East Dubuque Transit LetterMarch 12, 2001 Mr. Michael Van Milligen, City Manager City of Dubuque city all 50 West 13ta Street Dubuque, IA 52001 Dear Mr. Van Milligen: The ci.ty of East Dubuque currently olperates a very_ small urban transit system, which provides service to its residents on a limited schedule. Recently, the Federal Transit Admiulstration (FTA) rules and regulations for urban transit systems, which are designed for medium and large urban transit systems, have become cost prohibited for East Dubuque to operate its system efficiently and effectively. At this time, the city of East Dubuque is interested in continuing to provide transit service to its citizens by outsourcing the operations of the transit service. One way to achieve this would be for a nearby transit provider to provide some operational assistance. East Dubuque would like to know if the city of Dubuque would consider providing a limited mount of service on a contractual basis. We believe that an approach to this contractual Service could be agreed upon between the two municipalities based on the following principals: - The city of Dubuque would provide the service on a contract basis using vehicles leased from East Dubuque. - East Dubuque would replace the vehicles through FTA and State of Illinois funding sources. - The service offered by would continue to be on a limited schedule. - Provide service at a cost to be negotiated by both parties.
