7. Narrative Description:
This property is located in the Jackson Park Historic District StyleNear: pre-1891, Queen Anne style
Uerkinhead roof, mixed materials, asymmetry of massing, detailing), Neo Classical style makeover
c, 191 0 (west side porch, diamond light upper sash), It is noteworthy that three properties along 17th
combine brick ground floors with frame upper one, There is also a carriage house north of Jackson
Park with the same arrangement This is a very interesting stylistic example despite its alterations and
it adds to the feeling that architecture is getting more daring and experimental as it gets further away
from the downtown,
Physical Description: two-story frame hip roof plan with rectangular footprint, has a recessed southeast
corner entry with gable roof porch (curious angled shingled plane set within the gable, with a shingled
frieze below it), a jerkinhead through cornice wall dormer on the south west front corner, a cut corner
with paired brackets above the cutaway on the ground floor, same corner, and a gable roof wing or
second floor pavilion centered on the west side wall. There is a raised stone foundation, stone lintels
cover a corner basement window, There is a very unusual (for Dubuque) eyebrow dormer on the front
of the west wall plane, The front dormer features a half timber surround for a triple light band, and a
triple light transom with a high curved pediment cap (unusual, particularly on a second story), A brick
chimney is exposed only on the second floor, being corbelled out from the ground level brickwork (front
of west wall), The upper level is wood shingled with a concave skirting along its base, composed of
pointed shingles, The porch retains its decorative trim work, The west single-story solarium (c,1910,
not present 1909) has square corner pillars and centered half pillars indicating that it was originally
open above the balustrade level. It has the same shingle skirting treatment, a possible indication that
the upper house level was recovered and the various classical elements were also added then, The
porch has a flat roof, broad eaves and two decorative urns on its outer corners,
Alterations: porch as noted, front porch has lost its supports, has metal posts and rails, and a concrete
stoop/steps, Metal fire escape added to west wing front Chimney cut down but not capped off.
Permits note re-roofing in 1977, 1994 (low slope areas), 1995,
Landscaping/Setting: triangular corner lot, house fronts south, wire fence with metal posts,
8. Narrative Statement of Significance:
Building History: might be visible on 1889 birds eye view, Demo permit for 395 West 17th, no date,
Sewer tap date July 18, 1916,
