Locust Street Storm Sewer Improvements Project [CIP#2642690, PROJECT#1X0005] DATE: January 18, 2018 INTRODUCTION The purpose of this memo is to seek approval and execution of the Task Order No. 17-03 for IIW, PC (IIW) to provide additional engineering services for the 17th Street/W. Locust Street Storm Sewer Improvement Project, a project associated with the Community Development Block Grant Program Disaster Recovery - National Disaster Resiliency funds for the Bee Branch Watershed Flood Mitigation Project. BACKGROUND In October of 2016, the City Council passed Resolution 362-16 authorizing the execution of the funding contract with the lowa Economic Development Authority (IEDA) for the City's receipt of$23,309,600.00 in Community Development Block Grant Program Disaster Recovery - National Disaster Resiliency funds for the Bee Branch Watershed Flood Mitigation Project. In December of 2016, the City Council authorized the release of an RFP and enter into contract negotiations with an engineering consulting firm to provide services as needed to provide the requisite engineering expertise for the design, bidding, and construction of the 22nd Street/ Kaufmann Ave Storm Sewer Improvements and the 17th Street/W. Locust Street Storm Sewer Improvements and to ensure the completion of the improvements by the June of 2021 HUD National Disaster Resiliency Grant deadline. In June of 2017, the City Council authorized the City Manager to negotiate and enter into a contract with I IW, PC to provide engineering services for the 17th Street/W. Locust Street Storm Sewer Improvements Project and the 22nd Street/ Kaufmann Ave Storm Sewer Improvement Project. In July of 2017, the Engineering Agreement for Technical Services with IIW was executed establishing the terms by which IIW will provide engineering services for the 17th Street/W. Locust Street Storm Sewer Improvements Project and the 22nd Street/ Kaufmann Ave Storm Sewer Improvement Project. I DISCUSSION As outlined in the RFP, IIW will provide surveying and engineering services as needed for the complete design and construction of the HUD-funded infrastructure improvements and that scope will be determined as the City moves through the design of the project. While certain City Engineering staff members have been assigned to help prepare the final design, bid documents, and observe construction of the Infrastructure Improvements, IIW will provide services such as geotechnical, environmental, structural engineering services and generally assist Engineering staff to ensure completion of the improvements by the June 2021 deadline. In order to accommodate changes to the availability of City staff over the next four years, the form of contract with IIW is a "master" Agreement for Technical Services (Master Agreement) and a series of Task Orders to be performed under the terms of the Master Agreement. Task Order 17-01 was approved and executed previously. The scope outlined therein is primarily concentrated to the section between Elm Street and Central Avenue but does include work associated with the entire corridor. It provided for project management (meetings with City staff and coordinating the work of sub-consultants); coordination with utility providers; help with stakeholder interaction (conduct/participate at two public meetings, provide webpage content, etc.); collect 3D topographic survey information for the corridor from Elm Street to Kirkwood Street; archeological/historical screening; geotechnical analysis (soil borings along the entire project corridor); hydraulic modeling; and Phase 1 Environmental Site Assessment for the entire project corridor. The cost to perform the work totals a not-to-exceed fee of $313,807.00. Task Order 17-02 was approved and executed previously. It generally provides for the conceptual design of the entire corridor: 17th Street from Elm Street to W. Locust Street and W. Locust Street from 17th Street to Kirkwood Street. It also includes the preparation of 30 percent and 60 percent plans for the next bid package for the 17t" Street storm sewer improvements which will start at Elm Street where the improvements are currently under construction and extend the west to Heeb Street. The cost to perform the work totals a not- to-exceed fee of $228,169.00. Task Order 17-03 is attached for consideration. Its scope provides for the 60 - 90 percent design and preparation of bid documents for 17th Street from Elm Street to Heeb Street, including the intersection of Elm Street and 17th Street. City Engineering staff will prepare the front-end bid documents and shall distribute plans for bidding. The cost for IIW to perform the work totals a not-to-exceed fee of$225,380.00. Attached to the proposed task order is a detailed breakdown of the proposed fee. Also attached is the combined detailed breakdown of Task Order 17-01, Task Order 17-02, and proposed Task Order 17-03. BUDGETIMPACT The engineering services will be covered using $23,100,600.00 in Community Development Block Grant Program Disaster Recovery - National Disaster Resiliency funds for the Bee Branch Watershed Flood Mitigation Project. These funds are available now 2 I and can be drawn from immediately after making payments to IIW for