INTRODUCTION:
The purpose of this memorandum is to submit to you a copy of the proposed ordinance
changes and a recommendation that ordinance changes anticipated for FY2019 take
effect on July 1 , 2018.
DISCUSSION:
In our budget request for FY2019 we are requesting a 3% sewer rate increase. The
effect of the amendment changes, based upon the 3% increase, is on the attached
page. The ordinance changes would revise Section 13-2C-3(B) and Section 13-2C-
3(C)(7) of the Code of Ordinances increasing basic wastewater charges for residential,
commercial and minor industrial users from $4.89 to $5.04 per ccf, rate per each gallon
from $ .00654 to $ .00674.
RECOMMENDATION:
I recommend that you approve the proposed ordinance changes and submit them to the
City Council for approval at their February 28, 2018 budget hearing.

UTILITIES, CHAPTER 2 SEWERS AND SEWAGE DISPOSAL, ARTICLE C RATES,
SECTION 13-2C-3 RATES ESTABLISHED
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. Section 13-2C-3 of the City of Dubuque Code of Ordinances is hereby
amended to read as follows:
13-2C-3: RATES ESTABLISHED:
Contributors whose property lies within the corporate limits of the city, except as otherwise
provided in this article, shall pay to the city at the same time payment for water services
is made, a sewer service charge computed on water consumption on the following rates:
