7. Narrative Description:
This property is located in the Jackson Park Historic District. StyleNear: (1890?), 1892-1908, Shingle
style (shingled rounded tower and gambrel front), Neo Classical style (porch, Palladian elements,
diamond lights in upper sash).
Physical Description: two-story brick L-plan with broad gable roofed west wing, the gambrel wing being
the principal front. A rounded tower with turret cap is in the southwest corner of the ell. There is a full
height three-sided bay on the fayade (right side). A square cut two-story flat roofed wing projects from
the south side of the west wing. Sixteen rooms.
Alterations: west wing added and original porch lost, added front porch, addition of windows on base of
tower. Permits note re-roofing in 1940, 1998 (partial), re-roof porch and repair soffit 1967, roof repair
1992, foundation and interior wall repair 1994, fascia, soffit and kitchen roof 1999, re-roof front porch.
8. Narrative Statement of Significance:
Special Significance; "Stone Cliff Manor," built by Charles Stampfer, the "Macy's of Dubuque" Grannis
credits to J. F. Stampfer.
Original Owner/Builder:
Building History: this house apparently replaced a simple two-story gable front brick house (1867) built
here by the noted local photographer Samuel Root. The scale of that house would have allowed for its
inclusion within the present plan. Note the difference in lintels on the front core and the side wing.
Demo permit for 195 West 17th, no date.
Assuming Sanborn maps are accurate relative to this house, failing to show the rounded tower,
showing a small three-sided bay on the west wing as of 1909, and a square cut bay (as built now) by
1950, then the latter element must be a recent addition. This is supported by the use of unusual
exaggerated keystones and the quoin corner treatment. It is also probable that the tower was originally
incorporated into a wrap around porch and now, free standing, has a new band of narrow windows
(1990 Old House Enthusiasts House Tour).
The Jackson Park Walking Tour links this property with Joseph F. Stampfer, who was a partner in Kies
& Sullivan, later J. F. Stampfer Co., president of the Security Building Co. and the Dubuque Building
and Loan Association. Directories offer no 1899 listing but confirm J. F. Stampfer here as of 1918-21.
No sewer data found.
1890 J. F. Stampfer listed at 209 17th St.; 1899 lists J. F. Stampfer at this address; 1888-89 not at this
address
