The application, staff report and related materials are attached for your review. Discussion The applicant spoke in favor of the request and reviewed the proposed plat. Staff reviewed the submitted plat of survey, noting that access to Lot 1-5 is from Patdcia Ann Drive and that Lot 2-5 is part of Edwards Cast Stone Company's parking lot. Staff also noted that both lots lack the required 60 feet of street frontage. The Zoning Advisory Commission discussed the request, noting that the lot split will not adversely impact adjacent property. Recommendation By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council approve the request, with the waiver of the 60-foot frontage requirement for both lots,. A simple majority vote is needed for the City Council to approve the request. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That Section 42-19(b) of the Subdivision Regulations is waived to allow Lots 1 of 5 & Lot 2 of 5 to have 34.6 and 50.2 feet of frontage respectively, where 60 feet is required. Section 2. That the plat of survey of Lots 1 of 5 & 2 of 5 of Patdcia Ann Subdivision No. 2 is hereby approved, and the Mayor and City Clerk are hereby authorized and directed to endorse the approval of the City of Dubuque, Iowa upon said final plat. Kritz, Associate Planner--~'~")~' Plat Survey of Lot 1 of 5 and Lot 2 of 5 of Patricia Ann Acres Subdivision No. 2 INTRODUCTZON The submitted plat of survey splits the existing Lot 5 of Patdda Ann Acres Subdivision No. 2 into two lots. Lot 2 of 5 is 7,973 square feet in size and a portion of the parking lot for Edwards Cast Stone Company is located on this lot. The balance of property is contained in Lot 1 of 5, which is approximately 6.5 acres in size. Neither lot has suffident lot frontage as required by the City of Dubuque Subdivision Regulations. DTSCUSS~ON The submitted plat of survey of Lot 1 of 5 and Lot 2 of 5 of Patdcia Ann Acres Subdivision No. 2 splits an existing lot into two smaller parcels. Lot 2 of 5 is currently zoned Planned Industrial, while Lot I of 5 is zoned R-1 Single-Family Residential. As recently as 1990, the property designated as Lot :[ of 5 was anticipated to be developed for single-family homes. Lot :[ of 5 has 50 feet of lot frontage on Patricia Ann Drive. City records indicate that a street would have been built connecting to Patdcia Ann Drive and extended to the southwest to serve the area now included in Lot 1 of 5. The submitted plat of survey does not prevent future development of Lot 1 of 5 for residential purposes. RECOI~! f-IENDAT:ZON Planning Staff recommends the plat of survey of Lot 1 of 5 and Lot 2 of 5 of Patricia Ann Acres Subdivision No. 2 be approved subject to waiving lot frontage requirements for Lot 1 of 5 and Lot 2 of 5.
