J. W. Newburgh Co., owned it 1886-
1891. George A. Burden, Assistant Cashier for the First National Bank, owned it 1892-1901. Mrs.
Grace A. Provost (widow of Benjamin B.) owned it 1901-05 and that family continued to own it through
1929 (unmarried daughters Nellie and Sarah). It was vacant 1934-39. George A. and Gertrude M.
Pfeiffer owned it 1948-55 (no listing 1941-45). William Frey owned it 1957-78. An apartment is listed
beginning in 1957 and it was a tri-plex as of 1971. The 1909 Sanborn Map shows this building with a
rounded corner projecting porch (property study by J. Biays Bowerman, May 1989, Center For
Dubuque History).
Building History: The house was a tri-plex. The Moody family finished its restoration in 1990. They
restored the façade and re-built the side porches, and added a garage (1991 Old House Enthusiasts
House Tour).
