this matter.

Manufacturing Company requesting
permission to install three welded
steel tanks underground at the
south end of the warehouse build-
ing on Sixth Street was referred to
the Council to view the grounds.
The Council viewed the grounds
and decided to grant the petition.

Gentlemen: At the session of the
City Council held -Zay 3, 1943, the
petition of Adolph G. Stotz, et al,
requesting that the improvement be-
gun on West Sixteenth Street be
connected with Catherine Street
and westerly towards Cox Street be
now completed and also that the
drainage at the end of Henion
Street be taken care of and that a
street light be installed at or near
the intersection of West Sixteenth
Street and Henion Street was re-
ferred to the City Council to view
the grounds.
The Council viewed the grounds
anti concluded that additional data
be obtained in order to determine
if it is possible to grant the request
or any part of it. In line with this
discussion, it is my intention to sub-
mit aproposed grade to the City
Council in the near future.

131-41, the Manager and Clerk were
authorized to execute a contract of

lease for the City Airport and on
November 3, 1941 such lease lvas en-
tered into by and between the Cit/
of Dubuque and the Dubuque Air-
ways, Incorporated, for the use of
the airport, located on Ham's Island,
for a period of five years from No•
vember 3, 1941. Matters in con-
nection with the war training ser-
vice of Naval Cadets have nosy cre-
ated asituation in which it is desir-
able that the lease be terminated.
Attached hereto is the surrender of
the lease by the Dubuque Airways,
Incorporated by R. L. McCaffree, its
president, and the acceptance of the
cancellation by me as City Man-
ager.
It is my recommendation that the
City Council approve my action in
accepting the cancellation of the
lease, and relievfng the Dubuque
Airways Incorporated, from any anti
all obligations under the lease.

Council,
Dubuque, Iowa.
Gentlemen: The winning of the
war is and should be our primary
concern. However, it is none too
soon to direct attention to post-war
planning of public works to cushion
the economic shock of the transi•
tion froth war to peace.
Two projects are indicated at tho
outset-water softening and sew-
age treatment. These practically
suggest themselves because they
probably would have been mider•
taken by now if we were not in a
state of wat•.
It is only a matter of time when
the City will be compelled to cease
polluting the river with sewage.
Again the increased use of the river
for boating and recreation and gen-
eral esthetic considerations point to
early treatment of sewage before:
discharge into the river.
In considering the softening of
water, we are not primarily inter-
ested in public health or esthetics.
Soft water has a convenience value
and it can be demonstrated that the
savings accruing to the cousutners
in soap and other preparations, the
reduction in heat losses in hot water
heaters and boilers, and the lesser
repairs to plumbing will be consider-
ably more than the cost to the mu-
nicipality for operating and financ-
ing such a plant. It is well to call
your attention to the fact that mod•
ern water softening practice can
definitely retain the palatable taste
of the water.
I recommend that the Council au-
thorize me to obtain engineering
surveys aucl reports, together with
plans and specifications, for a water
softening plant and for a sewage
treatment plant. To that end, I rec•
ouuuend that a contract be entered
into with the consulting engineering
firm of Cousoer, Townsend and
Quinlan of Chicago for the engineer
iug services.

Resolution anti application for au-
thority to levy an emergency tax
for the City of Dubuque.
Whereas, the City Council of the
City of Dubuque has matte a com-
pilation of the expenses which will
be incurred during the fiscal year
beginning April 1, 1944, anti ending
March 31, 1945, including the pay-
~uent of principal and interest upon
outstanding indebtedness, anti tax
levies for the various funds anti
purposes have been determined,
and
Whereas, a serious effort has been
made to keep operating costs as low
as is consistent with good govern-
ment; anti
Whereas, in the past bonds have
been issued in anticipation of some
of the taxes embraced iu the con-
solidated tax levy and the reven-
ues derived from such taxes are
pledged to the payment of such
bonds, as to principal anti interest;
anti
Whereas, payments of $65,000.00
in principal, anti $5,325.00 in inter-
est are to be made clueing the fis-
cal year beginning April 1, 1944,
anti ending March 31, 1945, from the
funds embraced in the consolidated
tax levy; and
ZVhereas, the inadequacy of the
revenues for ordinary purposes re-
maining after the payment of such
principal and interest constitutes an
emergency which requires the levy
of au emergency tax and this Coun-
cil considers the levy of an emer-
gency tas of five-eighths (5/$) mill
to be absolutely necessary; Now,
Therefore,
Be It Resolved by the City Coun-
cil of the City of Dubuque, that the
State Comptroller be and he is here-
by requested to authorize and ap-
prove the levy of an emergency tax
of five-eighths mill in the year 1943
to be approximately $22,215.00, the
same to be used in supplementing
the fiords required for debt service
anti in the manner provided by law.
The foregoing resolution was ad-
opted at an adjourned regular meet-
ing of the City Council of the City

Resolution iVo. 75--43
Be It Resolved By the City Council
of the City of Dubuque:
Section 1. That Dubuque Pack•
ing Company, its successors and as-
signs, be and it is hereby granted
the right and authority to use and
occupy such portion of the westerly
side of Sycamore Street as are nec-
essary for the following purposes:
A. To construct and maintain a
concrete ramp and stairway ap•
proximately eight feet in width,
along the easterly wall of a building
to be constructed on lot 418, East
Dubuque Addition No. 2, said ramp
to commence at the sidewalk level
on the north side of East 16th Street
and to be used as an entrance to
and exit from such building.
B. To construct and maintain a
temporary one story structure, ap-
proximately 20 feet in length and
12 feet in width easterly of the
ramp and stairway above referred
to, to be used as a watchman's ofFice
and for housing employees' time
clocks.
C. The total area of Sycamore
Street to be occupied by such struc-
tures shall not exceed 22 feet and
71/Z inches, measured easterly from
the easterly lot line of lot 418, said
East Dubuque Addition.
Section 2. That said Dubuque
Packing Company, its successors
and assigns, be and it is further
granted the right and authority to
build and construct a concrete curb
beginning at the easterly terminus
of the present stone curb on the
northerly side of East 16th Street
and extending easterly and norther-
ly to connect with the concrete
curb on the westerly side of Syca•
more Street.
Section 3. That said Dubuque
Packing Company, its successors
and assigns, be and it is hereby
granted the right aucl authority to
lay and construct a concrete side-
tivalk beginning at the easterly ter-
minus of the present sidewalk on
the northerly side of East 16th
Street and extending easterly to the
concrete curb on the westerly side
of Sycamore Street; said sidewalk
to conform to the existing sidewalk
as to grade, width and materials.
Section 4. That such structures
shall be constructed under the su-
pervision of the City Manager.
Section 5. That the right to con-
struct and maintain such structures,
as hereby conferred, shall be sub-
ject to the continuous control of
the City Council, reserving the right
to said Council to impose restric-
tions or conditions upon the enjoy-
ment thereof as may be reasonably
necessary for the protection of the
public interests, including the right
to revoke and rescind the grant
hereby made if at any time the pub-
lic interest should require such re-
vocation.
Section 6. As a further consider-
ation for the rights and privileges
hereby granted, said Dubuque Pack-
ing Company, its successors and as-
signs, assumes all liability for dam-
ages to persons or property jvhich
might result from the construction
and maintenance of the structures
hereby authorized, and said Du-
buque Packing Company, at its own
expense, agrees to defend any and
all claims and actions which may
be made or brought against the City
of Dubuque because of the struc-
tures herein referred to, and should
the City be required to pay any sum
as damages on account thereof, said
Dubuque Packing Company shall re-
imburse said City therefore and
shall hold said City harmless firom
such damages.
Section 7. Should the rights and
privileges herein granted be res-
cinded m• revoked, Dubuque Pack-
ing Company, its successors and as-
signs, at its own expense, upon thir-

Be It Resolved By the City Council
of the City of Dubuque:
Section 1. That the Dubuque
Packing Co. its successors and as-
signs, be and it is hereby granted
the right and authority to construct
and maintain stock yards and un-
loading platforms on the westerly
side of Sycamore Street, a distance
of approximately 12 feet easterly
from the easterly lot line of Block 3,
Railroad Addition, and Lot "B" East
Dubuque Addition No. 2, such stock
yard facilities to be an extension
of the existing stock yards located
to the south thereof, and shall, in
all respects, conform to the easter-
ly line of the existing stock yards
and unloading platforms.
Section 2. That such structures
shall be constructed under the su-
pervision of the City Manager.
Section 3. That the right to cor~-

as hereby conferred, shall be sub-
, ject to the continuous control of the
City Council, reseryiug the right
to said Council to impose restric-
tions or conditions upon the enjoy-
ment thereof as may be reasonably

pers published an article which left
the inference you may be revising
the automobile parking ordinance.
The paper last evening again re-
ferred to this matter, inasutttch as
you have been petitioned to permit
regular parking in the vicinity of
Fifth and Iowa Street.
Since you may be wrestling with
some subject of parking, permit us
to suggest that you also consider
the matter of g'iving' our employees
the privilege of parking' on Seventh
Street east of the Court House alley.
As far as we are concerned, it is
hardly necessary to revise the or-
dinance in this respect, if only you
extend us the privilege of parking
in this half block, White Street to
the Court House alley, as long as
the Sanitary Milk Company building
continues unoccupied.
We regret to report there is quite
a little good parking space going
to "waste" in this half block. There
really is room for 13 cars to park
there. As you are probably aware,
the Sanitary Milk Company building
has now been vacant for about
eight months. The former grocery
store on the corner opposite our
office has also been vacant for a
long time, perhaps six or seven
years. We, accordingly, are writ-
ing to suggest that you permit park-
ing in this half block, inasmuch as
these two buildings are vacant.

Whereas, The Council of the City
of Dubuque has duly considered and
caused to be prepared the budget
estimate of expenditures for the fis-
cal year beginning April 1, 1944,
and ending March 31, 1945, as a
basis for the tax levy for the year
1943, the same to be collected the
year 1944, and said budget having
been duly approved by it; ATOw,
Therefore,
Be It Resolved by the City Coun-
cil of the City of Dubuque that said
budget estimated be and the same
is hereby ordered filed in the office
of the Clerk of Dubuque and the
date of public hearing thereon is
hereby fisecl as the 0th day of Aug-
ust, 1943, at 7:30 o'clock P. M., in
the Council Chamber in the City
Hall.
Be It Further Resolved, That
said Clerk be and he is hereby di-
rected to cause said budget esti-
mate of expenditures and proposed
tax levy to be published in the offi-
cial newspapers of the City of Du-
buque and an official notice to be
given of the time and place, when
and where said budget estimate will
Le considered by said Council for
final adoption, at which time and
place taxpayers will be heard for
and against said estimate, said pub-
lication to be not less than ten (10)
days before said date of hearing.
Be It Further Resolved, That in
lieu of all the separate annual le-
vies for the General Fund, the Grad-
ing Fund, the Improvement Fund,
the Sewer b'und, the Electric Light
or Power Fund, the Snow Removal
Fmtd, the Garbage Disposal Fund,
and the Main Sewer Fund, there
shall be levied one (1) tax which
shall be designated as the "Consoli-
dated Fund."

Gentlemen: It being called to
our attention that your Honorable
13ocly, at a nxeeting held on Jttly 9,
1943, dici grant the petition of cer-
tain officials of the University of
Dubuque, requesting that traffic be
curtailed on North Algona Street,
including the only public convey-
ance serving the territory affected.
Ancl as this street is the main
avenue of ingress and egress to a
territory of approximately 24
blocks, and for its entire length is
the main artery in this territory,
and if granted this would preclude
the possibility of this area ever
being served by such public con-
veyance, tending to confiscate
thx•ough devaluation all property
within this area.
We the following residents anti
property holders therefore petition
your august body to reconsider the
action taken on this matter and re-
quest that same be reseindecl anti
that North Aigona Street be not
closed to traffic at any time.
We do not wish this to be con-
strued as an objection to anything ~i
which the Navy deems necessary
to their program and that would
help the ~var effort, but we do ob-
ject to anything of a permanent
nature which would lead to closing
off that part of Algona Street.
It is our thought that any- end
which would be achieved by clos-
ing off the street to traffic could,
with much less effort and without

Resolution No. 74-43
Resolution and application for
authority to levy an emergency tax
for the City of Dubuque.
Whereas, the City Council of the
City of Dubuque has made a com-
pilation of the expenses which will
be incurred during the fiscal year
beginning April 1, 1944, and ending
March 31, 1945, including the pay-
ment of principal and interest upon
outstanding indebtedness, and tax
levies for the various funds and
purposes have been determined,
and
Whereas, a serious effort has
been made to keep operating costs
as low as is consistent with good
government; and
Whereas, in the past bonds have
been issued in anticipation of some
of the taxes embraced in the con-
solidated tax levy and the revenues
derived from such taxes are pledged
to the payment of such bonds, as
to principal and interest; and
Whereas, Payments of $65,OOO.U0
in principal, and $5,325.00 in in-
terest, are to be made during the
fiscal year beginning April 1, 1944,
and ending March 31, 1945, from
the funds embraced in the consoli-
dated tax levy; and
Whereas, The inadequacy of the
revenues for ordinary purposes re-
maining after the payment of such
principal and interest constitutes
an emergency which requires the
levy of an emergency tax, and this
Council considers the levy of an
emergency tax of five-eighths (5/$ )
mill to be absolutely necessary;
Now, Therefore,
Be It Resolved by the City Coun-
cil of the City of Dubuque, that the
State Comptroller be and he is
hereby requested to authorize and
approve the levy of an emergency
tax of five-eighths (S/s) mill in the
year 1943 to be approximately
$22,215.00, the same to be used in
supplementing the funds required
for debt service and in the manner
provided by law.
The foregoing resolution was
adopted at an adjourned regular
meeting of the City Council of the
City of Dubuque on the 6th day of
July, 1943.
