1938 March Council Proceedingscial Session, March 5th, 1938 23 OFFICIAL NOfiICE OF THE PROPOSED ANNUAL BUDGET PREPARED SY THE CITY MANAGER AND CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA, FOR THE FISCAL YEAR, 1938.1939. Notice is hereby given that the City Manager of the City of Dubuque has prepared a budget on the basis of estimates of the expenses of the various departments of said City for the fiscal year beginning Aprit 1, 1935, and ending March 31, 1939, and such departmental es- timates show expenses of each department for the pre- ceding year in addition thereto, the City Council has caused to be prepared a budget for said fiscal year on the basis of estimates of the expenses of the several departments of said City, such estimates showing there- in not only the purpose for which the consolidated tax levy authorized by Section G217 of the Code of Iowa 193b is to be used, but in addition thereto, the purpose for which all other tax levies heretofore made are to be used, including revenues for miscellaneons sources, the apportionment of the consolidated tax levy having here- tofore been determined by said Council and incorporated in a resolution for such purpose. This budget will be considered for final adoption by the City Council at a special meeting to be held in the Council Chamber at the City Hall on the 22nd day of March, 1938, at 7:30. o'clock p, m. Any taxpayer objecting thereto or pro, testing to the same, or to any item thereof, or any omission therefrom, shall present his objections to said Council on or I~efore that date. Mayor Chalmers read the call and stated that service thereof had been duly made and that this meet- ing is called for the purpose of con- sidering the Annual Budget for the fiscal year of April 1st, 1938, to March 31st,, 1939, March 5, 1938. To the Honorable Mayor and City Council, Dubuque, Iowa, Gentlemen: In accordance with the provisions of law, as City Man- ager, Ihave prepared an anhua] budget for the fiscal year April 1, 1938 to March 31, 1939, based upon estimated income and expenses far the various departments of the City of Dubuque, including certain chang- es as were approved ands authorized by the City Council. These esti• mates show departmental appropri- ations for each department for the preceding year (1937-38) and also the increases or decreases, as were determined for the ensuing year (1938-39). This budget is submitted to the City Council for tentative approval and the same will be published as required by law in order that objections, thereto, may be made before final action is taken on this budget by the City Council. Resolution Na. 8-38 Whereas, the City Manager has caused to be prepared a budget on the basis of estimates of the ex- penses of the various departments of the City of Dubuque for the fis- cal year- beginning April 1, 1938, and ending March 31, 1939, and such departmental estimates show the expenses.of each department for the preceding year, and the same has been submitted to this Council as a basis for the prepar• aeon of the annual budget required by law to be prepared by the City Council of said City; and Whereas, this Qouncil bas exam- ined such budget and from the in- formation therein contained has prepared its budget for said fiscal year on the basis of estimates of the expenses of the several de- partments of such City, such esti• mates showing therein not only the purpose far which the consolidated tax authorized by Section 6217 of the Code of Iowa 1936 is to be used, but iri addition thereto, the pur- poses for which all other levies heretofore made are to be used and including therein also the esti- mated revenue from miscellaneous receipts and the purposes for~,vhieh the same are to be used, so that said budget shows all of the pro- posed expenditures for the ensuing fiscal year: Now, therefore, Be it resolved by the City Coun- ril of the City of Dubuque: That the Manager's budget be and the same is hereby approved and the City Clerk is hereby di• rected' to cause the budget pre- pared by tht, City Council for the fiscal year beginning April 1, 1938, and ending March 31, 1939,. to be published in the -official newspaper of this City at least once, said publication to be at least two weeks.in advance of the date set herein for final hearing thereon and adoption thereof. Be it further resolved that this Council meet on the 22nd day of March, 1938, at 7;30 o'clock p, m. in the Council Chamber at the City Hall for the purpose of conducting a hearing upon said budget, at which time any taxpayer of said City will be given full opportunity to be heard upon any objections or protests made thereto, or to any item or items thereof, or to any omission therefrom, and after all parties have been hearda said bud- get will be amended or adopted as proposed. This resolution being deemed ur- gent and in the preservation of peace, health, safety and public in- terest shall be in force and effect from and after its adoption and approval by, the City Council, as provided by law. Whereas,. as of the first day of February, 1938, there was a cash balance in the Consolidated Fund of $4,272,14 and no balance at all in the Street•cleaning and Main Sewer Funds; and Whereas, there is now in the hands of the City Treasurer and accredited to the Emergency Fund the sum of $13,523.9f, which is available for transfer to the funds above referred to; and Whereas> there has been repaid to the Bonded Debt Sinking Fund from the Consolidated Fund during the fiscal year, 1937.38, the sum of $19,112.35, being the balance due such Bonded Debt Sinking