Urban Revit Expansion ProgramCITY OF DUBUQUE, IOWA MEMORANDUM April 9, 2001 TO: FROM: SUBJECT: The Honorable Mayor and City Council Michael C. Van Milligen, City Manager Expansion of the Urban Revitalization Program On February 19, 2001, the City Council approved the expansion of the Urban Revitalization Program to include all historic districts. A map of the historic districts and the existing Urban Revitalization areas is enclosed for your information. After meeting with City staff and the Chairperson of the Historic Preservation Commission to discuss implementation of this initiative, I have learned that each of the existing Urban Revitalization areas has one or more unique provisions. These differences appear to be related to the types of buildings and mix of uses within the individual areas. Before beginning this effort, I believe that the Historic Preservation Commission should review the differing provisions for the existing Urban Revitalization areas. The Commission then can make a recommendation to the City Council on whether to use a common set of provisions for all Urban Revitalization areas, or to have unique provisions for individual areas. I recommend that the City Council refer this question to the Historic Preservation Commission for their review and recommendation. Sincerely, Michael C.
