INTRODUCTION
The purpose of this memorandum is to provide updated information related to the Fiscal
Year 2019 property tax comparison for the eleven largest cities in lowa.
DISCUSSION
The Recommended Fiscal Year 2019 Citizen's Guide presented the recommended
Fiscal Year 2019 property tax rates for the eleven largest cities in lowa as follows:

cases, the property tax rates changed from what information was previously provided.
The adopted Fiscal Year 2019 property tax comparison for the eleven largest cities in
lowa is as follows:

Dubuque has the SECOND LOWEST property tax rate as compared to the eleven
largest cities in the state. The highest rate (Council Bluffs) is 72.48°k higher than
Dubuque's rate, and the average is 44.99°k higher than Dubuque. Dubuque's adopted
FY 2019 property tax is $10.5884 (decrease of-2.79°k from FY 2018).
*Includes the transit tax levy adopted by the Des Moines Area Regional Transit Authority for comparability.

The updated property tax rates changed the property taxes per capita comparison for
the eleven largest lowa Cities. The taxes per capita amounts changed; however, the
ranking order did not change. The updated property taxes per capita comparison is as
follows:
