Mt. Carmel Sanitary Sewer Extension
Sealed bids were received on the Mt. Carmel Sanitary Sewer Extension project. Public
Works Director Mike Koch recommends the award of the contract to the Iow bidder,
Connolly Construction of Peosta, Iowa, in the amount of $272,288.50.
In 1994 the City Council authorized a process whereby all homes in Dubuque would be
provided access to the sanitary sewer system. Many of these properties were not
served by City sewer because they had been annexed over the last 20 years, or they
could only be served at great expense.
This project is one that can only be accomplished at great expense. The cost is almost
$30,000 per property, with assessments as high as $17,802.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution provides for the award of the construction contract for the
Mt. Carmel Sanitary Sewer Extension Project.
BACKGROUND
During a 1994 City Council worksession, it was referenced that the Mt. Carmel
sewer project would be a challenging, very expensive installation due to the
presence of rock, great length of sewer to service the dwellings, and the required
pumping. The attached background provides information on such difficult, costly
projects. (Notes: In 1994, 240 unsewered developed areas of the City of Dubuque
were identified. Subsequently, 39 additional homes were found without sewer.
Since 1995, approximately 50 percent of these 279 homes have been connected to
sanitary sewer service).
The City held three informational and design meetings with the neighborhood in the
last few months. Engineering opted for two possible alternatives to serve this area
with sewer. One of the alternatives was a Iow-pressure sewer system. This
system would be identical to that used on the Villa, Edina, and the upcoming Oak
Street project. The consensus of the group was to use the Iow-pressure sewer
system, which is the most economical system and provides minimal impact to
properties.
The project provides for the extension of approximately 3,610 feet of 1-1/4", 2",
and 3" sanitary sewer forcemain pipe in the Mt. Carmel area. This extension
provides for the service to 10 homes currently on septic system and 2 vacant lots:
The project also includes the extension of 1-1/4" forcemain from each pumping
station to the forcemain for each property assessed.
DISCUSSION
Sealed bids were received for the project on April 5, 2001. The results of the
bidding process are as follows:

The Iow bid submitted by Connolly Construction of Peosta, Iowa is 9.12% above
the engineer's estimate; The completion date for the project is September 28,
2001.
RECOMMENDATION
I would recommend that the City Council award the contract for the Mt. Carmel
Sanitary Sewer Extension Project to Connolly Construction of Peosta, Iowa, in the
amount of $272,288.50.

The total estimated City share for the project as outlined is ~198,501.85. The
Fiscal Year 2002 City appropriation for the project is $121,000. The unfunded
balance of $77,501.85 will be funded from a Capital Improvement Project for
Sanitary Sewer Extensions for New Developments with a current balance of
$881,849.
The City's new poIicy for the use of connection charges versus special assessment
for non-benefit projects is also incorporated into this project. This policy, adopted
by City Council as part of the Chicago Street project, avoids the difficulty of
identifying special benefit to vacant properties and non-buildable lots. A connection
fee is established in lieu of special assessments at the time of project construction
and allows for the delay or elimination of payment for properties that do not benefit
from the sanitary sewer project. When the use of a property changes, and a service
connection is needed, the connection fee would be due at that time. The initial cost
to the City for this policy is $25,205.70, which will be credited as connection fees
are paid.

contract for the Mt. Carmel Sanitary Sewer Extension to Connolly Construction.

AWARDING CONTRACT
Whereas, sealed proposals have been submitted by contractors for the Mt. Carmel
Sanitary Sewer Extension Project pursuant to Resolution No. 112-01 and notice to bidders
published in a newspaper published in the City of Dubuque, Iowa on the 23m day of March,
2001.
Whereas, said sealed proposals were opened and read on the 5th day of April,
2001, and it has been determined that the bid of Connolly Construction of Peosta, Iowe, in
the amount of $272,288.50 was the lowest bid for the furnishings of all labor and materials
and performing the work as provided for in the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Connolly Construction
and the Manager be and is hereby directed to execute a contract on behalf of the City of
Dubuque for the complete performance of the work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's bond, the
City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful
bidders.