engineering services. Due to uncertainty of funding and reconstruction limits, some data collection and analysis will terminate at Kirkwood Street insteatl of Rosedale Avenue. Task Order General Description: This task order provides for the 60-90 percent design and preparation of bid documents for 17th Street from Elm Street to Heeb Street, inclutling the intersection of Elm Street and 17�h Street. Plan production shall utilize OWNER/ Statewide Urban Design and Specifications(SUDAS)standartls including the OWNER contract bid documents antl spreadsheet for construction cost estimates, OWNER shall prepare front end bid tlocuments and shall distribute plans for bitlding. Plans shall be preparetl in 2017 Civi13D. Scope of Services 1. Project Management a. Submit application for lowa Department of Natural Resources(IDNR) permits for sanitary sewer and water main modifications for 17�h Street from Elm Street to Heeb Street. OWNER to pay all permit fees, b. Prepare and submit IDNR permits for erosion control (NPDES)antl City ESC Permits. 2. Stakeholder Interaction a. Contluct one-on-one meetings with property owners. b. Coortlination with OWNER for public involvement and placement of business signs, 3. Engineering Analysis a. Conduct a Phase 1 Environmental Site Assessment (ESA) in accordance with ASTM E-1527-13 on Locust Street from Kirkwood Avenue to Rosedale Avenue. b. Hydraulic Modeling-Sanitary Sewer: Evaluate the OWNER's existing XPSWMM sanitary sewer system model in the project corridor sewershed on 17�h Street from Elm Street to Locust Street; and on the Locust Street corridor from 17�h Street to Rosedale Avenue. Update the OWNER's existing XPSWMM sanitary sewer model to incorporate sewers recently constructed in the project sewershed and proposed sewer construction in the project sewershetl. Provide up to 2 sanitary sewer routing and sizing alternatives for the project corridor on 17th Street from Elm Street to Locust Street; and on the Locust Street corridor from 17�h Street to Rosedale Avenue. 4. Data Collection a. Topographic survey data collection took more t��e than �nticipated because of the �elay in �tiljty �n��tip� �A��a��;n� multiple trips to the site. This results in an increase in cost of the task identified in Task Order 17-01 as Topographic and Boundary Survey Data Collection and Base Map Creation. This task will invoive the compilation of data on previous research and a discussion of architectural features and archaeological sites that may be of concern in or immediately adjacent to the project area. The format will follow Exhibits A and B previously provided by the OWNER, This task will not involve intensive survey, archaeological field investigation, evaluation of architectural resources, updating of site inventory forms, or the preparation of a formal final project report, Information presentetl will include the following: • A listing and brief description of previously evaluated architectural properties in the immediate vicinity of the project area • Brief(reconnaissance-level)examination of other architectural resources in the vicinity • Map showing provitled APE boundaries antl historic property locations • Photographs of historic properties • Copies of previously compieted Site Inventory Forms for historic properties adjacent to the area of tlisturbance, as well as the three Historic District forms if they are available • Brief summary of known archaeological sites and assessment of potential for archaeological resources in the project area • Desktop assessment to determine archaeological sensitivity, including the Jackson Park area, antl avoidance of adverse effects to archaeological sites 5. Design and Construction Documents a. Prepare an Opinion of Probable Construction Cost(OPCC) at the 90 percent level of completion and bitl set level for 17th Street Storm Sewer Improvements(Elm Street to Heeb Street)for applicable design elements. b, Prepare 90 percent and final drawings and specifcations for water main, sanitary sewer, storm sewer, street lighting, and fiber optic construction for 17�Street Construction from Elm Street to Heeb Street. c, Prepare final drawings in ACAD Civil 3D 2017 for 17�h Street Construction from Elm Street to Heeb Street. d. Prepare a material handling specification for hazardous materials for 17�Street Construction from Elm Street to Heeb Street. 6, Bidding and Award a. Preparation of addenda antl answer questions during bitltling related to design services provided for 17th Street Construction-Heeb Street to Elm Street. b. Attend pre-bid meeting, prepare minutes for distribution, c. Conduct bid opening, and tabulate bids, tl. Assist with preparation of inemo to council for public hearing. Evaluate Bid results and assist with preparation of inemo to council for consideration of bitl award. 7. Easements a. Prepare temporary easements, a strip map with areas and dimensions listed rather than individual easement exhibits for each parcel. b. For the portion from Elm Street to White Street,evaluate comparable properties,coordination with OWNER to determine equitable offer price and documentation to be in conformance with the Uniform Act. Prepare a spreadsheet summarizing calculations and prices to be offered.