Fund on account of a transfer heretofore made therefrom to the Consolidat- ed Fund ands because of such pay- ment, adeficiency has resulted in such fund; and Whereas, the Street cleaning Fund has become exhausted be- cause of extraordinary weather conditions resulting in streets and sidewalks being covered with sleet ice and rendering the same danger- ous to vehicular and pedestrian travel, thereby nechssitating the use of street crews by day and night; and Whereas, the tax levy for the Main Sc~vver Fund was inadequate to provide for the maintenance and repairs of the maia sewer system of said City; and Whereas, in order to be able to carry on the various functions and activities of said City as represent- ed by the above funds to the end of the present fiscal year, it will be necessary to make transfers to such funds from the Emergency Fund in the following amounts: (a) to the Consolidated Fund, $6,623.96; (b) to the Street-clean- ing Fund', $5,000.00; (c) to the Main Sewer Fund, $2,000,00; and Whereasy before any transfer can be made from the Emergency Fund to any other fund, an application must be made to the State Comp• troller for authority to make the transfer and his approval secured thereon; Now, therefore, Be it resolved by the City Coun- cil of the City of Dubuque that, subject to the approval of the State Comptroller, there be and therb is hereby transferred from the Emer• gency Fund of the City of Dubuque (a) to the Consolidated Fund the sum of $6,523.96; (b) to the Street• cleaning Fund' the sum of $5,000,00; and (c) to the Main Sewer Fund the sum of $2,000.00, which is now in the hands of the City Treasurer, and the State Comptroller is here- by petitioned to authorize such transfer. March 18, 1938. To the City Manager and City Council, Dubuque, Iowa, Gentlemen; I wish to bring to your attention the sublect of contagious disease control. The necessity of eliminat- ing the V. N. A. has produced a problem of considerable import- ance to your Health Department, for example, if conditions similar to January and February of 1936 were to occur today there would be practically a complete break down in our work. To be specific, 3333 of the 6,756 cases reported in 1935 were iu January and February. At that time we had a staff of 13 Visit- ing Nurses, 4 school nurses, 3 WPA nurses, 4 WPA clerks, besides the Health Director and the Health De• partment stenographer. At the present time, unless extra help was to be employed during a severe epidemic, we would have only 4 School nurses, 1 WPA clerk, besides the Health Director and stenographer to cope with the situa~ tion. The amount of clerical wont necessary on each case of commun- icable disease fa considerable. Usu- a]]y the gaae is reported by tele- phone to the Health Department; then the clerk reports the case by phone to the V. N. A. office, The visiting nurse then visits the home and obtains a complete history of the case. When the card is returned to our office, the clerk sends a notice of gparantine to the school anti makes' a coht~lete record in bur books. She then makes out a his- tory card`to lib sent to the State Department of Health. At the end Of the week she makes out curds for the State Health Depart- ment and U. S. Public Health Ser• vice, when the case is dismissed she sends a notice of release to the school, We estimate that each case means from 3 to 4 telehpone calls. In 1985 it vas necessary to have an extra phone installed. These details are brought to youx atten• tion to illustrate' how it would be impossible for either the office help ot• the 'school nurses to do the neeessary work as in 1935. As a matter of fact, if the nurses had to d0 all the placarding ttiey would have very little time to spend in the schools inspecting children for contagious disease; Another very important problem Confronting us is the fact that the nurses orb only employed for 10 months, and unless proper provi- sion is made we would have no nurses on duty during July and August, It is quite true that I have cited conditions which fortunately do not exist every year. However, this city will probably experience an epidemic of Measles this year, the last ono occurring in 1935. Measles usually occur in 3 year cycles. I therefore recommend for your consideration that the $1,200.00 formerly paid to th0 V. N. A. be appropriated for Health Depart- ment purposes to be aced in em• ploying extra help either clerical or nursing when the need arises, Special Session, March 22nd, 1938 55 I might also add that in times of severe epidemics that even this amount may not be sufficient, Respectfully submitted, W, J. Notice is hereby given that the City Manager of the City of Dubuque has prepared a budget on the basis of estimates of the expenses of the various departments of said City for the fiscal year beginning April 1, 1938, and ending March 31, 1939, and such departmental es- timates show expenses of each department for the pre- ceding year in addition thereto, the City Council has caused to be prepared a budget for said fiscal year on the basis of estimates of the expenses of the several departments of said City, ouch estimates showing there- in not only the purpose for which the consolidated tax levy authorized by Section G217 of the Code of Iowa 1936 is to be used, but in addition thereto, the purpose for which all other tax Levies heretofore made are to be used, including revenues for miscellaneous sources, the apportionment of the consolidated tax levy having here- tofore been determined by said Council and incorporated iu a resolution for such purpose.