SUBJECT: Unsewered Developed Properties in the City of Dubuque
The City of Dubuque currently has approximately 240 dwelling units where City
sanitary sewer is not available. These 240 units are located in 27 distinct
.areas. Since the t979 annexation the City has undertaken an'extensive sanitary
sewer Capital Improvement Program to service these recently annexed areas. These
include such project areas as Crescent Ridge, Cedar Cross Road, Liberty Street,
Sheridan Road, Peru Road, Roosevelt Ro~d, Kennedy Court, Walker Street, Center
Grove, and Inwood.
Included in the City's current five year Capital Improvements Program are eight
sanitary sewer projects some within the more recently annexed areas, and some in
the older parts of the City. In the next year, C.I.P. projects will include
Hogrefe Street, Julien Dubuque Drive, Olympic Heights and Kelly Lane/Pego Court.
In Fiscal Year 1996 through 1998 sanitary sewer projects will include Manson
Road, Bonson Road, Rockdale Road and Chicago Street. In total, the current five
year Capital Improvement Program budget includes 108 of the 240 dwellings not
currently serviced by sanitary sewer.
Also, included in the upcoming proposed Capital Improvements Program will be two
projects in Fiscal Year 2000, which include Louise/Louella and Monroe Streets.
Moore Heights and Oak/Rising Streets are under consideration for Fiscal Year
2001. These four projects will service another 27 homes. Therefore, t35 out of
the 240 dwellings within the City and currently not served by sanitary sewer are
projected to have sewer available in the upcoming 6 years.
The remaining projects can be broken down into four distinct types of projects:
Areas that require pumping.
Areas requiring very costly and difficult construction due to the
presence of rock.
Areas which require a great length of sewer to service the dwelling.
Projects that service a limited number dwellings.
Projects of the first type are in areas which are outside the drainage basins
within the City of Dubuque sanitary sewer collection system and therefore require
pumping. These areas include the Dubuque Arboretum, Nightengate Lane, and
Richards Road. These projects would require pumping due to the extreme length
of sewer required to service the area by gravity.
The second type project is where Sahit2ry s~wer most likely was not installed
initially because of the excessive rock excavation needed to construct these
sanitary sewers. Areas that require an excessive amount of rock would be Eagle
Point Drive, Florence/Villa/Mt. Lane area, Laurel Street, Mt. Carmel Drive,
Sunset Ridge and Madison Street. These areas include 68 dwelling units. The
total estimated cost for these sewer projects would be approximately
$1,325,000.00.
An example of one project requiring excessive rock excavation is Sunset Ridge.
This project was originally designed in the late 1970's. tt was determined at
the time from informational meetings with residents that they were opposed to
this project due to the extraordinarily high assessment projections. Assessments
ranged as high as $25,000.00 for this project. At the time, due to the
overwhelming negative response from the residents it was decided that the project
would not be economically feasible.
The third type project requires great lengths of sanitary sewer to serve the
area. These areas would include the Leisure Services office at Bunker Hill,
Cedar Cross Road, and Miller Road area. These sewers would require a great
'length of sanitary sewer to service the area. Only seven buildings would be
serviced by these three projects totaling approximately $250,000.00 and requiring
over 3,000 feet of sewer.
The fourth type project includes areas which serve only a limited number of users
not currently serviced. These would include Edwards Road, J.F.K. near 32nd and
Northwest Arterial, and Radford Road and Pennsylvania area. These three projects
would only service seven dwellings at a cost of $112,500.00.
The City Engineering staff has been undergoing a comprehensive sanitary sewer
Capital Improvement Program to provide service to previously unsewered developed
areas within the City.
Attached you will find a location map showing the developed areas not currently
serviced by sanitary sewer. In addition, you will find enclosed a fact sheet
showing the project cost summaries for the proposed projects outlined.
City staff will continue to develop future Capital Improvement budgets to provide
sanitary sewer service to the remaining areas of the City as needs arise and to
the extent that the projects can be funded by the City and through special
assessment.

INTRODUCTION
The enclosed resolutions initiate the public bidding procedure for the
extension of sanitary sewer to service the Mt. Carmel Street area.
BACKGROUND
The City held two informational and design meetings with the neighborhood
on February 7 and February 20, 2001. City Engineering reviewed two
possible alternatives to serve this area with sewer. One of the alternatives
was a Iow-pressure sewer system. This system would be identical to that
used on the Villa, Edina, and the upcoming Oak Street project.
A Iow-pressure sanitary sewer system provides a cost-effective alternative to
a gravity sanitary sewer. Due to the terrain and the elevation of homes in
the area, deep rock cuts are needed to serve the area with a gravity sanitary
sewer. These rock cuts escalate the cost of the gravity system to over
$200,000 of the row-pressure system option. In addition, it was felt that
due to the relative elevations of the buildings and the location of the sewer
on Mt. Carmel, the area would sustain substantially less disruption to the
trees and yards in this area with a Iow-pressure system.
Due to the presence of rock, current location of present septic systems, and
the floor elevations relative to the street, a gravity system would be cost-
prohibitive. It is estimated that the overall project cost for a Iow-pressure
sewer system should result in at least a 60 percent overall cost-savings.
Construction of a Iow-pressure sewer system would eliminate the need for
8" diameter piping; the installation would include a small pumping station at
each property, pumping sewage into the forcemain on Mt. Carmel. The City
will need to secure easements from each property owner to install and
maintain the pump stations and forcemain. Property owners would be
responsible for connecting and wiring their gravity service to their pump
station. The City would own the pumps.
This project was recently approved for the Fiscal Year 2002 Capital
improvement Program. We propose to bring this project to Council early to
take advantage of the current bidding climate.
Based on experience, maintenance costs for such units are approximately
$30 annually. Since the City would own the pump, the City would be
responsible for maintenance; however, this cost is justified by the initial
front-end City savings for such a project. Annual energy consumption for
such a system is approximately $10 per year; this cost will be borne by the
property owners. To maintain the system in case of a pump failure, the City
would have back-up units and would have local plumbers experienced in
pump replacement.
DISCUSSION
The project provides for the extension of approximately 3,610 feet of 1-

