staff to issue a change order to the existing construction contract and authorize
Renaissance Construction Corporation to proceed with the construction of the River's
Edge Plaza alternate components.

River's Edge Plaza Project Construction Alternate
INTRODUCTION
Staff is requesting the consideration of City Council to proceed with the construction of the
alternate phase River's Edge Plaza project. The enclosed resolution authorizes staff to issue a
change order to the existing construction contract and authorize Renaissance Construction
Corporation to proceed with the construction of the River's Edge Plaza alternate components.
BACKGROUND
Sealed bids were received on the River's Edge Plaza project on September 14, 1999. The
following is a summary of the bids received:

The construction contract was awarded to Renaissance Construction for the base bid component
only. The alternate phase of the project, in the amount of $121,288.50, was not awarded at that
time due to uncertainty with the new casino owners and hotel development.

DISCUSSION
Steve Boge of Renaissance Construction has agreed to honor his bid original trait prices from
September 14, 1999, if the City proceeds with the alternate phase of the project.
The alternate phase of the project is located between the floodwall and the Welcome Center
building. The alternate includes the removal of the existing sidewalk, constructing a small plaza
area adjacent to the floodwall, constructing new sidewalk from the plaza area to the Welcome
Center and the installation of three (3) ornamental light fixtures. The esthetic appearance of the
alternate components will match those of the base bid (River's Edge Plaza), including buff
colored field areas, quarry red accent banding and a stamped slate texture surface.
Corporation Counsel has advised that the City can issue a change order to the existing contract
and authorize Renaissance to proceed with the construction of the alternate components, subject
to City Council approval.
BUDGET IMPACT
If the City authorizes Renaissance proceed with the construction of the alternate components, the
project cost summary for the River's Edge Plaza project is as follows:

The total construction cost with the alternate bid is approximately $698,389, which is
approximately $161,000 over budget. There exists sufficient contingency in the remaining
components of the Riverwalk project to cover the overage, should the City Council decide to
proceed at this time. If this phase of the project is delayed, it is expected that the cost would
increase over the 1999 price significantly.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolution authorizing staffto issue a change
order to the existing construction contract and authorize Renaissance Construction Corporation to
proceed with the construction of the River's Edge Plaza alternate components.

RESOLUTION NO.143-01
A RESOLUTION APPROVING A CHANGE ORDER TO THE
RIVER'S EDGE PLAZA PROJECT
Whereas, in September, 1999, the City Council awarded a construction
contract to Renaissance Construction for the construction for the River's Edge
Plaza; and
Whereas, the City Council now wishes to amend said contract.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF DUBUQUE, IOWA:
Section 1. That in September, 1999, the City Council awarded a
construction contract for the River's Edge Plaza in the amount of $478,349.50.
Section 2. That the City Council now wishes to amend said contract by
adding a change order to the project to construct a small plaza area adjacent to
the floodwall, consisting of new sidewalk from the plaza area to the Welcome
Center and the installation of three ornamental light fixtures.
Section 3. That the cost of the change order shall be $121,288.50.
Section 4. That the City Manager is hereby authorized and directed to
sign a change order to the River's Edge Plaza Project in the amount of
$121,288.50.
