Mayor Moffatt stated that this
meeting' is an adjourned meeting of
the regular meeting of September
4th, 1944, for the Purpose of acting
upon such business as may proper-
ly come before a regular meeting
of the City Council.
ASSIGNMENT.
For value received, which is here-
by acknowledged, I do hereby as-
sign and transfer unto F. J. De-
laney, doing business under the
name and style of Commercial Ser-
vice Bureau, the sum of Thirty-two
and 53/100 ($32.53), from moneys
which I will be entitled to from the
City of Dubuque, Iowa, iu the mat-

taxes and unpaid taxes for the years
1933, 1934 and 1@ 35, inclusive, and
Whereas, The said Dubuque
County, Iotiva, desires to sell the
above described real estate to Ber-
nard Heinz for $30.00, and
Whereas, The sale of said prop-
erty by Dubuque County, Iowa, to
Bernard Heinz for a sum less than
the total amount stated in the Tax
Certificate including all endorse-
ments of subsequent general taxes,
interests and costs requires the
written approval of a majority of
all tax-levying and tax-certifying bo-
dies having any interest in said gen-

istration places and make arrange-
ments for conducting a registration
at those places by him, or clerks
acting for him, or in the alternative
to designate the Metal Trades Build-
ing at Fourth and Locust Streets as
a place for registration during the
evening hours of the dates on which
the labor organizations hold their
meetings,

Gentlemen:
With reference to the claim of
Charles Ii. Coffey for $80.44,
which was referred to me for in-
vestigation, it appears that the
damage complained of was caused
from an overflow of water from the
approach of the new Julian Du-
buque bridge. At these various
times there was a very unusual
downpour of rain.
From my investigation of this
claim, I do not believe that there
is any liability om the part of the
City and recommend that this claim
be denied.

Gentlemen:
With reference to the claim of
Mrs. Joe Ditto for $100.00 damages
that was referred to me for investi-
gation she claims that the damage
was caused because of overflow
from water coming from the new
high bridge. That the Secretary of
the Bridge Commission stated that
was the cause and that she should
file claim with the City of Dubuque.
From my investigation of this
matter, I do not believe that there
is any liability upon the part of
the City and recommend that the
claim be denied.

per.
Honorable Mayor and City Council

Gentlemen:
Upon investigation of this claim
I find that on or about July 4, 1944,
at 2:45 A. M., the claimant, while
walking on Washington Street, trip-
ped and fell on a sidewalk where
two sidewalks joined and one was
somewhat higher than the other;
that she struck her nose and went
to a doctor. She claims $3.00 for
doctor's fees, and $24.80 for loss of
time. After discussion of this mat-
ter with her, she had agreed to ac-
cept $18.00 in full settlement.
I reconunend that a warrant be
issued payable to her order for
$18.00, and the same delivered to
her upon delivery to the City of a
proper release.

Whereas, under appropriate pro-
ceedings heretofore taken by the
City Council of the City of Dubuque;
certain building on Lot 1 of 2 of 2
of City Lot 667 to the City of Du•
bisque (409 Loras Boulevard) own-
ed by Loraine M. Locher and Sylvia
M. Roach has been declared to be
dangerous due to its condition and
other causes, and the owners there-
of were given an opportunity to be
heard and to show cause why said
building should not be declared to
be a nuisance and ordered abated.
Now, Therefore,
Be It Resolved By The City Coun-
cil of the City of Dubuque:
After full and fair consideration,
that the building above described
be, and the same is hereby declared
to be a nuisance and it is ordered
abated and taken clown on or before
the 6th clay of November, 1944.
Be it Further Resolved, that the
Building• Commissioner be, and he
is hereby directed to serve upon
said Loraine M. Locher and Sylvia
M. Roach, a written Notice requir-
ing them to abate said nuisance and
to tape down and demolish said
building on or before the 6th clay
of November, 1944, attaching to
said Notice copy of this Resolution.
Be it Further Resolved, that
should said owners fail to demol-
ish or abate said nuisance within
the time herein provided, then and
in that event said building shall be
demolished and taken down and
the nuisance caused thereby shall
be abated by and under the direc-
tions of the Chief of the Fire De-

and all costs thereof and expenses
incident thereto shall be assessed

Campaign Publicity Committee, ad-

the petition of the Dubuque Com-
munity War Chest.

the request of the Dubuque Com-
munity War Chest be granted and
that a public liability bond in the
amounts of $10,000 and $20.000 be
furnished to the City of Dubuque
covering the erection of said pylon
and lights and that the construction
be under the supervision of the City
Manager and Building Conunissiou-
er. Seconded by Councilman Van

the Dubuque County League of
Women Voters, addressed the Coun-
cil giving a brief history of the or-
ganization and outlining its pur-
poses, and stated that if additional
places for registration were estab-
lished and that if necessary to have
extra clerical work that the mem-
bers of her organization would be
willing to co-operate fully by fur-
nishing some of the needed help.
Ordinance No. 11-44. An Ordi-
nance amending Ordinance INTO. 1-
30, being "An Ordinance fixing the
dates upon which electors of the
City of Dubuque may register under
the permanent registration system
now in force in said City" by strik-
ing out all of Par. 85, Sec. 3, thereof
and inserting in lieu thereof a sub-
stitute, presented and read.

Dubuque, Iowa.
Gentlemen:
At the meeting of the Board of
Health held September 5th the com-
munication of the State Department
of Health concerning the mainten-
ance of a dumping ground in the
rear of Finley Hospital was referred
to the Board to view the grounds.
The Board viewed the site on
September 10th and found an un-
sanitary condition to exist as a re-
sult of the dumping and burning of
tissue papers, bandages, garbage
and refuse. The hospital authori-
ties have agreed to remedy the con-
dition.
I recommend that the attention
of the sanitary inspector be direct-
ed to this location in the future and
that the State Board of Health be
notified of the findings°aud the cou-
templated action.

Be It Resolved by the City Coun-
cil of the City of Dubuque, Iowa,
that a contract be awarded to Thom-
as J. Ryder and Margaret McGlough-
lin for the collection and dispoal
of garbage, decayed matter and dead
animals in said city at an annual
cost to said city of $16,800.00 per
year, said contract to cover a period
of five (5) years from the second
(2nd) clay of October, 1944, reserv-
ing to the city the right to cancel
the contract at any time after three
years have elapsed.
Be It Further Resolved that the
City Manager and Clerk be and they
are hereby directed to execute said
contract on behalf of the City of
Dubuque, Iowa, said contract to be
in accordance with the proposal ex-
ecuted and submitted by the con-
tractors and the published notice to
bidders as authorized by the City
Council, August 19, 1944, all of
which are hereby made a part here-
of, by reference thereto, the form
of contract to be approved by this

executed.

Registration of all such qualified
voters as shall personally appear

Honorable Mayor and City Council,
City of Dubuque, Iowa.
Gentlemen: From my investiga-
tion of this claim, the cross walk
on the alley which extends into Dor-
gan Place alongside of Coventry
Court at 17th and Maiu Streets, at
the place where claimant fell, is in
a dangerous condition, and that be-
cause of ,such condition plaintiff
sprained her ankle. That she sus-
tained damages in the amount of
$17.50 being the Doctor's bill.
I recommend that the claim be
allowed in the sum of $17.50 and a
warrant be drawn payable to Vir-
ginia McClain and delivered to her
upon delivery to the City of a pro-
per release.