shown on the attached map. This extension provides for the service to 10
homes currently on septic system and 2 vacant tots.
The project includes extension of 1-1/4" forcemain from each pumping
station to the forcemain for each property assessed. The assessments are
proposed at a rate of $118.68 per foot. This cost is a typical assessment
cost due to the presence of rock, and the fact that connection to the City's
system will be made near the septic system versus the property line.
Upon completion of this project, property owners will be notified by the
Health Services Department that they are required to connect to the sanitary
sewer. They will be given up to a year to complete the connection, unless
they have a septic tank, which meets the current Health Department
regulations. In that case, they will receive up to a 15-year deferment. The
cost of the lateral connection and wiring from the homes to the pumping
station is the responsibility of the property owner.

I would recommend that the City Council give preliminary approval of the
Resolution of Necessity and establish April 16, 2001 as the date for the
public hearing.

During the two informational meetings, the need to acquire easements from
all property owners requiring a pump was discussed. Eminent domain
proceedings will only be used as a last resort if easements cannot be
acquired through the negotiation process.
In order to keep the project on schedule, I would recommend that the City
Council authorize the Corporation Counsel to institute eminent domain
proceedings to acquire the above easements should negotiations fail.
Negotiations will continue with the property owners, and eminent domain
proceedings would be utilized only as a last resort.

The total estimated City share for the project as outlined is $175,714.35.
The Fiscal Year 2002 City appropriation for the project is $121,000. The
unfunded balance of $54,714.35 will be funded from a Capital Improvement
Project for Sanitary Sewer Extensions for New Developments with a current
balance of $881,849.
The City's new policy for the use of connection charges versus special
assessment for non-benefit projects is also incorporated into this project.
This policy, adopted by City Council as part of the Chicago Street project,
avoids the difficulty of identifying special benefit to vacant properties and
non-buildable lots. A connection fee is established in lieu of special
assessments at the time of project construction and allows for the delay or
elimination of payment for properties that do not benefit from the sanitary
sewer project. When the use of a property changes, and a service
connection is needed, the connection fee would be due at that time. The
initial cost to the City for this policy is $25,205.70, which will be credited as
connection fees are paid.
ACTION TO BE TAKEN
The City Council is requested to authorize the City Clerk to advertise for
proposals, give preliminary approval to the Resolution of Necessity, approve
the preliminary assessment schedule, and establish the date of the public
hearing through the adoption of the enclosed resolutions.

Notice of public hearing on proposed plans and specifications, proposed form of
contract and estimate of cost for the Mt. Carmel Sanitary Sewer Extension Project.
NOTICE IS HEREBY GIVEN: The City Council of Dubuque, Iowa will hold a
public hearing on the proposed plans, specifications, form of contract and estimate of
cost for the Mt. Carmel Sanitary Sewer Extension Project, in accordance with the
provisions of Chapter 384, City Code of Iowa, at 6:30 p.m. on the 16th day of April,
2001, in the Public Library Auditorium in Dubuque, Iowa. Said proposed plans,
specifications, form of contract and estimate of cost are now on file in the office of the
City Clerk. At said hearing any interested person may appear and file objections thereto
or to the cost of the improvements.

Library Auditorium, at which time the owners of property subject to assessment for the
proposed improvement or any other person having an interest in the matter may appear
and be heard for or against the making of the improvement, the boundaries of the
district, the cost, the assessment against any lot, or the final adoption of a resolution of

Whereas, the City of Dubuque has been negotiating with the owners of
record for right-of-way necessary for the construction of the Mt. Carmel Sanitary
Sewer Extension Project; and
Whereas, the City of Dubuque finds and determines that eminent domain
proceedings should be instituted to acquire the needed right-of-way if easements
cannot be acquired through the negotiation process.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
