Council,
Dubuque; Iowa,
Gentlemen; Numerous requests
fot• oiling .of streets to settle the
dust and for the tarring or asphalt-
ing of macadam streets to provide
better tiding surface have been re-
ceived the past several months.
Work of this nature is not provid•
ed for in the annual budget. Some
few streets have been treated as
petitioned. for, but the greater unm-
ber have not been touched and
as a result a few property owners
have been pleased and the greater
number offended.
This type of work is, after all,
an improvement and should not be
considered in any different manner
tlian that of a higher type of im-
provement. The, difference is only
one of degree and therefore I rec•
ommend that the Council adopt a
policy of considering all surfacing
of streets as a special assessment
proposition.

er to succeed Carl F. Bartels. As
Yon know, it will be necessary to
call upgn the Civil Service Cqm-
missi0n to hold a competitive ex-
amination for this position within
a 90 day period and for them to
furnish an gligible .list following
such examination.
At this time I Yeel that it is
opportune that the entire inspec-
tion service be investigated with
a view to working out consolida-
tions that will promote economy
and efficiency. It is my thought
that the Building, Plumbing and
Electrical Departments should sub-
sist on its own fees and be self-
supporting. Daring the fiscal year
1936-37 upwards of $0,000.00 was
paid out in salaries and $3,421.00
collected in fees. Then, too, cer-
faitr functions of the Health De-
partment having to do with sani-
tary inspection are, in a large
measure, overlapping work of the
Plumbing Inspector.
Besides the matter of salaries,
we must realize that each office
holder is not only a potential spen-
der, but an actual one. Frgm this
paint of view, I recommend that
your Honorable Body take the nec•
essarY steps to amend the various
codes and effect the most econom•
ical and, efRcient consolidation of
inspection service of the city.

Whereas, the Council of the City
of Dubuquo caused to be prepared
and published, as provided by law,
the Budget Estiruate of Expendi-
tures for tho fiscal year beginning
April 1, 1938 and ending March 31,
1939,, and the hearing upon said
Budget Estimate was fixed far the
9th day of August, 1937, at 7:30
o'clock P. M, at the Council Cham-
ber in the City Hall; and
Whereas, this being the time and
plats for said hearing, said Budget
Estimate was taken up for final
consideration by the Council; and
Whereas certain taxpayers ap-
peared at this hearing and filed
and presented objections to said
Budget Estimate directed at cer-
tain items therein; and
Whereas, all taxpayers and per-
sons appearing at this hearing
were given an opportunity to be
heard either in favor of or against
said estimate; and
Whereas, this Council, after fall
and complete discussion bas
weighed and considered all objec•
lions made to said estimate; Now
Therefore,
Be it resolved by the City Coun•
cil of the City ¢f Dubuque that
all objections ;node and filed by
taxpayers. to said estimate be and
the same are overruled and said
objections are ordered received and
filed:
Be it further resolved that the
Budget Estimate of Expenditures
for the fiscal year beginning April
1, 1938, and ending March 31, 1939,
as heretofore prepared and pub-
lished be and the same is hereby
finally approved and adopted and
the Mayor and Clerk are directed
to certify the same to the Auditor
