INTRODUCTION
The attached resolutions authorize the initiation of the public bidding procedure for the
22"a Street Storm Sewer Improvements Project (Elm to White).
BACKGROUND
In January 2016, the State was awarded $95.7 million in HUD National Disaster
Resiliency Competition grant funds. Per the award, the City of Dubuque is to receive
$23.1 million for storm water infrastructure improvements associated with the Bee
Branch i11�'atersh�d Fiood Mitiyation r�roject. The infras'rructure impr�vements are as
follows:
1. Bee Branch Railroad Culvert Infrastructure Improvements involving the
installation of culverts from the Lower Bee Branch Creek, through Canadian
Pacific Railway property, to the Upper Bee Branch north of Garfield Avenue;
2. 22nd Street/Kaufmann Ave Storm Sewer Improvements involving the installation
of a large diameter storm sewer from 22nd & Elm up Kaufmann Avenue to the
Kaufmann & Kane intersection. The work includes inlets and local sewer
connections to the storm sewer and the complete reconstruction of the street and
other underground utilities along the street right-of-way corridor.
3. 17t" Street/W. Locust Street Storm Sewer Improvements involving the installation
of a 96-inch diameter pipe from the Lower Bee Branch Creek through the
Canadian Pacific Railway tracks to 17t" Street then to the west along 17t" Street
and finally west along W. Locust Streef towards Angella St. The work includes
inlets and local sewer connections to the storm sewer and the complete
reconstruction of the street and other underground utilities along the street right-
of-way corridor.
In October of 2016, the City Council passed Resolution 362-16 authorizing the
execution of the funding contract with the lowa Economic Development Authority (IEDA)
for the City's receipt of$23,309,600.00 in Community Development Block Grant
Program Disaster Recovery - National Disaster Resiliency funds for the Bee Branch
Watershed Flood Mitigation Project.
DISCUSSION
The 22�d Street Storm Sewer Improvements Project is one phase of the Bee Branch
Watershed Flood Mitigation Project. The project involves the replacement of the existing
storm sewer with a large diameter storm sewer and additional storm drains (intakes)
from the Lower Bee Branch Creek along 22"d Street from Elm Street to White Street.
Improvements will continue up Kaufmann Avenue to Kane Street in a future phase. This
work will require the relocation and reconstruction of existing underground utilities to
provide the necessary space for the larger storm sewer. It will also require the complete
removal and subsequent reconstruction of the street.
The improvements will be constructed in multiple phases. Phase I involves the
construction of improvements on 22nd Street from Elm Street to White Street. See
attached public outreach letter. Phase I improvements include construction of
approximately 714 linear feet of 10-foot by 6-foot concrete box culvert (either cast-in
place or precast) with cast in place connections on both the west and east ends of the
project. The project also includes local storm sewer and intakes, roadway reconstruction
(with the option of either asphalt surfacing or PCC surfacing), PCC driveway, sidewalk,
and curb ramp reconstruction, PCC wall, railing, and step construction, water main
replacement, sanitary sewer replacement, temporary storm water management,
dewatering, mobilization, electrical conduits, fiber vaults, traffic signal replacement,
miscellaneous restoration, erosion control, and traffic control.
The project will have internal traffic control stages to minimize the inconvenience to
citizens driving across the corridor. For example, If the 22"d street and Washington
Street and 22�d street and Jackson Street intersections are closed for construction,
White Street and Elm Street will remain open to traffic.
Additional phases will continue along 22�d street frorn White Street to Kane Street on
Kaufmann Avenue. These additional phases of construction will occur in 2019 and
2020.
PUBLIC ENGAGEMENT
The Engineering staff held a public information meeting for this project on August 22,
2017 at Comiskey Park. Several letters were sent to property owners and residents in
the affected properties on the project before the public meeting and since. Engineering
staff also held "office hours" so questions could be asked individually by property
owners if needed. A project website is located at:

Branch Flood Mitigation area of the City's website.
There will be a need to acquire temporary construction easements for some properties.
These easements will be acquired prior to construction. Property rights letters and

related temporary easement documentation have been mailed out to property owners.
The City will follow the procedures outlined with the lowa DOT in acquiring temporary
construction easements.
PROJECT SCHEDULE
The schedule for Phase I has been developed in coordination with the owners of the
properties immediately north and south of 22�a Street from Elm Street to White Street.

Final Project Completion November 17, 2018
Subsequent phases will follow in 2018. As noted, all of the improvements for all phases
must be complete by June 30, 2021.

I recommend preliminary approval of the proposed plans, specifications, form of

PRELIMINARY APPROVAL OF PLANS, SPECIFICATIONS, FORM OF CONTRACT,
AND ESTIMATED COST; SETTING DATE OF PUBLIC HEARING ON PLANS,
SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED COST; AND
ORDERING THE ADVERTISEMENT FOR BIDS
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
The proposed plans, specifications, form of contract and estimated cost for the
22nd Street Storm Sewer Improvements Project (Elm to White) in the estimated amount
of $4,267,144.00 are hereby preliminarily approved and ordered filed in the office of the
City Clerk for public inspection.
A public hearing will be held on the 2nd day of April, 2018, at 6:00 p.m. in the
Historic Federal Building Council Chambers (second floor) 350 W. 6th Street, Dubuque,
Iowa, at which time interested persons may appear and be heard for or against the
proposed plans and specifications, form of contract and estimated cost of said Project,
and the City Clerk be and is hereby directed to cause the attached notice of the time and
place of such hearing to be published in a newspaper having general circulation in the
City of Dubuque, Iowa, which notice shall be published not Tess than four days nor more
than twenty days prior to the date of such hearing. At the hearing, any interested person
may appear and file objections to the proposed plans, specifications, form of contract, or
estimated cost of the Project.
The 22nd Street Storm Sewer Improvements Project (Elm to White) is hereby

The amount of the security to accompany each bid shall be in an amount which

Ave. This area will be under construction starting in the spring of 2018. Please read the information
below to learn how this infrastructure improvement project will impact you.
About The Project
The 22nd St./Kaufmann Ave. storm sewer capacity improvement project is one phase of the
Bee Branch Watershed Flood Mitigation Project, a multi-faceted approach to addressing the
severe and frequent flash flash flooding experienced in the watershed. The Bee Branch Creek
Greenway was finished in July 2017. The restored creek and floodplain channels storm water
safely out of the neighborhood during rain events. Now that the creek is finished and there ' '•
is additional capacity for storm water downstream, improvements can safely be made to the
storm sewer system upstream.
Why Is The Project Needed?
As it runs down Kaufmann Ave., storm water can form what resembles a river on 22nd St. from Central Ave. to
Elm Street. Installing a larger storm sewer and additional high-capacity storm drains will help alleviate the flash
flooding frequently experienced on the street. Currently, the storm sewer is not large enough to handle even a
moderate rain event.
Project Details
A new concrete box culvert will be installed along 22nd St. from Elm St. to Central Ave. continuing up Kaufmann
Ave. to Kane Street. High-capacity storm drains will be placed in the grass terrace along Kaufmann Ave. to
capture overland drainage and several standard single-grate storm drains will be installed. The project requires
total street and sidewalk reconstruction and the relocation of underground utilities along the entire length of the
project. Construction will be completed in phases starting at Elm St. in the spring of 2018.
