Van Milligen, City Manager SUBJECT: Recommendation on Fire Pumper Purchase DATE: January 19, 2018 The Fire Department released a Request for Proposal to replace a fire pumper and received five responses. After review of all proposals for both custom and commercial fire pumpers, Fire Chief Rick Steines recommends City Council approval to purchase a commercial chassis fire engine from Simon Fire Equipment on a City-purchased International chassis from Thompson Truck and Trailer. Continuing with the longstanding City practice of buying a commercial chassis (International) as opposed to a custom fabricated chassis will save the City $96,500. The $266,991 bid award, with the estimated $15,000 in additional work for striping/ lettering and radio/computer install is an estimated savings of$126,009 from the $408,000 budgeted amount. Van Milligen, City Manager FROM: Rick Steines, Fire Chief DATE: December 27, 2017 RE: Recommendation on Fire Pumper Purchase INTRODUCTION The FY2018 fire department operating budget included funds to replace a fire pumper. The fire department sent out requests for proposal to several manufacturers and posted this information on the City website. Working with the Acting Fleet Maintenance Supervisor, specifications were developed for both a fire pumper on a commercial chassis as well as a fire pumper on a custom chassis. Five vendors submitted proposals which were reviewed by Captain Dennis Bradley and myself. DISCUSSION Of the five vendors one (Feld Fire) was not considered, as they offered a demonstrator model which did not meet our specification. The remaining vendors submitted proposals for both commercial and custom fire pumpers. Due to the wide-ranging methods of manufacture and design from each vendor, we reviewed each proposal and asked for clarification where needed. Each vendor has worked with us to address any questions. During this process we determined pros and cons with each manufacturer's product. Additional costs above these quoted prices will be needed to complete items such as striping/lettering and radio/computer install. The total budget for this replacement is $408,000 (CIP 3501794). I have inserted a table of the proposed prices for your review. Total $279,610 $266,991 $282,574 $324,274 Delivery Time 315 days 415 days 365 days 330 days RECOMMENDATION I am recommending purchase of a commercial chassis fire engine from Simon Fire Equipment on a City-purchased International chassis from Thompson Truck and Trailer. The fire department currently uses six Simon-built pumpers that are similar to the one proposed. This unit comes in well within budget. While a custom chassis provides advantages in turning ability over a commercial truck, we have seen good reliability with commercial chassis at reduced cost. The price shown may change a bit once a final design is approved and exact layout details are agreed upon. This purchase will require the City purchase a chassis as specified by Thompson Truck and Trailer prior to the complete build-out by Simon. This chassis purchase will be $93,500 (which should be subtracted from the Simon total highlighted above). The new pumper will service the downtown area as Engine 501 . 2 ACTION REQUESTED I respectfully request approval to enter into a detailed design phase with Simon Fire Equipment and to agree on a final contract price for a commercial fire pumper.
